Chief Secretary launches Universal Voter Helpline ‘1950’

Jammu, Jan 25: The 9th National Voters' Day-

2019 was celebrated in Jammu and Kashmir
with lot of enthusiasm.
The main state-level function was orga-
nized by the office of the Chief Electoral Offi-
cer (CEO), J&K at Convention Centre, Canal
Road Jammu.
Similar functions were also organized at
district/tehsil/block headquarters and in edu-
cational institutions across the State to sensi-
tize people about the importance of their vote,
an official handout said.
Chief Secretary, BVR Subrahmanyam was
chief guest at the main function at Jammu, while
as the district level functions were held under
the aegis of concerned Deputy Commissioners
who happen to be the District Election Officers.
Among those present at the State level
function included, MLC Ramesh Arora, Prin-
cipal Secretary Industries & Commerce and
former CEO, Shaleen Kabra, CEO, Shailendra
Kumar, Divisional Commissioner, Jammu,
Sanjeev Verma, Secretary Education, Ajeet K
Sahu, Deputy Commissioner, Jammu, Ramesh
Kumar, Commissioner/Secretary Culture,
Mohammad Saleem Shishgar, Director Hos-
pitality &Protocol, Hashmat Ali Khan, Direc-
tor Information, Tariq Ahmed Zargar, several
HoDs, other senior functionaries of Election
Department, other departments, representa-
tives of social organizations, prominent citi-
zens, teachers and large number of students.
The State-level function marked by launch-
ing the on-line Voters’ Universal Helpline
“1950” by the Chief Secretary who made the
first call on the helpline number to mark its
operations in the State. The activities like
screening of short films on the electoral pro-
cess, message of Chief Election Commissioner
of India, Sunil Arora and play by Natrang art-
ists highlighting the importance of the Voters
Day and rights of the voters were the main
attractions in the function.
While congratulating the new voters, the
Chief Secretary said that Constitution of India
has empowered everyone to vote and elect the
leaders of their choice which is the vital tool
for strengthening the democracy.
He called upon the voters, especially the
youth, students to make use of their right to
franchise in every election in large numbers
and also encourage their parents, friends and
and become part of this important democratic

have just become eligible for vote to enroll
themselves and feel proud to be voters.
The Chief Secretary said that the Election
Commission of India has initiated several
reforms to ensure free, fair and transparent elec-
tions in the country through the process of Elec-
tronic Voting Machines after getting suggestions
from various stakeholders from time to time.
The Commission has launched several on-
line services for to facilitate the voters and any
kind of query can be sought on-line on newly
established helpline 1950.
Subrahmanyam said the objective of celebrat-
ing Voters Day is to

important for healthy
democracy.
He said the theme
of this year’s Voters
Day is “No Voter
to be left behind’,
which means every
voter must under-
stand his/her right
and responsibility
and they must come out in large numbers to
cast their vote in the elections.
CEO, Shailendra Kumar while highlight-
ing the significance of the occasion said that
the National Voter’s Day is being celebrated
across the country on 25th January every year
to mark the foundation of Election Commis-
sion of India on this day in 1950.
The main objective is to encourage and facili-
tate the enrollment of new voters and ensuring
maximum participation of voters in the electoral
process and to apprise the people about the new
initiatives taken by the Election Commission to
facilitate the voters, to create greater awareness
among the voters about the new initiatives. He
said the office of the CEO undertakes a State-
wide awareness campaign to educate the masses
about the enrollment, updation of Special Sum-
mary Revisions every year which is being updat-
ed by 1st. of January and every effort is being
made to enroll all new eligible voters, delete dead
voters and correct the particulars of the voters
after a systematic process at the booth level.
Due publicity is being done through the
medium of newspapers, radio, TV channels, hoard-
ings so that people can avail hassle free facilities.
He said the process of enrollment is on-
going through on-line portals www.nvsp.in.

in Leh today with great enthusiasm with huge par-
ticipation of young voters at New Ice Hockey Stadium
under the chairmanship of DC/ District Election Offi-
cer, Leh Avny Lavasa.
Highlighting the importance of the Day, District Elec-
tion Officer (DEO), Leh said that the main objective is
to encourage the voters to participate enthusiastically
in the democratic process especially the young voters.
She appealed to the voters to compulsorily use their
voting rights and also become ambassadors to mobilize
their family members, relatives and neighbors to become
an important part of our democratic system.
Aimed at facilitating the voters, the Election Com-
mission of India has taken several initiatives that include
creation of a Helpline No: 1950, DEO said and added that
voters can obtain any kind of information and clarifica-
tion on this number with relate to elections.
She said that VV PAT is a new device attached to
the EVM which is to be introduced during the upcom-
ing Lok Sabha elections and as such she laid empha-
sis upon the voters to make themselves fully educated
in operating the voting machines.
Greeting the new voters as well as other voters on
this occasion, Anvy Lavasa said that every single vote
is very important and crucial to further strengthen the
foundation of our democratic system and therefore each
and every voter must exercise their voting franchise.
A demonstration on voters’ pledge ceremony by
upholding the democratic traditions and dignity of the
country through free, fair and peaceful elections was also
conducted on the occasion, an official statement said.

availability of Wheel Chairs, Palkis and other
basic services will be ensured at every polling
station during the ensuing General elections
in the State.
On the occasion, a pledge was administered
to all participants for abiding faith in democra-
cy to uphold the democratic tradition of coun-
try and the dignity of free, fair and peaceful
elections and to vote in every election fear-
lessly and without being influenced by consid-
erations of religion, race, caste, community,
language or any inducement.
The Chief Secretary and CEO honored the
officers and other functionaries including
BLOs related to electoral process in various
districts for their outstanding work during
the year 2018. Prominent among those were
Deputy Commissioner, Jammu, Ramesh
Kumar, Deputy Commissioner, Kupwara,
Khalid Jehangir, DC Samba, Sushma Chau-
han, DIO, Samba, Sanjeev Kapoor.
Electoral Photo Identity Cards (EPICs) were
also distributed among the new voters.

Srinagar, Jan 25: In connection with
9th National Voters day (NVD), a series
of awareness events were held across
the Kashmir Division to educate new
voters about the importance of exer-
cising their franchise.
The Day is held every year on Janu-
ary 25 to encourage youngsters, who
have reached the age of 18, to par-
ticipate in the electoral process. The
central theme for the 9th voters Day is
“No Voter to be Left Behind”.
At Srinagar, divisional commission-
er Baseer Ahmad Khan administered
the Voters' Pledge to newly enrolled
voters and senior administrative offi-
cers during a function held here at
Government College for Women, M.A.
Road, an official handout said.
On the occasion, Divisional Com-
missioner highlighted the significance
of National Voters Day.
He lauded the efforts of Booth Level
Officers (BLOs) for conducting door to
door campaign in most difficult con-
ditions for the enrollment. He urged
them to work on mission mode so that
maximum people can participate in the
democratic process to strengthen the
roots of Democracy.

Dr Abid Rashid Shah, who is also Dis-
trict Election Officer said that the new
voter enrollment has increased in the
district due to the hard work of Booth
Level Officers (BLOs) and ALOs. "Our
Election Registration Officers (EROs),
Assistant Election Registration Offi-
cers (AEROs), and Booth Level Officers
(BLOs) are working dedicatedly for
transparent summary revision" he said.
He welcomed new voters and
urged them to aggressively participate
in the Democratic process.

of newly enrolled voters who were
highly enthusiastic for having the cards
first time. He also felicitated best EROs,
AEROs and BLOs for their hard work.

At Bandipora, various programmes
were held across the district to edu-
cate new voters regarding the impor-
tance of exercising their franchise.
The main function was held at Mini-
Secretariat where Deputy Commis-
sioner ( District Election Officer) Dr
Shahid Iqbal Choudhary attended the
function as chief guest, while Superin-
tendent of Police Sheikh Zulfikar Azad,

On the occasion, officials informed
that 9035 new eligible voters includ-
ing 4165 males and 4870 females have
been enrolled in the district.
It was given out that the net addi-
tion after new additions and deletions
during Special Summary Revision was
recorded at 4790 taking the total elec-
tors of the district to 231283 including
120042 males and 111241 females.
On the Occasion, Deputy District
Election Officer Rafiq Ahmad Lone
read the Voters'.
DC Bandipora expressed satisfac-
tion over the smooth conduct of recent
municipal and panchayat elections
and lauded the role of the officers in
ensuring a peaceful atmosphere. He
urged the youngsters to know the
strength of their vote and make a state-
ment by using their vote.
Similar functions were held at
Tehsil headquarters of the district that
was attended by officers, students and
several newly enrolled voters.
At Budgam the main function was
held at the Sheikh-Ul-Alam Hall, which
was chaired by the District Election
Officer/Deputy Commissioner, Dr Syed
Sehrish Asgar.
Speaking on the occasion, the
DEO deliberated on the importance
of celebrating the National Voters Day
and said the right to vote empowers
citizens to exercise his/her franchise
for nation building and for making the
democracy strong.
She said that this day provides an
opportunity to reach out to the new
voters for enrolment in electoral rolls
so that they are able to take part in the
Democratic process.
She said that every single vote is
important for the government making
and hence has profound significance.
On the occasion, new voters took
a pledge to participate in the election
process freely and fairly and contrib-
ute in making the nation strong by
using their franchise.
It was informed at the function that
16242 new eligible voters have been
enrolled in the District.
Similar functions were also held at
Tehsil and other offices in the district.
At Kupwara an impressive function
was organized whereat the District
Election Officer Khalid Jahangir par-
ticipated as the chief guest.

missioner Revenue Kupwara, Tehsildars,
field functionaries of different depart-
ments associated with election besides
concerned BLOs and many newly regis-
tered voters were present on the occasion.
Meanwhile, a similar function was
organized at Handwara with the
theme "No voter to be Lift Behind."

At Baramulla, a function was
organized at Dak Bungalow with Dis-
trict Election Office Dr Nasir Ahmad

Speaking on the occasion, the DC
threw light on the significance of the Day
and said that the main objective of the
Day is to ensure that a maximum number
of young voters take part in the political
process. He said that the Day is held every
year on January 25 to encourage young-
sters, who have reached the age of 18, to
participate in the electoral process.
Meanwhile, felicitation prizes were
give away to the officers/officials who
performed remarkably in the recently
concluded urban local bodies elec-
tions. These include Best ERO, which
was bagged by ADC Farooq Ahmad
Baba, best AERO in addition to other
commendable prizes.
At Anantnag, a grand function was
held at Boys Degree College Khan-
nabal to sensitise hundreds of newly
registered voters and others regarding
the importance and power of the vote.
The District Election Officer, Moham-
mad Younis Malik, while talking about
the various dimensions of the democ-
racy, said that with the intervention of
the latest technology like VVPAT, the pro-
cess of voting is getting more transpar-
ent and easier which enables a voter to
be surer about his/her voting. The DEO
further said that voters can register their
queries and grievances by using the toll-
free helpline Number 1950 and get the
related problems redressed.
Later a debate on the theme “No Voter
to be left behind” was also organised in
which students from various schools par-
ticipated, and were awarded with prizes.
A skit on the importance of vote was also
presented on the occasion.
At Pulwama, a grand function was
organized to mark the day with Dis-
trict Election Officer G.M Dar as the
chief guest.
The participants were briefed
about the election laws, rules, pro-
cedures including SVEEP, EVM and
VVPAT through comprehensive Pow-
erPoint presentation.
