Definition: Non-Index Crime includes negligent manslaughter, non-aggravated assault, forgery & counterfeiting,
fraud, embezzlement, stolen property, vandalism, weapons, prostitution & common law vice, sex offenses, narcotic
laws, gambling, offenses against family & children, driving under the influence, liquor laws, disorderly conduct,
and all other crimes not listed here or in the index crimes. Offenses are the unlawful acts reported to a law
enforcement agency. Arrests are those individuals seized, held, summoned, or cited by law enforcement agencies
for involvement in an unlawful act.
