POSITION PAPER

The development of weaponry and military technology in outer space


have been on the increase with the aim of one country achieving military
dominance over the other in outer space. Ukraine believes outer space
should be used for further advancement and education of human
development, not for the expansion of militaries. Weaponization and
militarization would abolish the world’s thin balance and stability
interfering with many of the international instruments interrelated to
nuclear weapons and missiles and conceivably leading to new arms
race. A new threat for peace is also represented by the development of
missile defence mechanism.

We as a delegate of Ukraine believe that space should be used for the


further advancement and welfare of human not for the expansion of
militaries and we strongly stand by the outer space treaty of 1966, which
states that states shall not place nuclear weapons or other weapons of
mass destruction in orbit or on celestial bodies or station them in outer
space in any other manner. It certainly leads to the threats of mass
destruction and all out war. Hence, the only way to continue peace in
outer space is to ban all weapons and prevent mass destruction and all
out war. We strongly consider this as in order to use such information to
solve most dangerous problems, particularly, to alert on natural disasters
and to mitigate its consequences, as well as to use of natural resources
in the most efficient way.

Anti- satellite weapon constitutes a danger for the stability of


international relations regarding outer space. The act of weaponization
and militarization of space not only damages space environment but can
also quickly escalate the conflict or generate other unpredictable
dangers consequences. These weapons can start wars easily because,
space wars are highly complicated and fast (even faster than land wars).
Since the speed and technology are greater, space wars are more likely
to start and escalate by accident, putting the whole world in danger.

Ukraine actively uses the COPUOS’ stage to inform about own activity in
the sphere of peaceful uses of outer space, as well as to explain its
position on current problems regarding uses of space technologies to
meet the principal challenges of the mankind.
Ukraine feels that transparency and confidence building measures and
multi treaties, between the countries is one of the measure which can
control the militarization and weaponization in space other following
solution would be if all the states would abide by the voluntary protocols
of the outer space treaty 1966. The peaceful exploration and use of
space by all nations should be used for peaceful purposes, exploration
and use of outer space in accordance with international law, in the
interest of maintaining international peace and security and promoting
international cooperation and understanding.
We request the SSOS to look through the uprising problems of
militarization and weaponization of space for universal peace.
