o TOR, project objectives & scope, methodology for data collection and evaluation; o TOR per member; o Flowchart of activities and tasks (i.e., when and what are the links); o Data requirements.
Gather Firsthand Information
Information required are specific that there should be assurance of reliability for assessing and designing the project. If firsthand information is not available, secondary data must be verified and validated.
Develop Confidence and Exercise Judgement
o Sometimes, not all information may be obtained; o Confidence & judgement exercised out of "gut feel" about the project and exposure to its different perspectives.
Keep a critical and open mind
o A project evolves ....Exercise flexibility; o Project development is an analytical process .... critical mind required.
Develop a Supportive Environment
o To generate and sustain continuing interest among those concerned and affected o Acceptance of future role of actors is facilitated; o Consultation / participation in project design; push for better understanding of the objectives, processes, outputs; o Maintain "helping" attitude than "critical".
Focus on More Critical Aspects of the Project
Degree of attention given to each FS area varies according to its importance in the future success of the project:
If success of agriculture project is on the capability of farmers to adopt to recommended
technologies ....... then ...... focus on how farmers will benefit (FINANCIAL ASPECT);
If success of the irrigation project is on the management and maintenance of the project by the FBs ...... then ..... focus on the Operation and Management Aspect.
Watch out for Biases of the Team
Largely engineering oriented, heavy on background information (socio-economic performance) than specific project information, report writing than project analysis.
Balance Technical and Behavioral Skills
o Varied orientations and needs ( politicians, businessmen, techniciaans, farmers); o Interaction
