Background Pursuant to Republic Act 7722, “An Act Creating the Commission on Higher on Education (CHED),” which states that “..the knowledge society or knowledge economy characterizes the university not just a generator of knowledge, an educator of young minds and a transmitter of culture but also as a major agent of economic growth, a Research and Development laboratory and a mechanism through which the nation builds its human capital to enable it to actively participate in the global economy” it is, therefore, imperative to encourage Philippines higher education institutions to become platforms for innovation and drivers of competitiveness and economic growth. CHED in coordination with the Department of Agriculture (DA) and other government agencies was mandated to establish a National Agriculture and Fisheries Education System (NAFES) by virtue of Section 66 of Repuislic Act (RA) No. 8435 otherwise known as the “Agriculture and Fisheries Modernization Act (AFMA) of 1997. NAFES aims to establish, maintain and support a complete and integrated system of agriculture and fisheries education (AFE), modemize and rationalize agriculture and fisheries education from elementary to tertiary levels, unify the system of implementation of academic programs and upgrade the quality and ensure sustainability and promote the global competitiveness at all levels of AFE. In light of the increasing Philippine population, improved food production and security is of utmost concern. However, the productivity of the country’s agricultural and fisheries sectors largely depend on the quality of knowledge, positive attitudes, relevant skills, and deepened engagement in agriculture and fisheries across all demographics, beginning from early childhood through adulthood, and across the whole socio-economic spectrum. In this regard, education, training and extension in agriculture and fisheries play a vital and fundamental role Given these challenges, NUCAFs and PIAFs must be supported in their inputs of higher education goals of knowledge production and generation; in the transmission, dissemination and extension of innovations; in their participation in the global scientific discourse; in developing a new generation of catalysts of scientific, technological, social, economic and creative innovations. Ultimately, it is important that the agriculture and fisheries education, training and extension be of highest quality. u. mL. Platforms Covered Extension Project proposals may focus on the following areas: a) Entrepreneurship education for farmers and fishermen b) Career advocacy campaigns in agriculture and fisheries for junior high school (Grade 7-10) ©) Computer-aided modalities of delivering agriculture and fisheries extension 4) Blended-learning technologies in agricultural and fisheries higher education €) Developing sustainable farm-to-industry linkages ) Marketing and financial literacy for farm and fishing communities g) Developing science-based information tool kits h) Basic asset management education i) Disaster risk-reduction and risk management education 4) Integrated pesticide management k) Integrated pest management 1) Fisheries resource management m) Functional foods for health management n) “Know your consumers” program 0) Developing farm gate markets p) Rural energy education (ic, use of non-conventional energy sources for farming and fisheries) Proponent investigators from NUCAFs and PIAFs are advised to read and refer to the attached CHED Memorandum Order PATHWAYS TO EQUITY, RELEVANCE AND ADVANCEMENT IN RESEARCH, INNOVATION, AND EXTENSION IN PHILIPPINE HIGHER EDUCATION for guidance, General Instructions A. Submission of proposals NUCAFs and PIAFs are encouraged to submit proposals that address issues relating to the process and effects of educating individuals, families and communities about food production, food security, farm productivity and the blue economy. Note that the project leaders/principal investigators must be from a NUCAF or PIAF. Proponents must first submit a project concept note using CHED NAFES Extension Proposal Concept Note’. The project concept note must resonate with the Grants-in-Aid principles as outlined and articulated in the Omnibus CMO hhttp://api.ched.ph/api/v/download/2169, B. Detai (PATHWAYS TO EQUITY, RELEVANCE AND ADVANCEMENT IN RESEARCH, INNOVATION, AND EXTENSION IN PHILIPPINE HIGHER EDUCATION). The project concept note must be written in English and typed on standard 8.5x11 inch paper, single-spaced, with each page numbered consecutively. It must not exceed eight (8) pages, excluding pages for a couple of annexes (estimated budget and curriculum vitae of investigators). The project concept note must be submitted electronically to chednafesextension@gmailcom (ATTN to Mr. Ronald Alan Pinzon) at the Research Management Division, Office of Planning, Research and Knowledge Management, at end-of-business day on September 30, 2016 (Friday), no exception. Any project concept note received electronically after 5:00 pm on September 30, 2016 will not be considered for review by a technical panel designated by CHED. Project concept notes will be reviewed based on the principles and general criteria of the Extension Framework (See ANNEX) Only those whose project concept notes pass the technical panel review will be asked to write and submit a full-blown proposal and proceed to the next steps. ‘These requirements will be communicated to proponents who qualify in the short list Results of the review of the concept notes are expected 10 be announced on October 17 (Monday). All proponents will be notified of the outcome of the technical review The notice to proceed to write and submit a full-blown proposal is not a guarantee of an award or grant. of the Award 1 For this particular call, the Commission on Higher Education Commission has allotted additional funds under the Higher Education Development Fund (HEDF) to further strengthen Extension Projects of NAFES institutions aimed at improving country's food production, achieving food security, optimizing the benefits of the blue economy and fostering inclusive growth and sustainable development. A total of Php 125 Million is allocates as grants-in-aid for NUCAFS and PIAFs to purposely fund extension projects. ‘These extension project grants should have a proposed budget ranging from Php 5 Million to Php 10 Million Pesos and should be implemented within a maximum of 2 years.
