4.0 Protective Clothing & Equipment

4.1 Protective Clothing and Equipment

It is Company policy for all employees to be provided with suitable protective clothing and
equipment appropriate to any work activity where there is a reasonable risk of personal
injury. All employees are expected to use the protective clothing/equipment.

4.2 General

The requirements of the Company’s protective clothing and equipment regulations are to
be complied with at all times.

a) No person shall require any member of the ship’s Company, or contractor to start any
work activity on board unless:

■ The person performing the task is wearing and/or using the appropriate protecting
clothing and equipment.

■ Any other person who is subject to a reasonably foreseeable risk from that work
activity is similarly protected.

■ The protective clothing and equipment used by all personnel is in good condition
and working as designed.

b) Any person involved in, or subject to a reasonably foreseeable risk from a work activity
on board shall:

■ Wear the appropriate protective clothing.

■ Use the appropriate protective equipment.

c) Protective clothing and equipment shall be of a type and standard as approved by the
appropriate authority. A wide variety of equipment is available and it is essential that
no items are ordered, or received on board, or used unless they are suitable for the
task for which they are required.

4.3 Company Regulations

The Company’s requirements, must be read in connection with the relevant M. Notices.
These requirements, without exception, apply to all ship’s personnel and contractors working
on board, at all times.

Any person who may be required to wear or use protective clothing or equipment must
be properly trained or instructed in its use and advised of any limitations of the clothing
or equipment.

All the necessary instructions for the proper use or maintenance of any item of protective
equipment or clothing must be kept with that item of equipment or clothing or in a safe
place close by.

The wearing of protective clothing is the last line of defense against personal injury.
Every effort is to be made to enforce its use. Proper working practices and procedures
must be used at all times. Personnel who fail to wear the appropriate protective clothing
when required to do so will be subject to disciplinary action by the company.

Personnel should be reminded that the provision of personal protective equipment does
not mean that they can lower their own safety standards and that such equipments does
not eliminate hazards but gives only limited protection in the case of accidents.

4.4 Storage, Issue and Maintenance

Protective clothing or equipment is issued to each employee or is to be kept in an easily


accessible and clearly marked place. Storage must be in a manner that prevents deterioration
or damage and be separated from harmful substances.

Cleaning materials, solvents, paints and chemicals adversely affect the material strength of
safety harnesses and gantlines. In particular substances containing phosphoric acid, e.g. rust
remover may seriously weaken ropes and harnesses.

These substances must not be allowed to come into contact with safety equipment.

Items issued to an individual are to be kept and used by him. Any defects are to be reported
to the head of department, who will arrange for repair or replacement.

All other equipment must be properly maintained (with due regard to the manufacturer’s
instructions), regularly inspected and its operation checked (if applicable) every 3 months.
Records of these inspections must be maintained and the completed records are to be
retained in the Safety Officer’s Record Book.

When necessary the equipment is to be repaired, decontaminated or replaced. The Safety


Officer and heads of department are to ensure that stocks are kept at adequate levels.

4.5 Protective Clothing - Guidance on Use

4.5.1 Head Protection

Safety helmets shall be worn by all personnel working in the following areas:

■ All mooring decks

■ All outside decks whenever there is a reasonably foreseeable risk of objects


falling from above, e.g. on open decks below men working aloft or on masts.

■ All cargo decks.

■ All engine room spaces - except where there is no risk of falling objects.

■ Tanks and void spaces.

■ In all other areas as required by the Master.

■ When boat, fire and other emergency drills are held.

Any helmet which has suffered a severe impact should be condemned and replaced,
even if it shows no sign of damage.

4.5.2 Foot Protection

All personnel at work should wear appropriate safety footwear. Shoes and boots
should have firm, slip resistant soles and reinforced toecaps. Sandals and similar
footwear should not be worn when working.

Safety shoes/boots shall be worn by all personnel when working in the following areas:

■ Outside locations including mooring decks

■ Cargo decks

■ All machinery spaces and work shops

■ Galleys and preparation rooms

■ All tanks and void spaces

■ In accommodation spaces when undertaking repair work

■ When boat, fire and other emergency drills are held

■ In other areas as directed by the Master

Sea boots should be worn in areas where excess water has accumulated.

When not working, sensible footwear should always be worn. Unsuitable footwear
should not be worn on board any vessel.

Care should be taken to ensure that the treads of footwear do not become clogged,
e.g. with oil residues.

4.5.3 Ear Protection

a) Ear defenders shall be worn by all personnel in any space where noisy machinery
and equipment is operating. The appropriate signs are to be displayed outside
all entrances to such spaces.

b) Ear plugs are not recommended. Infection of the ear may result from ingress of
oil or dust introduced when inserting the plug. They do not provide sufficient
protection for long-term exposure to high noise levels. In general ear muffs
give the most effective protection.

c) Hearing protection shall be made available at the entrance to the machinery


space or any other space with high noise levels.

4.5.4 Eye and Face Protection

a) Visors are to be used as appropriate, e.g. when welding or gas-cutting, and when
grinding on an abrasive wheel.

b) Goggles offer protection to the eyes only and may be worn over prescription
spectacles (which do not give adequate protection in themselves). They are to be used
whenever there is a reasonably foreseeable risk of foreign bodies (chippings,
scale, chemicals, paint, etc.) entering the eyes.

c) Safety spectacles are an option to using goggles, offering a greater degree of


comfort but do not have the same protection.

d) Darkened-glass visors/goggles are to be worn when eyes may be injured by


ultra-violet or infra-red rays, e.g. when cutting or welding.

4.5.5 Hand Protection

Finger rings should not be worn when working generally, especially when working
with machinery or with wires and ropes. Extra care must be taken while wearing
gloves when: climbing ladders; working with mooring lines; working close to
moving machinery.

The correct industrial gloves for the work to be done shall be worn, unless the
wearing of them increases the risk of injury.

a) Leather/cloth (or substitute): to give protection against rough or sharp edges,


splinter swarf, and against very cold metals.

b) Rubber: when electrical equipment has to be worked on.

c) PVC: to protect against corrosives, solvents and other chemicals.

d) Heat resistant: when handling hot objects, e.g. in galley or in metal work.

e) Long sleeved/gauntlets: of various materials, offering protection against corrosives


etc. and for use when welding.

4.5.6 Body Protection

Protective clothing or overalls shall be worn as appropriate to give adequate protection


against foreseeable risks within the relevant work area.

All work clothing must be close-fitting with no loose flaps, scarves or belts and
without bulging pockets. All clothing shall be kept in as clean a condition as
practicable for reasons of health and hygiene, particularly when handling food.
Personnel should be aware of the risks of dermatitis or skin cancer from prolonged
contacts with various mineral oils.

Clothes shall be of cotton or cotton mixture and preferably non-flammable. Adequate


clothing is to be worn to protect against cold conditions (i.e. in refrigerated spaces and
when the air temperature or wind-chill factor is below 0 degrees C).

In the galley or engine room spaces, clothing must adequately cover the body to
minimize risk of burning or scalding.

a) High visibility overalls/jackets/tabards must be worn when working on all cargo


and mooring decks, especially at night.

b) Protective overalls to be worn when dealing with hazardous cargo spills.

c) Approved fire-fighting suits to be worn when combating serious fires.

4.6 Other Types Of Protection

4.6.1 Breathing Apparatus (BA)

BA must be worn, as appropriate, when fire fighting in a confined space or where a


toxic/oxygen deficient atmosphere is suspected, combating a hazardous cargo
incident, entering a dangerous space, ref. Section 9 of this manual, or when dealing
with asbestos in an emergency, ref. Section 10 of this manual.

Crew shall be trained in the use and care of BA.

BA sets must be inspected before and after use and maintained by a competent
person. See SOLAS Maintenance Record Book.

4.6.2 Dust (Canister) Respirators

The type of respirator appropriate to the planned work process must be worn.
Guidance on which type of respirator to use is given in M1195 (as amended).
Note Respirators provide no protection in oxygen deficient areas or in any space
where the oxygen content of the atmosphere is at all suspect. The protection
offered against a toxic atmosphere must be considered. If in any doubt then BA sets
must be used.

4.7 Safety Harnesses


A safety harness shall be worn by any person working in a position where he may fall
2 meters or more. This requirement specifically includes working from a cradle, stage or
bosun’s chair and includes working over side.
Where suitable securing points are not available, arrangements must be made to provide
adequate points, e.g. by using a gantline with loops spliced at 2 meter intervals.

4.8 Buoyancy Aids


When working over side or where there is a reasonably foreseeable risk of falling or
being washed overboard from the ship or ship’s boat, a buoyancy aid and safety harness
is to be worn.
A lifebuoy with attached light and a quoits and line are to be ready for immediate use at
the work site.
Over side working must not be undertaken when the ship is underway.

4.9 Work Platforms


Whenever work is required aloft or over side, full and proper use is to be made of cradles,
stages or bosun’s chairs, as appropriate. Ladders are to be properly secured against movement,
as near as possible to the ladder’s upper resting place.
Reference should be to CSWPMS.

4.10 Faulty Equipment and Clothing, Unsafe Working Practices


Employees shall not knowingly use faulty equipment or protective clothing, or follow
unsafe working practices.
Any observed digression should be reported to the work supervisor immediately and to
the vessel’s Safety Officer.
