1. Department of Science and Technology (DOST)

The Philippines' Department of Science and Technology (abbreviated


as DOST; Filipino: Kagawaran ng Agham at Teknolohiya), is the executive
department of the Philippine Government responsible for the coordination of science
and technology-related projects in the Philippines and to formulate policies and projects
in the fields of science and technology in support of national development.1

Mandate

Under Executive Order No. 128 the Department of Science and Technology “provides
central direction, leadership and coordination of scientific and technological efforts and
ensures that the results there from are geared and utilized in areas of maximum
economic and social benefits for the people”. The Department also mandated by the .2

Functions

 Formulate and adopt a comprehensive National Science and Technology Plan,


and monitor and coordinate its funding and implementation;
 Promote, assist and, where appropriate, undertake scientific and technological
research and development in areas identified as vital to the country's
development;
 Promote the development of indigenous technology and the adaptation and
innovation of suitable imported technology, and in this regard, undertake
technology development up to commercial stage;
 Undertake design and engineering works to complement research and
development functions;
 Promote, assist and, where appropriate, undertake the transfer of the results of
scientific and technological research and development to their end-users;
 Promote, assist and, where appropriate, undertake the technological services
needed by agriculture, industry, transport, and the general public;
 Develop and maintain an information system and databank on science and
technology;
 Develop and implement programs for strengthening scientific and technological
capabilities through manpower training, infrastructure and institution-building;
 Promote public consciousness in science and technology; and
 Undertake policy research, technology assessment, feasibility and technical
studies.3

2. Department of Education (DepEd)

The Department of Education (abbreviated as DepEd; Filipino: Kagawaran ng


Edukasyon) is the executive department of the Philippine government responsible for
ensuring access to, promoting equity in, and improving the quality of basic education. It
is the main agency tasked to manage and govern the Philippine system of basic
education. It is the chief formulator of Philippine education policy and responsible for the
Philippine primary and secondary school systems.5

Mandate

The Department of Education was established through the Education Decree of 1863 as
the Superior Commission of Primary Instruction under a Chairman. The present day
Department of Education was eventually mandated through Republic Act 9155,
otherwise known as the “Governance of Basic Education Act of 2001” which establishes
the mandate of this agency.6

Functions

To provide quality basic education that is equitably accessible to all and lay the
foundation for life-long learning and service for the common good.7

3. Department of Energy (DOE)

The Philippines' Department of Energy (Filipino: Kagawaran ng Enerhiya), abbreviated


as DOE is the executive department of the Philippine Government responsible for
preparing, integrating, coordinating, supervising and controlling all plans, programs,
projects and activities of the Government relative to energy exploration, development,
utilization, distribution and conservation.9

Mandate

With the issuance of Executive Order No. 193, which reorganizing the Department of
Energy into the Office of Energy Affairs (OEA), the ERB was vested with other
powers.10 The Department also mandated by Republic Act No. 7638 (Department of
Energy Act of 1992) to prepare, integrate, coordinate, supervise and control all plans,
programs, projects and activities of the Government relative to energy exploration,
development, utilization, distribution and conservation.11

Functions

 Formulate policies for the planning and implementation of a comprehensive


program for the efficient supply and economical use of energy consistent with the
approved national economic plan and with the policies on environmental
protection and conservation and maintenance of ecological balance, and provide
a mechanism for the integration, rationalization, and coordination of the various
energy programs of the Government;
 Develop and update the existing Philippine energy program which shall provide
for an integrated and comprehensive exploration, development, utilization,
distribution and conservation of energy resources, with preferential bias for
environment-friendly, indigenous, and low-cost sources of energy. The program
shall include a policy direction towards the privatization of government agencies
related to energy, deregulation of the power and energy industry and reduction of
dependency on oil-fired plants. Said program shall be updated within nine (9)
months from its completion and not later than the fifteenth day of September
every year thereafter;
 Establish and administer programs for the exploration, transportation, marketing,
distribution, utilization, conservation, stockpiling and storage of energy resources
of all forms, whether conventional or nonconventional;
 Exercise supervision and control over all government activities relative to energy
projects in order to attain the goals embodied in Section 2 of this Act;
 Regulate private sector activities as provided under existing laws: Provided, That
the Department shall endeavor to provide for an environment conducive to free
and active private sector participation and investment in all energy activities.
 At the end of four (4) years from the effectivity of this Act, the Department shall,
upon approval of the President, institute the programs and timetable of
deregulation of appropriate energy projects and activities of the energy industry;
 Assess the requirements of, determine priorities for, provide direction to, and
disseminate information resulting from energy research and development
programs for the optimal development of various forms of energy production and
utilization technologies;
 Formulate and implement programs, including a system of providing incentives
and penalties, for the judicious and efficient use of energy in all energy-
consuming sectors of the economy;
 Formulate and implement a program for the accelerated development of
nonconventional energy systems and the promotion and commercialization on its
applications;
 Devise ways and means of giving direct benefits to the province, city, or
municipality, especially the community and people affected, and equitable and
preferential benefit to the region that hosts the energy resource and/or the
energy-generating facility: Provided, however, That the other provinces, cities,
municipalities, or regions shall not be deprived of their energy requirements;
 Encourage private enterprises engaged in energy projects, including
corporations, cooperatives, and similar collective organizations, to broaden the
base of their ownership and thereby encourage the widest public ownership of
energy-oriented corporations;
 Formulate such rules and regulations as may be necessary to implement the
objectives of this Act; and
 Exercise such other power as may be necessary or incidental to attain the
objectives of this Act.12

4. Department of the Interior and Local Government (DILG)

The Department of the Interior and Local Government (DILG) promotes peace and
order, ensures public safety, and strengthens the capability of local government units to
effectively deliver basic services to the citizenry. 14
Mandate

The Department of the Interior and Local Government (DILG) is under the Executive
Order no. 444 which directing the department of the interior and local government to
conduct a strategic review on the continuing decentralization and devolution of the
services and functions of the national government to local government units in support
of the rationalization program of functions and agencies of the executive branch. The
department also mandated the Republic Act No. 6975 (December 13, 1990),
reorganized the DLG into the Department of the Interior and Local Government which
promotes peace and order, ensures public safety, and strengthens the capability of local
government units to effectively deliver basic services to the citizenry.

Functions

 Assist the President in the exercise of general supervision over local


governments;
 Advise the President in the promulgation of policies, rules, regulations and other
issuances on the general supervision over local governments and on public order
and safety;
 Establish and prescribe rules, regulations and other issuances implementing
laws on public order and safety, the general supervision over local governments
and the promotion of local autonomy and community empowerment and monitor
compliance thereof;
 Provide assistance towards legislation regarding local governments, law
enforcement and public safety;
Establish and prescribe plans, policies, programs and projects to promote peace
and order, ensure public safety and further strengthen the administrative,
technical and fiscal capabilities of local government offices and personnel;
 Formulate plans, policies and programs which will meet local emergencies
arising from natural and man-made disasters;
Establish a system of coordination and cooperation among the citizenry, local
executives and the Department, to ensure effective and efficient delivery of basic
services to the public;
 Organize, train and equip primarily for the performance of police functions, a
police force that is national in scope and civilian in character.15

5. Department of Social Welfare and Development (DSWD)

The Department of Social Welfare and Development (Filipino: Kagawaran ng


Kagalingan at Pagpapaunlad Panlipunan, abbreviated as DSWD) is the executive
department of the Philippine Government responsible for the protection of the social
welfare of rights of Filipinos and to promote social development.17

Mandate

The Department of Social Welfare and Development is under the Executive Order No.
123 which provides a balanced approach to welfare whereby the needs and interest of
the population are addressed not only at the outbreak of crisis but more importantly at
the stage that would inexorably lead to such crisis.18 The department also mandated the
Republic Act No.4373, which an act to Regulate the Practice of Social Work and the
Operation of Social Work Agencies in the Philippines and for Other Purposes.

Functions

 Formulates policies and plans which provide direction to intermediaries and other
implementers in the development and delivery of social welfare and development
services.
 Develops and enriches existing programs and services for specific groups, such
as children and youth, women, family and communities, solo parents, older
persons and Persons with Disabilities (PWDs);
 Registers licenses and accredits individuals, agencies and organizations
engaged in social welfare and development services, sets standards and
monitors the empowerment and compliance to these standards.
 Provides technical assistance and capability building to intermediaries; and
 Provides social protection of the poor, vulnerable and disadvantaged sector,
DSWD also gives augmentation funds to local government units so these could
deliver SWD services to depressed municipalities and barangays and provide
protective services to individuals, families and communities in crisis situation.

6. Department of Trade and Industry (DTI)

The Philippine Department of Trade and Industry (Filipino: Kagawaran ng Kalakalan at


Industriya, abbreviated as DTI) is the executive department of the Philippine
Government tasked as the main economic catalyst that enables innovative, competitive,
job generating, inclusive business, and empowers consumers. It acts as catalyst for
intensified private sector activity in order to accelerate and sustain economic growth
through comprehensive industrial growth strategy, progressive and socially
responsible trade liberalization and deregulation programs and policymaking designed
for the expansion and diversification of Philippine trade - both domestic and foreign.19

Mandate

Under Executive Order No. 133 which remains effective up to the present time, the DTI
serves as the primary coordinative, promotive, and facilitative arm for trade, industry
and investment activities. It acts as the catalyst for intensified private sector activity to
accelerate and sustain economic growth through a comprehensive industrial growth
strategy; a progressive and socially responsible liberalization and deregulation program
and policies designed for the expansion and diversification of both domestic and foreign
trade.20

and Barangay Micro Business Enterprise (BMBE)
 Accepts and facilitates all registration applications of Micro, Small, and Medium
Enterprises (MSMEs);
 Coordinates with the respective local government units (LGUs) and liaises with
concerned government agencies to process the duly accomplished forms
submitted by the MSMEs;
 Integrates a unified business process system for MSMEs;
 Encourages government institutions that are related to the business application
process to help promulgate information regarding the Negosyo Center.
 Free one-on-one business advisory services to MSMEs tailored according to
their needs that include business development (product development, market
promotion, brand development, financing facilitation, etc.); investment facilitation;
financial management, financing facilitation, guidance and access on government
assistance programs
 Coordinates and facilitates processes of government related to the set-up and
management of MSMEs;
 Builds local support networks and establishes market linkages for MSME
development; and
 Facilitates access to grants and other forms of financial assistance, shared
service facilities (SSF) and equipment, and other support for MSMEs.
 Access to information on market, suppliers, buyers, government assistance
programs, etc.
 Establishes a databank which shall be a source of all information necessary for
project monitoring, research and policy studies, and informal dissemination
campaigns
 Maps out all information and services essential to prospective entrepreneurs and

within its jurisdiction
 Promotes ease of doing business and access to services for MSMEs within its
jurisdiction;
 Supports private sector activities relating to MSMEs development;

7. Department of Health (DOH)

The Philippine Department of Health (abbreviated as DOH; Filipino: Kagawaran ng


Kalusugan) is the executive department of the Philippine government responsible for
ensuring access to basic public health services by all Filipinos through the provision of
quality health care and the regulation of all health services and products. It is the
government's over-all technical authority on health.22

Mandate

Under the Executive Order No. 102, the Department of Health is responsible for and
serves as the lead agency in articulating national objectives for health. To guide the
development of local health systems, programs and services.23

Functions

The Department of Health (DOH) is the principal health agency in the Philippines. It is
responsible for ensuring access to basic public health services to all Filipinos through
the provision of quality health care and regulation of providers of health goods and
services.

Given the mandate, DOH is both a stakeholder in the health sector and a policy and
regulatory body for health. As a major player, DOH is a technical resource, a catalyzer
for health policy and a political sponsor and advocate for health issues in behalf of the
health sector.24

8. Department of Environment and Natural Resources (DENR)

The Department of Environment and Natural Resources (Filipino: Kagawaran ng


Kapaligiran at Likas na Yaman, DENR or KKLY) is the executive department of
the Philippine government responsible for governing and supervising the exploration,
development, utilization, and conservation of the country's natural resources.

Mandate

Executive Order No. 192 mandates the DENR to be the government agency primarily
responsible for the country's environment and natural resources.25

Functions

 Advise the President on the enactment of laws relative to the development,


use, regulation and conservation of the country's natural resources and the
control of pollution;
 Formulate, implement and supervise the government's policies, plans and
programs pertaining to the management, conservation, development, use and
replenishment of the country's natural resources.
 Promulgate rules and regulations in accordance with law governing the
exploration, development, conservation, extraction, disposition, use and such
other commercial activities tending to cause the depletion and degradation of
our natural resources;
 Exercise supervision and control over forest lands, alienable and disposable
lands, and mineral resources and impose appropriate payments, fees,
charges, rentals and any such form of levy and collect such revenues for the
exploration, development, utilization or gathering of such resources;
 Undertake exploration, assessment, classification and inventory of the
country's natural resources using ground surveys, remote sensing and
complementary technologies;
 Promote proper and mutual consultation with the private sector involving
natural resources development, use and conservation;
 Undertake geological surveys of the whole country including its territorial
waters;
 Establish policies and implement programs preservation of cultural and
natural heritage through wildlife conservation and segregation of national
parks and other protected areas.26

9. Department of Justice (DOJ)

The Philippine Department of Justice (Filipino: Kagawaran ng Katarungan, abbreviated


as DOJ) is under the executive department of the Philippine government responsible for
upholding the rule of law in the Philippines. It is the government's principal law agency,
serving as its legal counsel and prosecution arm.27

Mandate

The Department of Justice derives its mandate primarily from the Administrative Code
of 1987 Executive Order No. 292. It carries out this mandate through the Department
Proper and the Department's attached agencies under the direct control and supervision
of the Secretary of Justice.28

Functions

 The DOJ investigates the commission of crimes and prosecutes offenders


through the National Bureau of Investigation (NBI) and the National Prosecution
Service (NPS)
 Through the Office of the Solicitor General (OSG) and the Office of the
Government Corporate Counsel (OGCC), acts as the legal representative of the
Government of the Philippines, its agencies and instrumentalities including
government owned and controlled corporations and their subsidiaries, officials
and agents in any proceeding, investigation or matter requiring the services of a
lawyer.
 Provides immigration and naturalization regulatory services and implements the
laws governing citizenship and the admission and stay of aliens through
the Bureau of Immigration (BI).
 The central authority of the Republic of the Philippines relative to extradition and
mutual legal assistance treaties (MLAT) on criminal matters and is involved in
several aspects of international cooperation such as the drafting and
implementation of legislation and agreements as well as the negotiation of
extradition and MLAT.
 Provides free legal assistance/representation to indigents and poor litigants as
well as other qualified persons in criminal, civil, and labor cases, administrative
and other quasi-judicial proceedings and non-commercial disputes through
the Public Attorney's Office (PAO).
 With regard to conciliation and mediation, the Alternative Dispute Resolution Act
of 2004 (RA 9285) created the Office for Alternative Dispute Resolution
(OADR), which is an agency attached to the DOJ and which is tasked to
promote, develop and expand the use of alternative dispute resolution in civil and
commercial disputes.
 The Department is significantly involved in the implementation of the following

10. Department of Public Works and Highways (DPWH)

The Department of Public Works and Highways (Filipino: Kagawaran ng Pagawaing


Pampubliko at mga Lansangan), abbreviated as DPWH, is the executive department of
the Philippine government solely vested with the Mandate to “be the State's engineering
and construction arm” and, as such, it is “tasked to carry out the policy” of the State to
“maintain an engineering and construction arm and continuously develop its technology,
for the purposes of ensuring the safety of all infrastructure facilities and securing for all
public works and highways the highest efficiency and the most appropriate quality in
construction” and shall be responsible for “(t)he planning, design, construction and
maintenance of infrastructure facilities, especially national highways, flood control and
water resources development systems, and other public works in accordance with
national development objectives,” provided that, the exercise of which “shall be
decentralized to the fullest extent feasible.”31

Mandate

Under the Executive Order No. 124, the Department was reorganized, organizationally
and functionally, the MPWH into Department of Public Works and Highways (DPWH) to
promote economy, efficiency and effective in the delivery of public services. 32

Functions

The Department of Public Works and Highways functions as the engineering and
construction arm of the Government tasked to continuously develop its technology for
the purpose of ensuring the safety of all infrastructure facilities and securing for all
public works and highways the highest efficiency and quality in construction. DPWH is
currently responsible for the planning, design, construction and maintenance of
infrastructure, especially the national highways, flood control and water resources
development system, and other public works in accordance with national development
objectives.33

11. Department of Budget and Management (DBM)

The Department of Budget and Management of the Republic of the Philippines (DBM)
(Filipino: Kagawaran ng Pagbabadyet at Pamamahala) is an executive body under the
Office of the President of the Philippines. It is responsible for the sound and efficient use
of government resources for national development and also as an instrument for the
meeting of national socio-economic and political development goals.35

Mandate

The Department of Budget and Management, created under Executive Order No. 21
dated April 25, 1936, is mandated under this Order and by subsequent issuances to
promote the sound, efficient and effective management and utilization of government
resources (i.e., technological, manpower, physical and financial) as instrument in the
achievement of national socioeconomic and political development goals.36

Functions

 Formulates the overall resource application strategy to match the government’s


macro-economic policy;
 Prepares the medium-term expenditure plan, indicating the programming,
prioritization, and financing of capital investment and current operating
expenditure requirements of medium-term sectoral development plans;
 Undertakes the formulation of the annual national budget in a way that ensures
the appropriate prioritization and allocation of funds to support the annual
program of government;
 Develops and administers a national accounting system essential to fiscal
management and control;
 Conducts a continuing study of the bureaucracy and assesses as well as makes
policy recommendation on its role, size, composition, structure and functions to
establish a government bureaucracy imbued with a spirit of public service;
 Establishes the rules and procedures for the management of government
organization resources i.e., physical, manpower and other resources, formulates
standards of organizational program performance; and undertakes or provides
services in work simplification or streamlining of systems and procedures to
improve efficiency and effectiveness in government operations;
 Conceptualizes and administers the government’s compensation and position
classification plan; and
 Monitors and assesses the physical as well as the financial operations of local
government units and government-owned and/or – controlled corporations.37

12. Department of Labor and Employment (DOLE)

The Philippines' Department of Labor and Employment (Filipino: Kagawaran ng


Paggawa at Empleyo, commonly abbreviated as DOLE) is the executive department of
the Philippine Government mandated to formulate policies, implement programs and
services, and serve as the policy-coordinating arm of the Executive Branch in the field
of labor and employment. It is tasked with the enforcement of the provisions of
the Labor Code.39

Mandate

The Department of Labor and Employment is under the Executive Order No. 565-a
which amending executive order no. 565, series of 2006, by defining the administrative
relationship between the department of labor and employment and the professional
regulation commission (PRC) and delegating the presidential power of control over the
prc to the secretary of labor and employment40 and Labor Code stands as the law
governing employment practices and labor relations in the Philippines.41
Functions

 Enforce social and labor legislation to protect the working class and regulate
the relations between the worker and his employers;
 Formulate and recommend policies, plans and programs for manpower
development, training, allocation, and utilization;
 Recommend legislation to enhance the material, social and intellectual
improvement of the nation's labor force;
 Protect and promote the interest of every citizen desiring to work locally or
overseas by securing for him the most equitable terms and conditions of
employment, and by providing social and welfare services;
 Regulate the employment of aliens, including the enforcement of a
registration or work permit system for such aliens, as provided for by law;
 Formulate general guidelines concerning wage income policy;
 Recommend necessary adjustments in wage structures with the view to
developing a wage system that is consistent with national economic and
social development plans;
 Provide for safe, decent, humane and improved working conditions and
environment for all workers, particularly women and young workers;
 Maintain a harmonious, equitable and stable labor relations system that is

 Uphold the right of workers and employers to organize and promote free
collective bargaining as the foundation of the labor relations system;

13. Department of Agriculture (DA)

The Philippine Department of Agriculture (abbreviated as DA; Filipino: Kagawaran ng


Pagsasaka), is the executive department of the Philippine government responsible for
the promotion of agricultural and fisheries development and growth.43

Mandate

Under the Presidential Decree No. 461 which was reorganized the Department of
Agriculture and Natural Resources(DANR) into a Department of Agriculture (DA) and a
Department of Natural Resources (DNR) and provided for the functional and structural
configuration of the two departments. Eventually the Republic Act No. 8435 which also
known as "The Agriculture and Fisheries Modernization Act of 1997", mandated the
Department of Agriculture in keeping with the presidential form of government to
formulate and implement a medium and long-term comprehensive Agriculture and
Fisheries Modernization Plan.44

Functions

The Department of Agriculture is the principal agency of the Philippine government


responsible for the promotion of agricultural development growth. In pursuit of this, it
provides the policy framework, helps direct public investments, and in partnership with
local government units (LGUs) provides the support services necessary to make
agriculture and agri-based enterprises profitable and to help spread the benefits of
development to the poor, particularly those in rural areas.45

14. Department of Finance (DOF)

The Philippines' Department of Finance (DOF) (Filipino: Kagawaran ng Pananalapi) is

resources of the government, supervision of the revenue operations of all local
government units, the review, approval and management of all public sector debt, and
the rationalization, privatization and public accountability of corporations and assets

Under Executive Orders 127, 127-A and 292, the Department of Finance is responsible
for formulation, institutionalization and administration of fiscal policies in coordination
with other concerned subdivisions, agencies and instrumentalities of the government. 48

15. Department of Agrarian Reform (DAR)

The Philippines' Department of Agrarian Reform (Filipino: Kagawaran ng Repormang


Pansakahan, abbreviated as DAR or KRP) is the executive department of the Philippine
Government responsible for the redistribution of agrarian land in the Philippines.51

Mandate

Under the Executive Order 129-A which provided for the organizational structure of
DAR and the respective functions of each office, it created an Agrarian Reform
Adjudication Board under the Office of the Secretary. The Department also mandated
by the Republic Act No. 6389 which an Act Amending RA 3844,otherwise known as the
Agricultural Land Reform Code, created a Department of Agrarian Reform (DAR) with
the authority and responsibility to implement the policies of the State on agrarian
reform.52

Functions

To lead in the implementation of agrarian reform & sustainable development in the


country through land tenure improvement and the provision of integrated development
services to landless farmers, farmworkers and small-landowners-cultivators & the
delivery of agrarian justice as key to long lasting peace and development of the

16. Department of National Defense (DND)

The Department of National Defense (DND; Filipino: Kagawaran ng Tanggulang


Pambansa, KTP) is the executive department of the Philippine government responsible
for guarding against external and internal threats to peace and security in the country.
The Department of National Defense exercises executive supervision over the Armed
Forces of the Philippines (AFP), the Office of Civil Defense (OCD), the Philippine
Veterans Affairs Office (PVAO), the National Defense College of the
Philippines (NDCP), and the Government Arsenal (GA). It is also responsible for
disaster preparation and management in the country.55

Mandate

Executive Order 112 series of 1999, the Department is responsible to guard against
external and internal threats to national peace and security, promote the welfare of
soldiers, veterans and their families in order to attain national security, uphold
sovereignty and territorial integrity, support socio-economic development and political
stability.56

Functions

 It is tasked with the responsibility of providing the necessary protection of the


State against external and internal threats; directing, planning and supervising
the National Defense Program; maintaining law and order throughout the
country; and performing other functions as may be provided for by law.
 It exercises executive supervision over the Armed Forces of the Philippines
(AFP), the Government Arsenal (GA), the Office of Civil Defense (OCD), the
Philippine Veterans Affairs Office (PVAO), and the National Defense College of
the Philippines (NDCP).
 It is charged with the duty of supervising the National Defense Program of the
country. It also has responsibility for overseeing field operations to ensure the
judicious and effective implementation of National Defense and Security
Programs.

18. Department of Information and Communications Technology (DICT)

The Department of Information and Communications Technology (abbreviated


as DICT; Filipino: Kagawaran ng Teknolohiyang Pang-Impormasyon at Komunikasyon)
is the executive department of the Philippine governmentresponsible for the planning,
development and promotion of the country's information and communications
technology(ICT) agenda in support of national development.61

Mandate

The Department is under the Executive Order No. 269 which creating the Commission
on Information and Communications Technology62 and mandated by the Republic Act
No. 10844 which an act creating the DICT to ecognize the vital role of information and
communication in nation-building.63

Functions

 Formulate, recommend and implement national policies, plans, programs and


guidelines that will promote the development and use of ICT with due
consideration to the advantages of convergence and emerging technologies;
 Formulate policies and initiatives, in coordination with the Department of
Education (DepED), the Commission on Higher Education (CHED), and the
Technical Education and Skills Development Authority (TESDA), to develop and
promote ICT in education consistent with the national goals and objectives, and
responsive to the human resource needs of the ICT and ICT-enabled services
(ICT-ES) sectors;

resources and networks for the identification and prioritization of all E-
Government systems and applications as provided for the E-Government

19. Department of Tourism (DOT)

The Department of Tourism (Filipino: Kagawaran ng Turismo, DOT) is the executive


department of the Philippine government responsible for the regulation of the Philippine
tourism industry and the promotion of the Philippines as a tourist destination.65

Mandate

The Department is under the Executive Order No. 680 whereas, Executive Order (EO)
No. 46 granted authority to the Ministry of Tourism (now Department of Tourism or
DOT) through the Philippine Tourism Authority (PTA) to establish and operate a duty
and tax free merchandising system in the Philippines, and mandated in Section 3
thereof that all net profits from merchandising operations conducted pursuant thereto
shall accrue to the Ministry of Tourism (now DOT), which shall allocate the same in
accordance with existing policies and regulations.66

Functions

 The Tourism Promotion Sector has the primary function of promoting the
Philippines as a tourist destination domestically and internationally. It devises
integrated marketing and promotional activities such as information
dissemination, public relations, special events, and related tourism programs. It
likewise supervises the overseas field offices established to implement and
enhance the tourism development and promotion program of the Department in
the international field.
 The Tourism Services and Regional Offices Sector is tasked to ensure the
pleasant entry, stay, and exit of tourists. It formulates standards of quantity and
efficiency for tourism-oriented establishments, among others, done through an
accreditation system. Tourist establishments' compliance to policies are
monitored to make sure that their facilities and services are operated and
maintained according to acceptable international norms. The Sector also
supervises DOT's regional operations established to implement the policies,
plans, programs, and regulations of the Department and to maintain the delivery
of efficient and effective frontline services for the tourism industry.
 The Tourism Planning, Product Development and Coordination Sector is
responsible for the formulation and updating of the Tourism Master Plan,
together with its component programs. The Sector monitors the effective
implementation of the Tourism Master Plan and, in coordination with the private
sector and other government institutions , develops and conceptualizes new
products and investment opportunities designed to enhance tourist sites and
facilities.
 The Internal Services Sector ensures the smooth and legal functioning of the
operations of the Department through the provision of effective and efficient
advice and services in the areas of personnel management, human resources
development, general services administration, computerization and information
technology services, budgetary, financial and management services, and
including investigatory and advisory services.67
