ABSTRACT

standardized indicators for LAC by ESCI/IDB and the aspects of information availability and suitability of
the methodology to the reality of Brazilian cities, through the evaluation of the indicators of the Annual
Indicators Progress Report of Vitoria (AIPR), published in the year 2017, with data for 2014, 2015 and
2016. The procedures considered were, first of all, through a bibliographic review on the themes of smart
and sustainable city indicators from ESCI methodology, among others, aiming to subsidize an analysis of the
indicators based on eight criteria-questions. It was established that the higher the score, the greater the
adequacy of the indicator to that criterion, that is, with positive polarity. However, the purpose of this article
was to discuss the issue of availability of information and whether the methodology for benchmarking
required by the IDB is usual in Brazil with municipal disaggregation. In principle, it was noticed that some
indicators do not consider the usual methodologies and those that contain data for municipalities, analyzing
the Brazilian reality. Thus, the results presented indicate that there are indicators whose methodology of
measurement is not usual in Brazil.
