Palace formally names BTA members

Malaca�ang released Wednesday the appointment papers of the 76 members of the

Bangsamoro Transition Authority (BTA), five days after President Duterte
administered their oath in Malaca�ang.

The appointment papers were signed by Duterte on February 22.

It was earlier revealed that Moro Islamic Liberation Front (MILF) Chairman Ahod
Balawag Ebrahim, known as Murad Ebrahim, as Interim Chief Minister of the BTA.
The list of 76 are mostly nominees of the MILF. They are:

President Duterte is yet to name four more members of the BTA which is earlier said
to be composed of representatives from the Moro and non-Moro groups, indigenous
peoples, women, youth, settler communities, and traditional leaders.

The Bangsamoro Organic Law states that the MILF will lead the BTA, or will have
majority of its seats. Other BTA members were nominees of one of the factions of
the Moro National Liberation Front (MNLF). The rest were chosen by the Philippine
government.

The BTA is the body that will serve as the Bangsamoro Autonomous Region in Muslim
Mindanao�s (BARMM�s) government from 2019 to the 2022 elections.

Among the Bangsamoro transition leaders are Abdullah Macapaar, also known as
�Commander Bravo,� a MILF commander who led the attacks in Lanao del Norte and
North Cotabato in 2008 after a botched ancestral domain pact.

The President has welcomed the inclusion of Commander Bravo in the transition
government in the Bangsamoro region.

�Well, he is a revolutionary. We are talking here of ending a revolution. So you

should talk to a revolutionary or a warrior of that war,� Duterte told Malaca�ang
reporters after the ceremony last week.

Earlier, Duterte asked the BTA to help promote the rule of law and good governance
in the new autonomous region.

�As you lead this new region towards a brighter tomorrow, I ask you never to waver
in your commitment to build an institution that is founded on the rule of law, the
promotion of good governance, and the defense of our most cherished democratic
values,� he said.

�Always work for the best interest and welfare, not only of the Bangsamoro people,
but every Filipino who live in that region. I trust that you will oversee the
transition period to the best of your abilities, especially in the decommissioning
of firearms and former combatants,� he added.
