A good transportation system is essential to the functioning of

every modern country. Although Malta is relatively small it still
needs a good transportation system to ferry people and
material between different points in a relatively short time
frame.
Transport systems are deemed good if they ferry people and
material in the shortest possible timeframe, do not cause
adverse environmental impacts and are cost effective

The Planning Authority has for some time been studying travel
patterns of its staff with a view to implement its own green

transport plan. This initiative should contribute to the various
initiatives that are being taken in Malta. These initiatives are also

meant to encourage other public and private entities who have not
yet adopted such measures.
Malta is a small archipelago with a very high per capita car
ownership rate. Travel patterns coupled with the existing transport

network and number of cars tends to slow traffic considerably. Every
car takes a considerable amount of road real estate when travelling
at speed. Moreover, slow moving traffic is inefficient, more
polluting, wastes precious time and causes anxiety in drivers.

transport system.
The overall goal is therefore to reduce the number of cars travelling
on the same stretch of road at the same time and to reduce the
need for parking.
There is no one measure that can feasibly and realistically do this
but a number of co‐ordinated and collective measures can go a long

way to achieve this fundamental aim.

The PA is adopting 10 specific GT Initiatives and 1 General Initiative (flexitime)
that will help with reducing traffic volumes at peak time. Additional initiatives
may be considered in future.

Motorcycles are rather efficient forms of transport and take much less

The intra‐harbour crossings are a great way to beat the traffic and are an

This can work by either a group of drivers sharing their car in a
prearranged fashion or ferrying to work colleagues who happen to live
along the relevant commuting route and start and finish work at the same
time as the driver.
Car sharing has the benefit or reducing cars on the roads, potentially by at
least a factor of 2 in the case of 1 passenger who can drive a car.

Starting work earlier or later than these peaks helps to reduce traffic loads
thus enhancing prospects for better traffic flow.

The positive inducements are intended to encourage where possible
modal shifts to achieve this.
