Recommendations of the Committee constituted to decide
Benchmark Price for Electric Buses to be procured by
different STUs, for release of Demand Incentives
‘A committee was constituted to recommend the benchmark price for electric
buses ordered by different STUs for release of Demand Incentives vide DHI order No. F.
No. 1(07)/2017-NAB (Auto) dated 15t March 2018.
2. The Committee members met on 20% and 22"4 March 2018 and 10® April 2018 in
the chamber of JS (BJM), Chairman of the committee. Members have gone through
different terms and conditions while sanctioning the buses to different STUs. Committee
also noted that of demand incentive to be extended for deployment of buses as conveyed
by DHI to the states and which are briefly as follows:

‘The committee noted that the states floated tenders inviting offers for outright purchase
(Kolkata, Lucknow, Indore, Guwahati and Jammu) or for transport service (Jaipur,
Mumbai, Bangalore and Hyderabad) by electric buses, while incorporating the above
demand incentive.
Based on the bids received by the states, the committee noted that there were wide
variations in the specifications of the buses ordered by different STUs. For cities Kolkata,
Lucknow, Indore, Guwahati and Jammu, the purchase prices are based on outright
purchase model wherein ownership of buses will be with concerned STUs. In the case of
Jaipur, Mumbai, Bangalore and Hyderabad, prices quoted are based on operation model
on per km basis.
3. Keeping in view five major parameters having effect on price of electric buses ie
Length, range, Floor height, seating capacities and battery capacity, the details have been
summarized in the following table showing different categories of buses against prices
quoted by Li bidders in each of the aforementioned states. Five parameters having major
affect on prices ie Length, range, Floor height, seating capacities and battery capacity

4. After the discussions, the committee decided the following:
a. Vehicles with specification as mentioned at S.No 1 above; ie : Length 9 m,
Range: 150 KM, Floor Height: 900 mm and Seating capacity: 31; AC/Non AC,
Battery Capacity: 125 KWHc.
Cities like Kolkata, Indore, Lucknow, Jammu, Guwahati and Jaipur have invited
tender for 9 meter bus and have exactly same specification as stated above. It is
observed that for these buses in these cities, L1 bidder is also same, which is Tata
Motors Ltd.
‘As such, committee opined that all these cities separately floated tenders with the
same bus specification. Moreover all cities except Jaipur invited bid on CAPEX model,
Hence, L1 price obtained in each of these cities is the market discovered price of the
buses, except in case of Jaipur where only one bid was received in open tender.
‘As such in these 6 cities, ie Kolkata, Lucknow, Indore, Guwahati, Jammu and Jaipur
price of bus benchmarked should be lowest quoted price for these buses across all
the cities, which is Rs. 74.9 Lakhs (Including GST) per bus.
‘As such the Demand Incentive may be calculated and disbursed to these 6 cities
based on this bench mark price.

Range: 150 KM, Floor Height: 900 mm and Seating capacity: 40; AC, Battery
Capacity: 125 KWH
Kolkata city have invited tender for 12 meter bus while its other specification is
same as that of 9 meter bus as stated above. Since bid for electric bus of this
specification was invited by only one city, committee decided that discovered price
for this city ie price quoted by L1 bidder which is Tata Motors Ltd may be
considered as benchmark price, which is Rs. 88 Lakhs (Including GST) in this case.
‘As such the Demand Incentive may be calculated and disbursed based on this bench
mark price.

Range: 200 KM, Floor Height: 650 mm and Seating capacity: 31; AC/Non AC,
Battery Capacity: 162 KWH
‘The committee noted that the specifications of L1 bidder which is Goldstone Infra
Pvt Ltd, in terms of Operation cost for first lot of 40 Buses (20 AC and 20 Non AC) in
Mumbai are varied substantially with that of 9 meter bus tendered by different cities
