PalaECEpan 2018: Rerouting Brainpower and Physical Skills

Rules and Regulations

I. VENUE, DATE AND TIME OF PALAECEPAN 2018


The PalaECEpan 2018 will be held on April 21, 2018 at the University of Santo Tomas, from
7am to 12nn at the AMV Hall and 12nn to 5pm at the Engineering Conference Hall and UST
grounds.

II. ELIGIBILITY OF PARTICIPANTS


A. Players must be a bona fide Electronics Engineering student (or the equivalent), from
any year level, of their representing school.
B. There will be 10 teams from different schools and a maximum of 2 teams per school.
C. Each team will be composed of three (3) members.
D. An acceptance and excuse letter will be given for the participating members.

III. CONDUCT OF THE COMPETITION


A. The competition is a combination of a quiz bee and obstacle courses that will test both
the physical and mental skills of each participant.
1. Quiz Bee
a. The quiz bee will constitute of fifty percent (50%) of the total score for
PalaECEpan.
b. It will be composed of three (3) rounds. Each round is categorized
according to difficulty (Easy, Average, and Difficult) and composed of
objective type and problem solving questions.
c. All objective type questions is worth two (2) points each and all problem
solving questions is worth five (5) points each. Each round constitutes to
a specific percentage of the total score for the quiz show. The percentage
distributions are:
i. Easy Round – 20%
ii. Average Round – 35%
iii. Difficult Round – 45%
d. There will be a time limit in answering the questions. The time limit will
depend on the type of question given. The time limit for each round are
as follows:

e. The total score of each team for the quiz bee portion will be computed as
follows:

f. Manner of Answering
i. Each team will be provided with a white board and scratch
papers that will be used for their computations.
1. The final answers should be written on the whiteboard.
2. Watchers will be assigned each table to ensure that no
alterations are made on the final answers at the end of
the time limit.
ii. Each question will be read twice. Participants are not allowed to
write anything, may it be on the scratch paper or whiteboard,
until the time limit has been started.
1. Time Limit starts upon cue by the Quizmaster, after the
question has been read twice.
2. Calculators may only be touched once the time limit has
been started.
iii. The teams will reveal their answers simultaneously. At the end of
the time limit, one (1) member of the team will raise the
whiteboard to show the final answer.
1. The Quizmaster will announce the correct answer and
the teams with the correct answer to continue raising
their boards until the scores have been recorded.
iv. Wrong spelling in the written answers will constitute a wrong
answer.
v. For mathematical questions, the accuracy of numeric values
must be observed and units must be specified whenever
applicable.
1. Mathematical questions shall be answered with four (4)
decimal places whenever applicable. If the participants
fail to comply, their answer will be considered wrong.
2. Questions that involve units of measurements shall
automatically require answers with the appropriate
units. Lack of or wrong unit will constitute a wrong
answer.
3. Shall there be an objection on the accuracy of numerical
answers, the Panel of Judges shall be referred to.
vi. Wrong answers or questions left unanswered shall have no
deduction of any kind.
vii. Gadgets of any kind, except for calculators, are not allowed to be
used by the participants during the contest.
viii. A maximum of three (3) non-programmable calculators will be
allowed for each team.
ix. No other materials such as reference books, reviewers,
notebooks, etc., will be allowed during the contest.
g. Clarifications
i. Only the registered participants of each team on stage may raise
questions or clarifications on the answers already given. Once
the participant has raised his/her concern, only then can he/she
approach his/her coach.
ii. Questions or clarifications regarding the questions and answers
should be directed to the Panel of Judges only after the given
time limit, but before the next question is read.
iii. All concerns or questions shall be raised in proper decorum
(good manners).
iv. Any act by the participants that is derogatory to the Panel of
Judges and to the NECES Officers shall be dealt with
correspondingly.
v. Any decision made by the Panel of Judges shall be made final.
vi. The Network of Electronics Engineering Students (NECES)
reserves the right to change part/s of the rules and regulations to
further improve the conduct of the quiz show.
2. Obstacle Courses
a. There will be 10 obstacles/stations prepared for all the teams.
b. There will be an assigned facilitator, from NECES, for each team who will
be responsible for noting the accumulated points of the team per station.
The facilitators assigned to each team at the start of the game will also
serve as watchers to ensure the safety of the participants. These
facilitators shall remain unbiased to any team.
c. The points gathered at the obstacle courses will serve as the other 50%
of the total score for PalaECEpan. Each obstacle constitutes to a certain
number of points depending on the degree of difficulty. Refer to the List
of Obstacles, to be given on the day itself, for the equivalent points and
time allotted per obstacle.
d. Each team will be provided with a Game Map at the start of the race
which contains the route of their team. Each Game Map will have a
different route.
e. Upon arrival on each obstacle, an assigned station manager will be there
to provide the challenge description.
f. Each obstacle has maximum time allotment. If a team exceeds the time
limit, a point per minute of exceedance will be deducted from their
points for that obstacle and will be added to the team that will arrive
before they finish.
g. The time for each station starts upon the cue of the station manager.
h. The obstacles must be completed and certified by the facilitator and
assigned station manager.
B. Teams will be ranked according to the total number of points accumulated from the quiz
bee (50%) and obstacle courses (50%).
C. In case of a tie, the teams will be given an obstacle course that they must accomplish to
obtain a question that they must answer. The first team to finish the obstacle and
answer the question correctly, wins.

IV. DEFAULTING
1. On the day of the event, all participants should be on the venue (Roque Ruaño
Bldg.) on or before 7:00am.
2. A thirty-minute grace period will be enforced. After which, the team who does
not have a representative on the said time will be automatically disqualified.
3. For every late member, a two-point deduction for every 5 minutes will be given
to the team.
4. If the team is still incomplete by 8:00am, the team will be disqualified.
