Linking the concept of 1Malaysia with the Tenth Malaysia Plan

1Malaysia is an on-going public relations campaign announced by Malaysian Prime


Minister, Y.A.B Dato’ Seri Mohd Najib Tun Razak on 16 September 2008. Holding the principle
of ‘People First, Performance Now’, 1Malaysia concept calling for the cabinet, government
agencies, and civil servants to more strongly emphasize ethnic harmony, national unity, and
efficient governance. This concept also is a fairness concept to all the ethnics which means the
welfare of every ethnic will be preserved and no one will be neglect. Besides, 1Malaysia also is
a continuation agenda to develop country. But to improve the country, peoples need to be
improved first. This can be done by shaping the acceptance attitude between ethnics which lead
to a complete unity. When this occurs, the development agenda of the country can be
proceeding smoothly.

The purposes of 1Malaysia are to restructure the national unity and improve the value of
peaceful in peoples’ life. Besides that, it developed to give a spirit to new generations that have
one thinking and strife unity to serve for Malaysia. 1Malaysia also purpose to set up advanced
country by emphasize on all ethnics requirements. It is also as a preparation to confront any
challenge that faced the peoples whether from inside or outside element which can lead to
clamorous in our country. There are 8 values that are the bases of 1Malaysia which is
perseverance, a culture of excellence, acceptance, loyalty, education, humility, integrity, and
meritocracy.

On 10 June 2010, Dato’ Seri Mohd Najib Tun Razak had explained about the Tenth
Malaysia Plan (RMK-10). Tenth Malaysia Plan allocate more than RM290 million that divided
into 60/40 ratio. 60 are for physical development and 40 are for non-physical development. The
Tenth Malaysia Plan (2011-2015) is very critical for national continuity towards the realization of
Vision 2020 as an advanced and high income country.

There are ten prime ideas that had been proposed in Tenth Plan. Firstly, to internally
driven and externally aware. Second, to leveraging on our diversity internationally. Next, to
transform into a high income country through specialization. Fourth, to attain growth through
productivity and innovation. Fifth, to nurturing, attracting and retaining top talent. After that, to
ensure the equality of opportunities and safeguarding the vulnerable. Next, to concentrate on
focus growth and inclusive development. Eight, to support effective and smart partnerships.
Next, to value our environmental endowments and finally to make government as a competitive
corporation.

Meanwhile, there are five essential strategic in Tenth Plan. First, to change the
philosophy and approach of government towards transformation of Malaysia with NKRA
methodology. Second, to create the environment for unleashing economic growth. Third, to
move towards inclusive socio-economic development. Fourth, to develop and retain a first world
talent-based and fifth, to build an environment that enhances quality of life.

The Tenth Plan will be the indicator of the development of Malaysia for the next five
years, anchored on delivering the desired outcomes for all Malaysians. The Tenth Plan sets the
stage for a major structural transformation that a high-income economy requires. The Plan
contains new policy directions, strategies and programs that enable Malaysia to emerge as a
high income nation. The Plan details strategies towards a more focused role for the Government
as a regulator and catalyst while upholding the principles of 1Malaysia, ‘People First,
Performance Now’ to ensure effective delivery of services. Resources in the sectors that
Malaysia has competitive advantage will be used efficiently for the economic growth. More
specific cities and urban clusters will be developed into advanced, productive and live able
cities. The Government is also committed to uplift the livelihoods of the bottom 40% of
households, irrespective of ethnicity, background or location, through income and capacity
building programs, strengthening the social safety net and addressing the needs of the
disadvantaged groups. There is also an agenda to create a robust and vibrant Bumiputera
Commercial and Industrial Community (BCIC), as well as ownership of equity and other sources
of wealth, will continue with a fresh approach, in line with the current global environment and
national priorities.

This Tenth Malaysia Plan seen as a people-oriented plans, which concern more about
the people’s requirement in order to create a harmony national unity and close the gap between
every ethnic in Malaysia. This is very suitable with the principle of 1Malaysia that have been
announced by our prime minister before.
