I.

) INTRODUCTION:

Child is one of the most important assets of the nation. Every effort should
be exerted to promote his welfare and enhance his opportunities for a useful
and happy life. (R.A. 7610)

Neglected Child is frequently defined as the failure of a parent or other


person with responsibility for the child to provide needed food, clothing,
shelter, medical care, or supervision to the degree that the child’s health,
safety, and well-being are threatened with harm. Child neglect is a form
of child abuse, and is a deficit in meeting a child's basic needs, including the
failure to provide, nutrition, housing as well as their physical, emotional,
social, educational and safety needs.

Abandoned Child when a parent, guardian, or person in charge of a child


either deserts a child without any regard for the child's physical health,
safety or welfare and with the intention of wholly abandoning the child, or in
some instances, fails to provide necessary care for a child living under their
roof. It is considered abandonment of the child when the parent’s identity or
whereabouts are unknown, the child has been left by the parent in
circumstances in which the child suffers serious harm, or the parent has
failed to maintain contact with the child or to provide reasonable support for
a specified period of time.

Street child is a term for children experiencing homelessness who are living
on the streets of a city, town, or village. Street children are minors who live
and survive on the streets. They often grow up in public landfills, train
stations, our under the bridges of the world's major cities. Because of
conflicts with their family, these children don't want to or can't return home.
They roam the streets in search the opportunities to earn a living or in order
to survive, sometimes through dubious means.

Orphaned a child whose parents are dead
to deprive of parents or a parent through death and who is in need of care or
protection

Juvenile Delinquent/Offender- According to law, a young person below 15


years of age at the time of the commission of the crime.

These children are vulnerable to any kind of physical, emotional and mental
harm from his/her environment. The government has a responsibility to
protect them from any abuse and neglection, improving their physical and
mental health and their cultural and emotional well-being, improving their
education and training and their participation in recreation and cultural
activities, strengthening their connection to their family, increasing their
participation in decision making about them, and their contribution to
society, improving their social and economic well-being.

The "disadvantaged" is a generic term for individuals or groups of people


who: Face special problems such as physical or mental disability. Lack money
or economic support. Are politically deemed to be without sufficient power or
other means of influence

In the pursuit on Republic Act. 9344 ( SEC. 13. The Educational


System. - Educational institutions shall work together with families,
community organizations and agencies in the prevention of juvenile
delinquency and in the rehabilitation and reintegration of child in conflict
with the law. Schools shall provide adequate, necessary and individualized
educational schemes for children manifesting difficult behaviour and children
in conflict with the law. In cases where children in conflict with the law are
taken into custody or detained in rehabilitation centers, they should be
provided the opportunity to continue learning under an alternative learning
system with basic literacy program or non- formal education accreditation
equivalency system.

In PD.603 Chapter 1.XXXXXXXXXXXXXXXX other institutions, like the


school, the church, the guild, and the community in general, should assist
the home and the State in the endeavour to prepare the child for the
responsibilities of adulthood.

As a Catholic institution it believes in the capability of every child specially


those who are vulnerable ones. It aim to uplift the social being of these
vulnerable children with different special needs through the close

coordination with Bahay Sandigan Tahanan ng Batang Pinoy at Langaray
Street, Barangay Longos of Malabon City. We promptly coordinated through
the Department of Social Welfare and Development Office of Malabon City
who gave an approval to visit these disadvantage group. Within a short
period of time, we were able to prepare everything and set the Outreach
Program for the abandoned, neglected, orphaned, and juvenile offenders on
September 27, 2016 at Bahay Sandigan Tahanan ng Batang Pinoy at
Langaray Street, Barangay Longos of Malabon City. Details of which
elaborated below:

II.) Objectives:

1. To help the disadvantage children of Bahay Sandigan-Tahanan ng


Batang Pinoy Welfare House of Longos Malabon City

2. To lighten their load through grooming kits and educational books


distribution

3. To support the institution of BS-TBP by providing two (2) boxes of


educational books in their Alternative program for the CICL cases.

Problem (s) Encountered :

There was a conflict on the schedule during the visit, because there were on-
going parties conducting the same intention. The in-charge of the institution
admitted that she had over-looked the schedule, however problem then
resolved and the purpose has been implemented.

IV.) ACTIVITY BACKGROUND:

The Community Extension Services Office in close coordination with the


Campus Ministry Office and the APSA office together with the Student
Organization representatives the Vox and the Gazette conducted a gift giving
in the form of toiletries and educational books and boxes of used clothes.

In line with the church calling to address the oppressed, exploited and the
poor, this activity were being conceptualized and materialized with the help
of the students who donated the goods for the disadvantaged groups,
families and communities.

It was really a good and inspiring experience for the SJA students to visit the
Bahay Sandigan-Tahanan ng Batang Pinoy of Langaray St. Barangay Longos
Malabon City.A drenched of pouring rain did not stop the intention of the
volunteers to give gifts to the disadvantage children. Despite the stormy
weather, we have witnessed the eagerness of all the beneficiaries to
participate in our outreach programs. With the full support of the
administration, the gazette and vox representatives witnessed this good
endeavor. They distributed grooming kits and educational books donated
from ERDA Foundation.

Beneficiaries (Children) were composed of 28 in-house kids with different


cases such as abandoned, neglected, CICL, and children with special needs;
they were very cooperative and accommodating.

VI.) DONATED ITEMS:

The following were donated to the children of Bahay Sandigan Welfare House
to wit:

1. Toiletries(toothpaste, toothbrush, soap, shampoo, detergent bar and


powder)
2. 1 Box of textbook and workbook
3. 10 Boxes of used clothes and toys.
4. Powdered Juice
5. 1 box of school supplies assorted

VIII.) PERSONS INVOLVED:

In the collaborative efforts of different offices and student organization to


serve these vulnerable children it become a successful one which inspired by
these children and a source of hope in the near future.

The Bahay Sandigan Welfare House which supports the education of the
Children in Conflict with the Law (CICL Cases) through Alternative Learning
System Program and eventually the donated boxes of text books and
workbooks from ERDA Foundation became very useful for these students of

ALS. We have also donated ten boxes of used clothes of kids wear and toys
from the CES office wherein it is one of the basic needs of the children.

Mr. Stephen Olaya and Ms. Angeline Dela Cruz , the moderators of Vox
and Gazette witnessed this very heartfelt intention for these disadvantage
and vulnerable children.

the Outreach Program on September 27, 2016 Tuesday at Bahay
Sandigan Welfare House, Barangay Longos, Malabon City.

IX.) EVALUATION/ASSESSMENT:

Accomplishing such challenging assignment requires growing in


understanding of what it means to be a Christian, expanding hands and
working together and applying daily what is learned. Through the presence
of God’s indwelling spirit, God enables us to know, obey and serve him.
Through this small effort that is being gathered by every individual who
voluntarily help during the distribution and implementation, this outreach
activity was a success. An outreach activity extends beyond serving one’s
community returning energy to them as a clientele, loving our community
and world is about reaching out to others. Since outreach is such an
important part of our vision and a strategic stepping stone in the journey to
maturity.

Outreach is meeting the needs of our community and world while expressing
God’s love in ways that build relationship and provide opportunities to share
God’s plan of salvation

X.) RECOMMENDATIONS:

Full support coming from the entire institution of SJA is recommended and
that they may involve in different outreach activities and experience the
same purpose especially the students and the pupils who are likely to be
exposed in the outreach activities.

A continuous support for the succeeding activities are also encourage from different offices, faculty, non-
teaching and the administration, for the outreach program plans next year the following:

 A six months feeding program for the children in the adopted


community

 School Supplies Distribution during the Opening of Classes

 Environmental Awareness and Community Involvement of the Students


and Pupils through actual support and financial support.

 Stressing-out the volunteership among employees and the student


through different actual services.

 Advocating different awareness campaign which is necessary to


discuss and to support what is currently trending (sample, drug
awareness, teenage pregnancy and the like)
