RESOLUTION
On September 6, 2018, the Board of Regents of The University of Texas System
authorized $70 million for the construction of a National Security Collaboration
Center and School of Data Science by The University of Texas at San Antonio
(UTSA”); and
The San Antonio City Council on October 18, 2018 approved two real estate
transactions that will facilitate the construction of academic facilities, which may
include the National Security Collaboration Center and School of Data Science on
two city-owned parcels in a block that is bordered by Nueva Street, Dolorosa
Street, Santa Rosa Street, and Flores Street (“City-County Block”); and
Bexar County owns a parcel of property (“Bexar County Parcel”) in the City-
County Block that is abutted by a city-owned parcel on the west, the San Pedro
Creek on the east, Nueva Street on the south, and Dolorosa Street on the north;
and
‘The Bexar County Parcel currently contains three structures, including: a building
currently occupied by the Bexar County Information Technology Department
CIT Annex”), a building currently occupied by GEO (“Jail”), and a building
currently occupied by the Bexar County Fire Marshall (“Fire Marshall Annex”);
and;
UTSA has notified Bexar County of its intention to seek tuition revenue bond
funds in the 86th Texas Legislative Session that would facilitate the construction
of a College of Business; and
UTSA has requested that Bexar County make the Bexar County Parcel available
to UTSA for the construction of the College of Business.NOW, THEREFORE BE IT RESOLVED by the Bexar County Commissioners Court that:
1. Bexar County will take active steps to make the Bexar County Parcel suitable for a real
estate transaction with the Board of Regents of The University of Texas System for the
purpose of building a College of Business or any other academic facility that is
comparable to the School of Data Science and National Security Collaboration Center,
including: a) clearing the Jail; b) clearing the Fire Marshal Annex; and, c) entering into
negotiations and discussions with UTSA on a suitable arrangement for the IT Annex.
2. Any real estate transaction between the Board of Regents of The University of Texas
System and Bexar County related to the Bexar County Parcel will be contingent upon: a)
funds being committed by the State of Texas, UTSA, or any other non-Bexar County
sources for the construction of the College of Business or any other academic facility that
is comparable to the School of Data Science and National Security Collaboration Center;
b) maintaining views and access to the Navarro House; and, c) joint use of the IT Annex
and the Bexar County Property that provides Bexar County with value that is reasonably
‘comparable to the appraised value of the interest granted to the Board of Regents of The
University of Texas System in the Bexar County Property.
3. A real estate agreement consistent with this resolution must be executed before
November 30, 2020 and may involve a transfer of title or a long-term lease,
PASSED AND APPROVED by the Bexar Gounty Commissioners Court on this 23" day of
October, 2018, in Bexar County, Texas.
