Minutes of the New Hutton Parish Council meeting on Wednesday 23rd January 2019 at the Institute

190123-2 Apologies none

190123-3 Acceptance of the minutes of the previous meeting


The chairman signed the minutes of the parish council meeting held on 12-12-2018 as a true and accurate record.

190123-4 Chairman’s announcements


a) During the three months from 7th January, Hawkrigg Lane will be closed from its junction with the A684 to about
Strawberry Bank for four days for resurfacing work.
b) There will be a parish council election on Thursday 2nd May 2019. The nomination period will be from the 22nd March until
the 3rd April. Further details will be published nearer the time.

190123-6 Open session


a) It was reported that someone who walks a dog is putting dog faeces into plastic bags and then hanging them on posts and
signs and in hedges. The meeting appealed to this person to take the bags home to dispose of them instead of littering the
countryside.
b) The first day of the public inquiry into the disputed public right of way at Old Croft was taken up with statements from
witnesses. Two more days will examine documentary evidence. They are likely to be the 30th April and 1st May.

190123-7 Planning applications


a) Applications submitted requiring council comments: none
b) The progress of the following applications was noted:
SL/2018/0917, 0918 and 0921 - Construction Method Statements & Traffic Management Plan for the UU compounds for
the pipeline project. The parish council did not object to this. Permission granted 10-12-2018
SL/2018/0928 – Extension of farm building and adjoining stoned forecourt area at Borrans. The parish council supported
this application. Permission granted on 23-01-2019.

190123-8 Payment of accounts


Payment of the following amounts was authorised:
£144.46 to Messrs Robinson – for diesel for the micro-digger for the broadband project
£183.00 to John Shorrock – for various materials for the broadband project
£514.38 to G.M.Welch – reimbursement for various items for the broadband project from 25-09-2016 to 25-08-2018
£6.96 to L.A.Robinson – for 12 second class stamps
£80.00 to New Hutton Institute – hire of rooms from 01-04-2018 to 31-12-2019
£12.65 to L.A.Robinson – clerk’s expenses from 01-04-2018 to 20-01-2019
£35.76 to L.A.Robinson – reimbursement for copier paper
£24.96 to L.A.Robinson – reimbursement for copier ink

190123-9 Financial report


The Community Account balance is £939.71 of which £305.39 is budgeted for the broadband project. The Business Saver Account
balance is £511.44. A VAT refund application for £668.69 for 01/01/2018 to 31/12/2018 and some earlier invoices has been made.

190123-10 Correspondence
The following items of correspondence were received since the last meeting:

190123-11 Extension of the B4RN broadband network to the parish


United Utilities will join the New Hutton broadband network to the national network at the A684/Hayclose Lane junction before
March 1st, after which the line from Butterbent Lane via Greyhound to Singleton Park will become live. UU will install a new duct
around the northern end of their works at Greenbank to maintain a connection with residents north of the works before the link to
Old Hutton is cut. That link will be reinstated on completion of the UU project.

190123-12 Community resilience


The Parish Council decided to set up a working party to construct a plan to enhance community resilience. The working party will
meet before the next Parish Council meeting.

190123-13 Date of the next meeting


The next Parish Council meeting will be at 7.30pm on Monday 11th March 2019 at the Institute.
