Dear Chairman De Vera,

Greetings of Peace!
In reference to CHED Memorandun Order(CMO) 22, S. 2013, entitled, “Revised Policies,
Standards and Guidelines (PSG’s) on Student Internship Abroad Program (SIAP) Requiring Level
Two Accreditation for Schools and Universities to participate in the Program”, we would like to
appeal to allow six BSHRM and BS Tourism students to undergo their practicum In Long Beach
Ancient Village Resort and Spa at Phu Qouk, Vietnam commencing this December 28, 2018 to
June 2, 2019 despite of our lack of compliance to Level II Accreditation.
As it is our desire to allow world class and global educational exposures to our students,
we have searched for opportunities that will allow them to have advantage over trainings and
job opportunities through the SIAP Program. Hence, prior to CMO 22, we have successfully sent
our students through various Memorandum of Understanding/ Agreements among Hotels and
Restaurants in different countries abroad to include Singapore, Malaysia and Vietnam. The
experience enabled our students after graduation better job opportunities by landing in
supervisory jobs in the countries where they have gone for practicum
Moreover, this appeal is further premised on the following grounds:.
1. Long Beach Ancient Village Resort and Spa has previously accommodated four (4)
batches since 2013. They have offered benefits that are very generously stipulated in the
Memorandum of Understanding to include: free accommodation, lodging, medical care,
monthly allowance of 1.5 M Dong, !.5 M Dong Development Fee for the University per student,
overtime fee, return tickets to Phu Qouk and employment opportunity after the Practicum or
after graduation. Moreover, as a sort of compliance, Long Beach has employed at various times,
Font Office Managers, Food and Beverage Managers, Chefs and others in supervisory positions
which led them to have offers and employment in 5 star hotels in Vietnam;
2. While we have pursued accreditation, the unfortunate Marawi Seige and War has
stalled it on May 23, 2017. Since then, the challenges has been numerous. AACUP Accreditation
will still be done in the future in better times;
3. Despite not being CHED accredited, we have continually pursued tourism and
hospitality skills training to our students and other clients, such as Senior High Schools,
Internally Displaced People (IDPs or evacuees) as one of the TESDA Training Centers for tourism
and Hospitality skills. All our faculty and many of our staff are Training Methodology Holders
and NC2 holders;
4. Since 2016, we have pursued development in facilities and infrastructure, undertook
researches and extension services while pursuing an income generation program that has boost
the capability of skills training in the college and generated millions of income to the University;

5. The Institute of Tourism and Hospitality Professionals (ITHP) based in London has
included MSU as No. 4 among the top 5 Colleges and Universities with the No. of passers in the
country in August of 2018;
