What is Classification?
Classification’ of a chemical is a scientific assessment of
whether it can cause harm – for example whether it has the
potential to cause cancer, explode, irritate the eyes, etc.

What is a Hazard?
The potential for something to cause harm is known as
‘hazard’. All sorts of chemicals that surround us in daily life
are hazardous but most of them can be used safely.

What is a Risk?
Risk is the chance, high or low, of somebody or the
environment being harmed by the hazard, and how serious
that harm could be.

Hazard Symbols
Explosive (Symbol exploding bomb)
May explode if exposed to fire, heat, shock,
friction
Flammable (Symbol Flame)
Flammable if exposed to ignition source, spark,
heat. Some substances with this symbol may give
off flammable gases in contact with water

Corrosive (Symbol Corrosion)

Corrosive material which may cause skin burns and
permanent eye damage. May corrode metals
Control of Substances Hazardous to Health

Hazard Symbols
Acute Toxicity (Symbol Skull and Cross Bones)
Toxic material which may cause life threatening
effects amounts with short exposure

Oxidising Flame Over Circle (Symbol Flame)

These substances provide oxygen which
allows other materials to burn more

Hazardous to the Environment (Symbol Dead

Tree and Fish) These substances can easily
harm the environment
Control of Substances Hazardous to Health
Awareness Training
Hazard Symbols
Gas Under Pressure (Symbol Gas Cylinder)
Contains gas under pressure, Gas released may be
very cold. Gas container may explode if heated

Serious Health Hazard (Symbol Health Hazard)

May cause serious and prolonged health effects on
short or long term exposure
Health Hazard/Hazardous to the Ozone Layer
(Symbol Exclamation Mark)
May cause irritation (redness, rash) or less serious
toxicity

Hazard Symbols
Health Hazard/Hazardous to the Ozone
Layer (Symbol Exclamation Mark)
Toxic to aquatic organisms and may cause
long lasting effects in the environment

You’ll see that the old 'harmful/irritant' symbol is missing.

This has been replaced by the exclamation mark pictogram:

Occupational Exposure Limits
The COSHH Regulations 2002 define a type of
occupational exposure limit, the workplace exposure
limit (WEL).

If a substance has been assigned a WEL, exposure of

employees should be kept below the WEL. If the WEL is
exceeded, the employer must identify the reason it was
exceeded and take appropriate action to remedy the
situation.

An annual list of WELs, approved by the Health and

Safety Executive, is published in EH40: Workplace
Exposure Limits.
Control of Substances Hazardous to Health

Workplace Exposure Limits (WEL’s)

 Workplace Exposure Limits exposure limits are

expressed as time-weighted averages, i.e. the
average airborne concentration of a chemical that
a worker may be exposed to over a period of time.

 They are typically expressed as long-term (8-hour)

or
 short-term (15-minute) time-weighted averages.
Control of Substances Hazardous to Health
Awareness Training
Workplace Exposure Limits (WELs)
Employers’ Duties is to determine if a substance :
Has a workplace exposure limit (WEL), decide whether to
monitor the airborne concentration of the substance to
which employees are exposed

Has a workplace exposure limit and then aim to ensure

that exposure is kept below the WEL

Has a WEL, it will be necessary to decide whether to

monitor the airborne concentration of the substance to
which employees are exposed.
Control of Substances Hazardous to Health
Awareness Training
Workplace Exposure Limits (WELs)
Employees’ Must:
Help their employer to comply with their duties
under the Control of Substances Hazardous to
Health Regulations 2002 (COSHH) to keep exposure
below the workplace exposure limit of a substance
hazardous to health

Make proper use of all control measures provided

to control exposure

Co-operate when personal samplings of airborne

concentrations are taken.

Substances Exposure
Some substances, in addition to being inhaled,
can be absorbed into the body through unbroken
skin.

These substances are given the notation “Sk”

Consider appropriate ways to prevent skin
contamination.

Other substances that are capable of causing

respiratory sensitisation are labelled “Sen”

Problems with Labels

Do not assume that if it is not labelled it is safe;

The label may be missing;
It may be old and has never been labelled;
The substance may have been transferred to
another container;
DO NOT USE Unknown Substances;
DO NOT ASSUME you should know what the
substance is

Monitoring of Exposure

Monitoring of exposure must be carried out where it

is necessary to ensure that exposure is adequately
controlled.

Monitoring would be required where there could be

serious risks to health if control measures should
deteriorate, it cannot be guaranteed without
measurement that exposure limits are not being
exceeded.
Control of Substances Hazardous to Health
Awareness Training
Control of Substances
Last resort
It must be suitable for the hazard
It must be looked after and maintained
It must be suitable for the user
It must be used by trained workers
It must be worn - where a risk assessment
states that a PPE is required
Advice on selection of PPE
Provisions-washing facilities-clothing & PPE
accommodation and storage-eating and drinking facilities
PPE properly used- examined and tested

Health Surveillance
Control measures must be maintained in efficient working
order and good repair.

Health Surveillance is required, where there is

significant exposure to a substance or:

Where there is an unidentifiable disease or adverse health effect which may

be related to the exposure and
There is a reasonable likelihood that this may occur under the particular work
conditions
The surveillance can be carried out
by doctors, nurses or trained supervisors making simple checks.

Where the surveillance is carried out, records or

copies of them must be kept for 40 years from the date
of the last entry.
