GROUND RULES IN VOLLEYBALL ELEMENTARY & SECONDARY
I. Team Composition:
1.1 Teams taking part in the 2018 Area III Athletic Meet Volleyball Competitions are
composed of 15 members for the girls; 12 players, 1 coach, 1 chaperon and 1 assistant
coach; for the boys 14 members; 12 players, 1 coach and 1 assistant coach.
1.2 No changes in the team line-up shall be allowed unless approved by the Area III
Eligibility Committee. Communication of which shall be forwarded to the competition
director/manager.
1.3 Both team captain and the coach are responsible for the conduct and discipline of the
team members and crowd control.
1.4 Only the team members and the coach, chaperon, and asst. coach are permitted to sit
on the bench during the match and participate in the warm-up sessions. (No DQ players
will be allowed in the playing area).
1.5 All officials, coaches, chaperons, and asst. coach are expected to observe Code of
Conduct and proper decorum at all times and serve as role models to the athletes. Any
unsportsmanlike conduct of coaches and officials shall ground for disqualification or
administrative sanction.
1.6 No coach, no play rule shall apply (a team without any registered officials before the
start of their match will be declared default).
II. Standard of Equipment:
2.1 The Management reserves the right to determine the standards of equipment to be
used in the games.
2.2 The height of the net shall be as follows: Sec. Boys: 2.43 m; Sec Girls: 2.24 m Elem. Boys:
2.20 m and Elem. Girls: 2.10 m.
2.3 Players’ uniforms should be numbered 1-20 front and back. Each player is required to
wear the same jersey number all throughout the matches.
2.4 During matches, persons authorized to sit on the team’s bench must observe proper
dress code (T-shirts with collar and rubber shoes). Slippers, heels, or sandals are not
allowed. Coaches, chaperons, and asst. coach who do not follow this rule willnot be
allowed to sit on their bench.
III. Competition Format:
3.1 Double elimination shall be used in the competition for both Elementary and Secondary
Boys and Girls.
3.2 All matches in Elementary and Secondary levels will be played in best of three (3) sets
during the elimination matches. The finals in the Secondary level shall be played in the
best of five (5) sets. Play off shall be played in the best of three (3) sets.
IV. Games Regulations:
4.1 The FIVB Official Rules 2017-2020 shall be observed in the competition.
4.2 Rules that have been explicitly modified by this regulations shall supersede FIVB Rules.
Note: Specified defensive “Libero” player, the coach has the option to register one (1) or
two (2) liberos during the competition.

V. Officiating Officials:
5.1 Accredited DEPED technical officials and NVF – PVF National Referees will handle the
officiating.
5.2 Referee’s judgment is final and must be respected.
VI. Default/Incomplete:
The team is given fifteen (15) minute defaulting time during the scheduled match. A
team is declared incomplete after the given time has lapsed (15 minutes).
VII. The Rule of Succession shall be observed in all levels.
 VIII. Playing Protocol:
The specific playing protocol of the competition will be carried out in accordance with
FIVB and PVF traditions.
IX. Awarding will be after the Championship Match.
X. Miscellaneous:
All matters not mentioned in this Ground Rules shall be decided by the Area Meet 2018
Organizing Committee.
