The Leadership Standards

The Leadership Standards are arranged under the following key areas.

• Creating strategic direction

• Leading learning and teaching.
• Developing and working with other
• Managing the school.
• Securing accountability.
• Strengthening the community focus.

Each key area is prefixed with a descriptor which captures the focus of the standards in the key area.

Application of the standards

Headteachers are required to meet the Leadership Standards in full. They may use the Individual
Leadership Review matrix to support them in their ongoing leadership development.

Other practitioners (teachers and support staff) will meet the standards to varying extents depending on
the requirements of their job role and their professional aspirations and are able to use the standards to
inform their leadership development. The individual leadership review matrix assists them in identifying the
extent to which their practice already meets the standards and to enable them to prioritise leadership
development activities.

Using the individual leadership review

• Practitioners are able to choose how best to use the matrix to suit their particular needs and circumstance

• The matrix allows practitioners to consider the required standards and associated core attributes for
each key area. By reviewing their practice against the statements they can indicate where they feel they
can already demonstrate evidence, indicate the strength of that evidence and provide examples of the
nature of evidence available. The matrix also allows practitioners to plan appropriate professional
development activities to strengthen their evidence.

• The individual review activity can support performance management reviews and assist practitioners
who are required to provide specific evidence for assessment purposes, such as NPQH.

To start filling out the matrix, return to the menu and select one of the key areas.

Troubleshooting

Error messages occur when trying to use the tool relating to macros/VBA

Some users experience issues with the tool as they need to enable macros. Here are some instructions
on enabling macros.

Using Excel 2003

1. Select ‘Tools’ from the top menu, then select ‘Macro’, then ‘Security…‘. In the box that appears
there will be four options.
2. If your 'Security' level is set to ‘Very High’ or ‘High’, please change it to ‘Medium’.
3. Save the document and close it without shutting Excel down.
4. Open the document again, it should ask if you want to enable macros, select yes.
5. Try entering some evidence in one of the text boxes. A larger text box should appear as soon as
you type anything. This means macros are working.
Using Excel 2007/2010
1. Open Excel and click the 'Office' button in the upper-left corner of the screen. At the bottom of this
menu, click the 'Excel Options' button.
2. Click the 'Trust Centre' button on the left. Then, at the bottom right, select 'Trust Centre Settings...'.
3. In the new window that appears, choose 'Macro Settings' from the sidebar and select 'Disable all
macros with notification' from the list of options that appear. This option keeps macros disabled but notifies
users when macros attempt to run, allowing users to decide on a case-by-case basis which macros to
enable.
4. For the new settings to take effect, it will be necessary to close Excel and reopen it. A security
dialog box should appear beneath the 'Office' ribbon the next time you attempt to run a spreadsheet that
contains macros.
5. When the notification appears, click the 'Options' button.
6. Choose 'Enable this content' from the options that appear to allow macros to run within the current
spreadsheet.
7. Click OK to close the window.
8. Instructions may vary depending on what Excel version you are using.

Be aware that if macros cannot be enabled you may need to contact the relevant IT professional in the
school.

Trying to print evidence but it is obscured because the text box doesn't extend with the text

Rather than use the standard print button in Excel, there is a print button near the top of the screen on
each standard which should allow you to print the evidence out without cropping. Please use this instead.

I want to unlock the sheet to edit x/y/z

We would advise against this, since inserting rows/columns and moving text around can adversley impact
on the macros and cause problems with the tool. If you still want to, there is a standard option in Excel to
lock/unlock a sheet; we haven't password protected it.

How do I see the tabs/row numbers/column headers?

We've hidden these to avoid users accidentally breaking certain parts of the tool which can be caused by
adding columns/rows where macros are using specific cell references. We advise using the menu
navigation and the navigation at the top of each sheet. If you do want to see the tab/row numbers/column
headers this can easily be enabled in the options.

Anything else…

After reviewing the troubleshooting guidance above, if you've spotted something wrong with the tool that
hasn't been covered, or want to suggest an improvement, please contact
dfes.webrequests@wales.gsi.gov.uk

Securing effective learning and teaching is at the heart of the school’s purpose. Leaders working with the staff and
governors, create the conditions and structures to support effective learning and teaching for all. Leaders have a
direct responsibility for the quality of learning and teaching and for pupils’ achievement. This implies setting high
expectations and monitoring and evaluating the effectiveness of learning outcomes. The climate and learning
culture created in the school should enable pupils to become effective, enthusiastic, independent learners,
