CHAPTER 1

PROBLEM AND ITS BACKGROUND

INTRODUCTION

CCTV Cameras or Closed-Circuit Television Cameras are TV

system in which signals are not publicly distributed but monitored primarily for

surveillance and security purposes. They are often connected to a recording

device and/ or watched by a security personnel / law enforcement officer. This

surveillance system relies on the strategic placement of cameras and

observation of the camera’s input on monitors. These cameras may be placed

indoor and outdoor; include features like pan, tilt and zoom and are used with

recording systems.

The first reported use of surveillance cameras was for military purposes.

Engineer Walter Bruch installed a closed-circuit television system for Siemens in

1942 at the Test Stand VII rocket launch site in Peenemunde, Germany to

safely monitor any cause of malfunction or problems from the rocket launches.

Moreover, CCTV is not a new technology, but the way it is integrated and used

has evolved dramatically in recent years. Undoubtedly fueled by the possibilities

of online integration, CCTV has become a much more powerful tool that can be

shared with any approved viewer at any secure location. Surveillance that was

once the stuff of spy thrillers, is now highly realistic, even on a more modest

budget. Traditional CCTV systems relied upon a security operator continuously

watching the feed and alerting the security team to deal with any issues. With

delays in action and the human inability to process footage on a truly continuous

basis, this had some serious limitations. Modern security systems have

superseded these issues by introducing highly developed automated

intelligence. Systems which actually analyze real CCTV feeds and can detect

potential problems, automatically alerting the security team, have revolutionized

the effectiveness of these surveillance systems. CCTV is no longer a passive

part of the security mix, it is now a key tool in the fight against crime.

Safe Site Security Solutions also stated that since the 1980s, when use

of CCTV surveillance in private and public use started to increase, there have

been several studies on its overall effectiveness, particularly against crime.

Whilst initially studies were inconclusive on the topic of CCTV being effective as

a deterrent, in recent years crime-specific studies, such as the College of

Policing’s Effects of CCTV on Crime (2013 What Works? study) identified that

CCTV can make a notable impact on local and national crime rates, apart from

incidences of violent crime. Where CCTV can offer an effective level of deterrent

seems to be against those planned out crimes, such as trespass and burglary

(via breaking and entering), car theft, car crime and other anti-social behavior.

Indeed, CCTV has shown a growing effectiveness in deterring against vehicle

crime, with vehicle crime particularly (including theft of and from vehicles)

decreasing approximately 51% in those car parks deploying CCTV. The 2008

Effects of Closed-Circuit Television Surveillance on Crime study noted that

CCTV was effective for car crime.

In this research, the researchers aim to analyze barangay officials’

monitored CCTV cameras on Barangay Sampaguita’s Security and how it

hinders crime in the said barangay.

STATEMENT OF THE PROBLEM

This study aims to find the Impact of Barangay Officers Monitored CCTV

cameras on Crime Prevention and Security.

Specifically, it seeks to find the following questions:

1.) What are the specific security threats and concerns of the Barangay

Sampaguita attempting to address by using CCTV cameras?

2.) How will it address those threats and concerns and how will Barangay

Sampaguita use it on a daily basis?

3.) How will / did Barangay Sampaguita’s residents accept this new system?

4.) How does Barangay Sampaguita’s officials interpret data produced by the

system?

5.) Is there a significant difference between Barangay Officials personally

observing the barangay and just having CCTV cameras?

SCOPE AND LIMITATION

This action research under the Inquiry, Investigation, and Immersion or III

subject covers Brgy. Sampaguita, Lipa City during the Academic Year 2018-

2019 that focuses on Barangay Officials Monitoring CCTV Cameras on Crime

Prevention and Safety.

The researchers will observe and examine the CCTV system in operation

and will conduct field surveys or interviews from the personnel of barangay

Sampaguita who have expertise knowledge of the operation of the CCTV

system together with some of the residents of the said barangay. There would

be a total of 384 respondents who will answer the questions prepared by the

researcher.

This study is limited to the Analysis of Barangay Officials Monitoring

CCTV Cameras on Crime Prevention and Security A.Y. 2018-2019.

Since the study will be conducted in the academic year 2018-2019, the

study must be done within the said year, specifically by the month of November

and ends by the month of March to boost the researcher’s ability to think critically,

analyze properly and gather data quickly which will precisely help them work in

time.

SIGNIFICANCE OF THE STUDY

The findings of the study will pertain to the analysis of barangay officials

monitoring CCTV cameras on Barangay Sampaguita’s crime prevention and

security.

The result of this study will benefit to the following:

To the community members of Barangay Sampaguita, this study will help

them to gain knowledge about how CCTV cameras can help in preventing and

reducing crime in their barangay.

To Barangay Staffs and Officials of Barangay Sampaguita, this study will

help them to ease their monitoring services and they would be aware whenever

crimes and other inconveniences occur.

To the future researchers, this study will help them to have background of

information about technological advancement of Barangay Sampaguita. This

study determines the importance of having CCTV in a community that leads to

deterrence of crimes.

organization such as barangay officials

 DETTERENT - thing that discourages or is intended to discourage
