4.1.2.2.

Minimizing measures for impacts irrelevant to exhaust gases:

(1) Noise impact minimizing measures:

- Organizing logical working time, avoid working at noon and at night in


order not to leave adverse effects on the surrounding residence, switching off the
engine after use.

- Choosing advanced construction vehicles to minimize the noise.

- Conducting the periodic maintenance and repair, operating in designed


capacity and stipulated loading capacity.

- Using the machinery alternately in a proper number to minimize the noise


resonance.

- Staff who directly works with the noise resource shall be equipped with
standard ear protection equipment to reduce the adverse effects of the noise.

* Advantages

Those measures are easy to apply.

* Disadvantages

Those measures may not give absolute reduction.

* Practicability

Those measures are practicable.

* Effectiveness

Logical working time arrangement for the workforce and labour safety
equipment preparation will significantly minimize the noise impact during the
exploitation.

(2) Coastline erosion and water-body sediment deposit minimizing measures

- Dredging in accordance with the designed specification of the approved


length, width and depth.

- Dredging evenly without leaving internal deep craters, simultaneously


levelling the bed during the dredging.

- Dredging only in the permitted area, ensuring the distance to the coast in
accordance with the provisions of the Law on dikes.

- Avoiding tough collision towards the coastal line upon anchoring.


(3) Minimizing measures of impacts towards aquatic creatures

- Dredging at Thuan An inlet does not destroy useful creatures but makes
them move away; upon the project completion, the environment will become stable
again and the creatures will return.

- To minimize the adverse effects on aquatic creatures and restore the


stability of their habitats as soon as possible, the Company has designed the
construction in a certain order for each drain and avoids disordered exploitation
and continuous change of dredging points in the sea.

(4) Local socio-economic status

* People’s livelihood

- Contacting with the local government to announce the people for aquatic
cultivation rafts before the project deployment in the area of 200m in diameter
from the project area.

- To avoid water pollution that affects the aquatic cultivation, the investment
owner will not dredge upon the spring tides and flood tides.

- Providing periodic water quality monitoring result for prompt


announcement and recommendation to the people.

- In case adverse effects are available and detrimental to the people, the
investment owner shall cooperate with the local government for proper
indemnification

- Exploiting in accordance with the scheduled progress to minimize the


effects on the people’s aquatic cultivation.

- Supporting and facilitating the return of the people’s aquatic cultivation


and livelihood stabilization upon the project completion.

* Social order

- Prioritizing the local employees in the workforce recruitment to avoid local


social problems.

- Strictly managing the staff and workers during and beyond the working
time, observing the local regulations.

- Solving social disputes in a composed manner; cooperating with the local


government for settlement in case of failure in self-solving, avoiding the expansion
of the problems that may affect the working progress and local political security
and social orders.
- Promoting the propaganda to make the people understand the project’s goal
and socio-economic benefits.

- Enthusiastically participating in social activities and creating social welfare


to establish a friendly relationship with the local people and reduce the social
disputes.

* Transportation order and safety

- During the construction and transportation processes, the investment owner


shall observe the waterway transportation law and assign the staff of traffic control
in shift, equipping marking buoys and indicators at the dredging area to ensure the
marine transportation safety.

- Arranging logical transportation routes to avoid collision with ships and


aquatic cultivation rafts.

- The helmsmen shall be qualified with driving licenses and observe the
regulations on marine transportation safety.

- All the vessels and ships shall meet the required technical safety standards
of the Vietnam Register. Extremely old equipment is not allowed. Overweight
transportation is prohibited.

- During the distance sand transportation the investment owner shall keep up
with the weather forecasts for logical transportation plan and observe the waterway
transportation laws and recommendations of the authorities.

4.2. PREVENTIVE AND RESPONDING MEASURES FOR RISKS AND


INCIDENTS

4.2.1. Transportation and occupational incidents

- Ship, vessel, grab dredger operating staff shall be trained and master the
techniques before working with the machinery.

- Operating staff shall be able to swim.

- Workers shall be equipped with life-jackets.

- Rescuing and healthcare equipment shall be available for prompt rescue


upon the occurrence of occupational incidents.

- Labour safety training seminar shall be organized for the workforce.

- Helmsmen shall have driver licenses and strictly observe the regulations of
the marine transportation law.
- Tracking all the weather phenomena on the mass media for machinery and
equipment relocation planning out of the project area upon bad weather conditions.

- Promulgating the labour safety regulations and training the project


management staff.
4.2.2. Oil spill

- During the move, vehicles shall observe the traffic arrangement and
caution signs to avoid collision. During the exploitation, grab dredger shall be
stably anchored to avoid drifting; ships and vessels shall be anchored in
accordance with the regulations.

- Periodically examining the petroleum tanks, containers and transferring


vehicles for prompt oil leak detection.

- To prevent the oil leaks, the investment owner shall periodically examine
the equipment and machinery to ensure the oil leak is unavailable. Leaked oil shall
not be washed directly but collected by fabric and put into containers.

- Mobilizing the Company’s or oil spill preventive contractual workforce,


machinery and equipment for oil spill response and simultaneously announcing the
competent bodies for prompt treatment.

4.2.3. Fire and explosion

- During the construction process, the investment owner shall periodically


examine the fire prevention and protection. Regulations on fire prevention and
protection issued by the competent bodies shall be strictly observed.

- Automatic fire alarms shall be equipped and fire protection equipment shall
always be available in the best working condition.

- Establishing proper fire prevention and protection plans for prompt


response in any case in a positive and effective manner.

4.2.4. Coastal erosion

Exploiting in accordance with the designed order and specification of the


project (drain length and width, exploitation depth, the distance to the coast, etc.)
as defined in the approved construction plan

Frequently examining and supervising the area and keeping in touch with
the local government’s hotline for prompt information and problem solving.
