“Prevention not Condemnation: A Treatment Hub and Research

Facilities Specializing and Focusing the Social Hygienic Welfare of
Santa Rosa, Laguna”

PROJECT OVERVIEW

For the overview of this project, Treatment Hub will involve a complete re-

imagining of the existing Laguna site to create a vibrant community of collaborating

organizations, educational facilities and leisure amenities. The plan is to entirely remodel

the existing site to create a green campus of research and enterprise buildings and treatment

hub facilities. The site will be designed as a living community with a training center and

leisure spaces. It will be an intensely interactive research village, an enjoyable place to

work, and an attractive healing environment.

PROJECT GOALS AND OBJECTIVES

Aside from it will be a global centre for STD/HIV/AIDS innovation providing state

of the art facilities and delivering real benefits for patients and an ambition to create the

world’s leading lifescience and healthcare district specialising in HIV research and

treatment as the researchers stated at the first chapter, this project also aims to provide an

accessible treatment hub for all the patients within the region and from the nearest cities,

at the same time to create a sustainable and efficient design within a community at which

will facilitate effectively the care treatment of People living with HIV (PWLHIV) and

ofcourse the most important that this project aim is to provide a non-discriminatory

community for all the HIV Patient out there.

PROJECT PROPONENTS

For the approval of stakeholders involvement, Government was the major

proponents for this project proposal, specifically the Local Government of Santa Rosa,

Laguna wherein they establish the City Ordinance No. 2025-2014 an ordinance creating

the Santa Rosa multi sectoral STI, HIV and AIDS council and its technical working group,

for the prevention and control of Sexually-Transmitted Infections (STI), Human

Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS),

defining its functions, providing response, appropriating funds and other related purposes.

WHEREAS, Millennium Development Goal Number 6 targets to half the

cases of Acquired Immune Deficiency Syndrome by 2015 and further reverse the spread

post-2015 as approved by 189 countries including the · Philippine in September 2000.

WHEREAS, section 15 of article II of the 1987 Philippine Constitution provides that the

"State shall protect and promote the right to health of the people and instil health

consciousness among them".

WHEREAS, all efforts of public services should be directed towards the protection and

promotion of health, it being of paramount importance;

WHEREAS, REPUBLIC Act 8504 promulgates policies and measures for the prevention

and control of HIV/AIDS I the Philippines, instituting nationwide information and

educational program establishing a comprehensive monitoring system, strengthening the

Philippine National AIDS Council and for other purposes;

WHEREAS, Philippine National AIDS Council (PNAC) was created to be the central

advisory, planning and policy-making body for the comprehensive and integrated

HIV/AIDS prevention and control program in the Philippines;

WHEREAS, the Aquino Health Agenda (Kalusugang Pangkalahatan)aims to achieve

universal health care for all Filipinos and ensure equitable access to qualify health care; Be

it ordained by the Sangguniang Panlungsod of the City of Santa Rosa, that ;

This is the Financial Management Service of the Department of Health of the

Philippines. In the case of the City Ordinance of Santa Rosa Laguna, “ORDINANCE 2025-

2014 AN ORDINANCE CREATING THE SANTA ROSA MULTI-SECTORIAL

STI,HIV AND AIDS COUNCIL AND ITS TECHNICAL WORKING GROUP, FOR

THE PREVENTION AND CONTROL OF SEXUALLY-TRANSMITTED

INFECTIONS(STI), HUMAN IMMUNODEFICIENCY VIRUS (HIV) AND

ACQUIRED IMMUNE DEFICIENCY SYNDROME (AIDS), DEFINING IT’S

FUNCTIONS, PROVIDING RESPONSE, APPROPRIATING FUNDS AND OTHER

RELATED PURPOSES.” This ordiance is the certification that the funding source of the

project was supported by the local government and assistance of the Department of Health

of the Phillipines.
