1. *Mr. Mohammad Mohsin Ali Qureshi:

Will the Minister for Water and Power be pleased to state:

(a) the total number of pilferage cases of electricity registered against


domestic and industrial consumers during the last one year; and

(b) the action taken against the pilferers?

Minister for Water and Power (Raja Pervaiz Ashraf): (a) The total
pilferage cases of electricity; registered against domestic and industrial consumers
during last year (2006-07) is Domestic = 26404 & Industrial = 125.

(b) “ FIRs registered and detection bills have been charged.


“ Shifting of meters outsides.
“ Combing of feeders.
“ Daily reading of Seasonal industrial connections.
“ Periodic checking of big industrial consumers by M&T.
“ Night raids on doubt full cases.
“ Prompt billing of new connections.

2. *Mrs. Shakeela Khanam Rashid:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether there is any proposal for construction of office building


for offices of the Chairmen Standing Committees, National
Assembly;

(b) if so, the total cost of the project; and

(c) the location and total land acquired for the said project?

Minister Incharge of the Cabinet Division: (a) Yes.

(b) The estimated cost of the project is Rs.1440 million.

(c) A site measuring 315' x 280' (2.2 acres) has been earmarked for
construction of permanent offices for the Chairmen Standing Committees on the
South of Parliament Lodges in Sector G-5/2, Islamabad.

3. *Mrs. Shakeela Khanam Rashid:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that the contract for “Raising of Mangla


Dam” project has been awarded;

(b) if so, the procedure adopted for award of the said contract;

(c) the names and addresses of those contractors and sub-contractors


to whom contract was awarded alongwith their office addresses;

(d) the names of the Chief Executive and Board of Directors of the
Company/Firm; and

(e) the past experience of the company/firm in the related projects?

Minister for Water and Power (Raja Pervaiz Ashraf): (a) Yes, the
contract for “Raising of Mangla Darn” was awarded by WAPDA to the Contractors
M/s. CWE Joint Venture on June 28, 2004.

(b) The contract was awarded through International Competitive Bidding


(ICB) procedure. Applications for prequalification for the construction of Main
works of Mangla Darn Raising Project (MDRP) were invited on 22 June 2003 and
10 firms/Joint Ventures were pre-qualified. The letters of invitation to purchase
tenders for Contract MDR-10 Construction of Main works were sent to all 10 pre-
qualified firms/Joint Ventures on 10th December, 2003. 09 firms purchased tenders
documents out of which 06 firms submitted their tenders. The contract was awarded
to the lowest bidder M/s. CWE Joint Venture.

(c) The contact was awarded to CWE Joint Venture, the main Contractor,
comprising following firms:

“ China International Water & Electric Corporation (CWE), CWE

(a) whether it is a fact that a large number of organizations/


institutions/hotels have been allowed parking of vehicles at green
belt area in Islamabad; if so, the locations thereof;

(b) the authority who allowed the said parking; and

(c) the monthly rent charged in each case, separately, during the
year 2005-2006, 2006-2007 and 2007-2008?

Minister Incharge of the Cabinet Division: (a) Yes. Seven


organizations have been allowed parking of vehicles at green belt area in Islamabad.
Details at Annex “A”.

(b) Capital Development Authority.

(c) The monthly rent/license fee charged in each case during the year
2005-06, 2006-07 and 2007-08 is at Annex “B”.

5. *Mrs. Belum Husnain:

Will the Minister for Water and Power be pleased to state:

(a) the cost of Kurram Tangi Dam; and

(b) whether the cost of the dam has been increased; if so, the reasons
thereof?

Minister for Water and Power (Raja Pervaiz Ashraf): (a) The Kurram
Tangi Dam Project has been approved by ECNEC on 25-3-2005 at a cost of
Rs. 17205.267 million.

(b) The cost of the dam has been increased from Rs.17205 million to
Rs. 19445 million (increase of Rs.2240 million).

The reasons for this increase in cost are given as under:

The original design by WAPDA envisaged 295 feet high dam with a storage
capacity of 0.914 MAF and 83 MW power generation. Owing to reservations of
Government of NWFP, it was decided in a meeting under the chairmanship of
Minister for Water and Power on 7-2-2007 to increase the height of the dam from
295 to 322 ft to increase the water storage capacity from 0.914 MAF to 1.2 MAF,
to arrest the flood flows in wet year.

6. *Syed Zafar Ali Shah:

Will the Minister for Water and Power be pleased to state:

(a) the daily inflow and outflow of water from Tarbela and Mangla
reservoirs during the period from 15th to 20th March, 2008;
and

(b) the upstream and down stream discharge of water at Guddu


during the period from 25th to 29th March, 2008?

7. *Mr. Abdul Majeed Khan Khanan Khail:

Will the Minister for Water and Power be pleased to state the reasons
of loadshading/load management in the country at present?

Minister for Water and Power (Raja Pervaiz Ashraf): There is gap
between the system demand and power available due to following reasons:—

(a) Due to Poor hydrological conditions, Hydel generation has been


reduced by 2000 MWs.

(b) Less availability of power from IPPs by 10 % on average, when


compared with, the last year.

(c) Monumental increase in power consumption growth rate which has


swelled to 10% during 2005—2008 against 3 % upto 2005.

(d) As per Government policy, Public sector barred from installing new
generating units.

(e) Private sector unable to deliver their promises and resultantly no new
power plant was added to the system from 1999 todate.

2. Due to above explained reason PEPCO is carrying out load


management to the tune of 3000 MW.

8. *Syed Javed Hassnain Shah:

Will the Minister for Water and Power be pleased to state:

(a) the total hydel electricity, in mega watt, generated in the country
during the year 2007-08;

(b) the total thermal and nuclear electricity, in mega watt, generated
during the above said period;

(c) per mega watt cost of the said electricity, separately;

(d) whether there is any proposal to generate electricity by any


alternate source; and

(e) whether there is any proposal to allow private sectors for


generation of electricity; if so, the details thereof?

Minister for Water and Power (Raja Pervaiz Ashraf): (a) As informed
by PEPCO : 20.31 million MWh (WAPDA & Jagran).

(b) As informed by PEPCO 36.37 million MWh.

(d) There are various proposals under consideration and implementation


for generation of electricity by alternative/renewable energy sources. Government
of Pakistan (GoP) has set target of 9700 MW of electricity generation by 2030
from alternative/renewable energy sources.

For achieving the targets set by the GoP, AEDB has initiated the Wind
Power Generation Project through private sector.

In addition, AEDB has electrified 1,762 remote off-grid homes in 31 villages


in all four provinces of the country through Renewable Energy Technologies (RET),

(e) As informed by PPIB presently, fifty one (51) proposals with a


cumulative capacity of 13335 MW are under consideration/process for establishment

of power houses throughout the country in the private sector. These proposals are
being processed by the Private Power & Infrastructure Board (PPIB), under the
Ministry of Water & Power.

10. *Dr. Donya Aziz:

Will the Minister for Water and Power be pleased to state the expected
life span of Tarbela Dam?

Minister for Water and Power (Raja Pervaiz Ashraf): The expected
life span of Tarbela Dam is 83 years from the year of its completion (1974). It has
been estimated on the basis of annual sediment inflow @ 5,50,000 tonnes.

11. *Dr. Donya Aziz:

Will the Minister for Water and Power be pleased to state whether
there is any proposal to build Kalabagh Dam; if so, the time by which
it will be implemented?

Minister for Water and Power (Raja Pervaiz Ashraf): The Cabinet in
its meeting held on 17-1-2006 decided that all the five projects namely Akhori,
Basha, Kalabagh, Kurram Tangi and Munda Dam should be built by 2016.
Construction of Basha and Munda Dam projects be started immediately. Work on
arrangements for financing of Basha (Dam be undertaken simultaneously. The
Kalabagh Dam be constructed after further projection of its benefits and features
to enhance understanding about the project.

In pursuance of Cabinet Decision, media strategy for projection of benefits


of Kalabagh Dam had been prepared by Wapda and the Project can be taken up at
appropriate time as decided by the Government after consensus from all the
provinces.

12. *Chaudhry Muhammad Barjees Tahir:

Will the Minister for Water and Power be pleased to state:

(a) the total number of Power generation Projects planned during


the period from 1999 to 2007; and

(b) the present status of those projects?

Minister for Water and Power (Raja Pervaiz Ashraf): (a) As per
National Power Plan 127 Power Generation Units were planned during 1994. to
2018. Only 02-Nos Uch & Ghazi Barotha Power Houses have been added during
1999-2007.

(b) As informed by PEPCO some of those projects have been cancelled


and some are still under process by PPIB. Under 1994 Power Policy, new power
generation schemes will come in private sector rather than in public sector.

13. *Chaudhry Muhammad Barjees Tahir:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) the total number of mobile telephone companies operational in


the country at present;

(b) the date of issuance of licences to them alongwith their


performance; and

(c) the action taken so far, against those companies which are not
performing well?

Minister Incharge of the Cabinet Division: (a) Pakistan


Telecommunication Authority has reported as under:—

Six mobile companies are operational in Pakistan at present namely


Mobilink, Ufone, Telenor, Warid Telecom, China Mobile Pakistan and
Instaphone.

(b) Dates of issuance of license to each mobile company is as under:—

(i) M/s Pakcom Limited (Instaphone) 19 April 1990, renewed on 19


April 2005.

(ii) M/s Paktel (China Mobile Pakistan) 19 April 1990, renewed on 23


October 2004.

(iii) M/s Pakistan Mobile Company Ltd. (Mobilink) 6 July 1992, renewed
on 6 July 2007.

(iv) M/s Pakistan Telecom Mobile Ltd. (Ufone) 31 August 1998.

(v) M/s Telenor Pakistan Limited 26 May 2004.

(vi) M/s Warid Telecom Limited 26 May 2004.

(c) Overall performance of mobile operators is satisfactory; however,


companies which fail to meet the set licensed standards are served with show
cause/warning notices.

Action Taken:-

“ So far five comprehensive, two special and four district level QoS
surveys of all GSM cellular mobile companies have been conducted
to gauge the performance/QoS being provided to consumers. There
is an overall improvement in QoS being provided to consumers;
however companies falling short of desired standards have been
issued with notices/imposed fines.

“ A fine of Rs. 60 million was imposed on M/s Mobilink on 6 June 2003


due to provision of substandard services and the company was directed
to compensate its subscribers with the same amount.

“ Four confidential surveys of the Franchisees and Retailers of Mobile


Operators were carried out in order to verify compliance with the
PTA directives on verification of mobile subscribers’ antecedents
before issuance of connections. Until now, a total of 18 franchisees
found involved in violating instructions of PTA have been sealed
throughout the country.

14. *Mrs. Yasmeen Rehman:

Will the Minister for Water and Power be pleased to state:

(a) the electricity in mega watt generated during the years,


2003-04, 2004-05, 2005-06 and 2006-07; and

(b) the demand of electricity, in mega watt, and its supply made
throughout the country during the said period?

15. *Mrs. Yasmeen Rehman:

Will the Minister for Water and Power be pleased to state:

(a) the line losses suffered by WAPDA during the years 2004-05
and 2005-06;

(b) the value of one percent of those losses into rupees; and

(c) the steps taken to control the said losses?

Minister for Water and Power (Raja Pervaiz Ashraf): (a) Transmissin
and Distribution Losses for the year 2004-05 and 2005-06 were 22.9% and
22.4%.

(b) Value of 1 % loss is estimated to be Rs.3 billion.

(c) The steps taken/measures adopted to control the losses are:—


1. Bifurcation of lengthy feeders.
2. Re-conductoring of HT/LT Feeders.
3. Provision of new transformers and load balancing.
4. Installation of HT/LT capacitors.
5. Speedy replacement of defective meters.
6. Earthing of neutral point with meter box.
7. Proper routification.
8. Combing of high loss feeders and replacement of defective meters.

1. Mr. Mohammad Mohsin Ali Qureshi:

Will the Minister for Water and Power be pleased to state the total
number of industrial and domestic consumers of electricity in Tehsil
Kot Addu, District Muzafargarh at present?

Minister for Water and Power (Raja Pervaiz Ashraf): The total
number of consumers of electricity in Tehsil Kot Addu are as under:—

Industrial: 840
Domestic: 76061
Total: 76901

2. Dr. Muhammad Farooq Sattar:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that potable water is not supplied to the


residents of G-7/1, Islamabad regularly; if so, the reasons
therefor; and

(b) the steps taken to supply potable water in the said area on regular
basis?

Minister Incharge of the Cabinet Division: (a) No. Potable water in


Islamabad including Sector G-7/1 is supplied on regular basis. However, some
time water supply to areas is delayed due to load shedding/electric breakdown on
the main feeder of IESCO.

(b) IESCO authorities have been approached for un-interrupted


electric supplies at water supply installations/sources.

3. Mrs. Belum Husnain:

Will the Minister Incharge of the Establishment Division be pleased to


state:

(a) the names alongwith designations, Ministry/Division of the retired


officer of APUG in B-19 to B-22 who were appointed on contract
basis for developmental projects during the last three years
alongwith the names of those projects;

(b) the salary, package and other perks and privileges of those
officers; and

(c) reasons of appointment of those officers?

Minister Incharge of the Establishment Division: (a) No retired


BS-19 and above officer of Secretariat Group has been re-employed/appointed
on contract for development projects during the last three years.

(b) Not applicable.

(c) Not applicable.

4. Mufti Ajmal Khan:

Will the Minister Incharge of the Establishment Division be pleased to


state whether there is any proposal under consideration to regularize
the contractual employees working in the Federal Government offices
for more than 2 years; if so, the details thereof?

Minister Incharge of the Establishment Division: No. there is no


such proposal under consideration.

5. Mian Abdus Sattar:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that CDA has affixed new grill wooden doors
and white washed all the “A” type Quarters in Sector G-7/4,
Islamabad during the year, 2007-08; and

(b) whether it is also a fact that quarters of the said areas were white
washed without treatment of water leakage from the roof; if so,
the number of those quarters and reasons thereof?

Minister Incharge of the Cabinet Division: (a) No.

(b) No. The quarters of said area have not been white washed during
2007-08 due to non-availability of funds.

6. Mr. Abdul Majeed Khan Khanan Khail:

Will the Minister for Water and Power be pleased to state the time by
which the power plant installed at Shahpur, Sargodha will become
functional?

Minister for Water and Power (Raja Pervaiz Ashraf): As informed


by PPIB the 150 MW Shahpur Energy Power Project at shahpur, Sargodha is
expected to be completed by December, 2012.

7. Dr. Donya Aziz:

Will the Minister Incharge of the Establishment Division be pleased to


state whether there is any proposal to fill up the vacant posts in DMG,
Police and Secretariat groups in B-20 and B-21 during the year,
2007-08; if so, the number of those positions separately?

Minister Incharge of the Establishment Division: Yes, there are


proposals to fill up vacant posts in BS-20 and BS-21 in May and June 2008
respectively. Number of vacancies will, however, be determined at the time of
consideration of the proposals.
