1. A Healthful Schoo! Environment pertains to the provision of school environment suitable
and conducive for learning, The Physical Environment requires having 1 functional
School Clinic in every school. In addition, RA 124 mandates that all schools are to
provide school clinics for the treatment of minor ailments and emergency case.
2. Identification of a School Health Guardian or School Teacher Clinic-in-Charge is also
stated in LOI No. 764 s. 1977. Its concept is focused on the training of the teachers to
assume responsibilities in providing school health services in the absence of school health
personnel.
3. All Public Elementary and Secondary Principals are to submit the Names, Age and
Contact Number of their designated School Teacher Clinic-in-Charge. For Elementary
Schools please submit per District and Secondary Schools to the School Health Section,
Division Office by January 15, 2016.
4, Designated Clinic Teacher should not be over 45 years old and in good health condition
to be able to undergo any training if the need arises. If in case there is no one under 45
years old in the school the teacher assigned should submit Medical Certificate as to
establish physical fitness.

STRENGTHENING DepED's TB PREVENTION AND CONTRO’ PROGRAM THROUGH
ADOPTION OF THE COMPREHENSIVE AND UNIFIED POLICY ‘ON TB CONTROL,
IN THE PHILIPPINES (CUPTBCP)

4. In compliance with Executive Order No. 167, s. 2003, the Department of Education
through the Health and Nutrtion Carter, shall strengthen te implementation of its TB
Provwention and Control Program. It will adopt the Comprehensive ‘and Unified Policy on TB
Gonrol in the Philippines (CUPTBCP) ullizing the Direclly Observed Treatment Short
Course (DOTS) Strategy.
2, The salient features of the MOA are the roles and responsibilities of each agency.
2. DOH shall assist DepED on program needs — provision of medicines, microscopes and
other supplies and materials, capability bulling activites, monitoring and evaluation; and
Shel serve ag referral center for pulmonary cases inthe field. The DepED shall integrate TB
prevention messages in the schoo! curricul ‘DOH on the provision
of health services, ‘of health personnel and on the planning,
Cronitoring and evaluation of the DepED TB Prevention and Control Program. Coordination
crt keuise be conducted with the local government units (LGUs), INGOs and PTCAs to
create awareness on TB.
3. wna} Directors and Schools Division Superintendents shall “oversee the
implementation of the following:
'A. Health Information Dissemination and Education
Schoo! health and nutrition personnel shall
Sisseminate information on TB prevention and control
fo the pupiis/students, teachers and non-teaching
personnel.
Student goverment organizations, scouts and youth
Ieaders shall create awareness on TB prevention and
control.
| = School heads shall be orientedire-oriented on the
DepED TB Prevention and Control Program and
‘CUPTBC? utlizing the DOTS strategy.
= Meetings shall be held with the Parent-Teacher:
‘Community Associations (PTCAs) giving emphasis on
‘TB prevention and control.
“Educating fora Stong Republic"Updates on TB control shall be published in school
papers/organs/newsletters to lessen the stigma on TB.
Health instruction in the classroom giving emphasis on
Prevention, early diagnosis and proper treatment of TB
shall be intensified.
TB modules developed for the DepED-GSK “Healthy
Lungs” Project shall be uilized to supplement health
teaching in Grades V and VI
B. Health Service Delivery
Direct sputum smear examination shall be the initial
diagnostic too! in case finding.
As part of the Teachers Health Welfare Enhancement
Program, all teaching and non-teaching staff wil!
undergo’ health profiling and annual _ physical
examination including chest x-ray in compliance with
Civil Service Commission Memorandum Circular #17,
‘5. 1989. The conduct of chest x-ray is not to screen TB
but as part of the annual physical examination. All
chest x-ray results suggestive of TB shall be subjected
to sputum microscopy to establish the diagnosis of TB.
School nurses trained on sputum microscopy shall
assist in the conduct of direct sputum smear
examination to facilitate diagnosis of PTB. They shat)
coordinate with established DOH validation centers to
validate result and to ensure a systematic referral
system.
Division offices with trained nurse-microscopist shall
provide @ safe, spacious and enabling work
environment for the microscopic examination of
sputum specimens.
Standardized chemotherapy in accordance with the
DOTS strategy should be strictly implemented. A
treatment partner shall be identified to ensure
Compliance to medication by the patient. The partner
may be the clinic teacher or principal in the same
‘school where the patient is a member of the staff, or
the school nurse stationed in the school district.
Recording and reporting of cases shall be done on the
standardized National TB Program (NTP) forms,
C. Monitoring
Monitoring shall be done regularly at the
tegionalidivision levels utilizing the prescribed forms.
