1. 5 operative principles of decentralization:


a. There shall be an effective allocation among the different local government units of
their respective powers, functions, responsibilities, and resources.

In Local Government Units, the powers, functions, responsibilities and resources are
equally shared to them. The law provides also the scopes and limitations with regards to
their roles and responsibilities. Province, City, Municipality and Barangay shall utilize their
resources up to their extent.

b. There shall be established in every local government unit an accountable, efficient,


and dynamic organizational structure and operating mechanism that will meet the
priority needs and service requirements of its communities.

Local Government Units should have structured committees that have common objective
which will cater the needs of the community. For example, they shall have committee for
sports which will help the athletes boost their confidence or will conduct leagues of sports
for athletes can play. It can’t be catered by the topmost position of the LGU thus they
need committees who can help them realize the priority needs and service requirements
of the community.

c. Provinces with respect to component cities and municipalities, and cities and
municipalities with respect to component barangays, shall ensure that the acts of their
component units are within the scope of their prescribed powers and functions.

Provinces check and review the reports of its cities and municipalities. They shall look
what is their current situation so that when the city or municipality is facing some
problem, they can extend help easily. Same with the cities or municipalities to their
barangays. They form part to the local government thus they need to work hand in hand
and be sensitive with the needs of each other.

d. Local government units may group themselves, consolidate or coordinate their efforts,
services, and resources commonly beneficial to them.

Local government units were grouped according to their geographic area. Nearby
Provinces were grouped into one region. Through this they can easily be identified and
the provinces can easily coordinate when they have problems with regards to their
resources. Most national government offices provide services through their regional
branches instead of having direct provincial offices. These regional offices are usually
(but not always) in the city designated as the regional center. These regions
are administrative divisions that serve primarily to organize the provinces of the
country for administrative convenience.
e. The capabilities of local government units, especially the municipalities and
barangays, shall be enhanced by providing them with opportunities to participate
actively in the implementation of national programs and projects.

National government have their national programs and should be participated actively by
the local government. And the local government will help the national government
monitor their national programs.

2. NGOs have not participated at all in the planning process, although a number of NGOs have been
involved in the implementation of programs, projects and activities (PPAs), ordinary citizens do
not feel there is an LGU-NGO partnership. Although the smaller LGU provided money to a number
of NGOs, this did not ensure their participation, which shows that the NGOs were not accountable
for the money they were given. Both the LGUs and the NGOs engage in patronage and influence
peddling in providing services.

In the delivery of goods and services, the NGO or people’s organization do not take part in the
process. The inspectorate team which comprises with the property custodian, supply officer and
implementing unit takes charge upon the delivery of goods and services. The
supplier/manufacturer/distributor must deliver the goods or perform the services procured
within the period prescribed by the Procuring Entity, as specified in the Contract. If delays are
likely to be incurred, the supplier/manufacturer/distributor must notify the Procuring Entity in
writing. It must state therein the cause/s and duration of the expected delay. The Procuring Entity
may grant time extensions, at its discretion, if based on meritorious grounds, with or without
liquidated damages. In all cases, the request for extension should be submitted before the lapse
of the original delivery date. The maximum allowable extension shall not be longer than the initial
delivery period as stated in the original contract.
