STATE OF TEXAS §

COUNTY OF BEXAR §

RESOLUTION

WHEREAS, on October 23, 2018, Commissioners Court approved a resolution authorizing


staff to make available to the University of Texas at San Antonio (“UTSA”), with
contingencies, a Bexar County-owned parcel (“Parcel”) of property that is abutted by a city-
owned parcel on the west, the San Pedro Creek on the east, Nueva Street on the south, and
Dolorosa Street on the north for the purpose of building a College of Business or any other
academic facility that is comparable to the School of Data Science and National Security
Collaboration Center; and

WHEREAS; Bexar County has invested to restore and revitalize San Pedro Creek
including approximately $15 million to provide enhancements and public amenities in the El
Merodeo section from Dolorosa to Nueva Streets, adjacent to the site of the college’s
proposed downtown campus expansion, that will attract visitors and spur development along
San Pedro Creek Culture Park; and

WHEREAS, Commissioners Court has been supportive of enhancing the visibility of the
Casa Navarro Historic Site, an important culutral asset of our community that is adjacent to
the county Parcel and near the San Pedro Creek Culture Park; and

WHEREAS, the “Parcel” currently contains three structures, including: a building currently
occupied by the Bexar County Information Technology Department, the Laredo Street
Detention Facility (“Jail”), and a building currently occupied by the Bexar County Fire
Marshal; and

WHEREAS, it is necessary to remove the Jail to accommodate the expansion of UTSA’s


downtown campus; and

WHEREAS, the cost to renovate the Adult Detention Annex Center to house federal
detainees will cost taxpayers approximately $12 million; and
WHEREAS, if in the future the County has a need for additional jail beds, the county’s
cost to replace the vacated beds would cost taxpayers in excess of $90 million; and

WHEREAS, Bexar County Sheriff Javier Salazar supports a plan to cancel the operations
agreement to house federal detainees; and

WHEREAS, in April 2009 Commissioners Court entered into an intergovernmental


agreement with the United States Department of Justice through the US Marshals Service
for housing federal detainees in the “Jail” and Bexar County has the right to cancel the
agreement by providing notice to the US Marshals Service.

NOW, THEREFORE BE IT RESOLVED that the Bexar County Commissioners Court


no longer wishes to house federal detainees and authorizes the County Manager to take all
actions necessary to terminate the agreement to house federal detainees and work with the
U.S. Marshals’ Office to ensure an orderly transfer of inmates to other facilities.

FURTHER BE IT RESOLVED that Bexar County remains committed to making the


county- owned property available to UTSA for the purpose of building a College of
Business.
