Dear School Head:

The Private Education Assistance Committee (PEAC) is pleased to announce the conduct of the
2019 Regional Orientation on the Guidelines of the JHS Educational Service Contracting (ESC),
Teachers’ Salary Subsidy (TSS), and SHS Voucher Programs in April-June, 2019.

The PEAC has been co-implementing the GASTPE Programs, which include the JHS Education
Service Contracting (ESC), Teachers’ Salary Subsidy (TSS), and the SHS Voucher Program, with the
Department of Education (DepEd). One of the responsibilities of PEAC is to conduct orientation
conferences on the program guidelines for the participating private schools.

As the institutional owner of these programs, DepEd issues the program guidelines and all
participating schools are expected to comply with the guidelines. One of the requirements for
program participants is the attendance in the regional orientation. Furthermore, attendance in
the orientation has been made a pre-requisite to the creation of billing statements through
the ESC IMS and SHS VMS.

Please find below the details of the 2019 GASTPE Regional Orientation.

Schedule. Participating schools should attend the schedule assigned to their region as indicated
in the attached schedule.

Program. The orientation will cover the JHS ESC and TSS Programs in the morning and the SHS
Voucher Program in the afternoon. There is also a whole-day session for ESC schools on the ESC
and TSS guidelines and the revised Certification Assessment Instrument (CAI). Attached is the
program for your reference.

Target Participants. Each participating school is given two slots per session. The expected
attendees are detailed in the table below. Moreover, the school point persons using the systems
are advised to bring his or her own device for the walk-through of the ESC IMS and/or SHS VMS.

Each school campus or delivery mode is required to send their respective representatives
to the orientation. During online registration, the participants will be asked to provide the name
of the school that they represent and the ESC ID and/or DepEd ID of their respective schools.

Registration Fee and Online Registration. Participating schools should register online at
peac.org.ph. Online registration opens on February 18, 2019. There is a registration fee to
cover the meals of the participants, as indicated in the table below.

On-site registration and/or payment are strongly discouraged. Participants are considered “walk-
in” if they did not register online and/or have not paid the registration fee. The organizers reserve
the right to decline walk-in participants in view of the capacity of the venue and other logistical
requirements of the orientation.
