• Budgetary control is the process of determining various actual results with


budgeted figures for the enterprise for the future period and standards set
then comparing the budgeted figures with the actual performance for
calculating variances.
• The budgetary control is a continuous process which helps in planning and
co-ordination.
• All budgets are prepared and then actual results are recorded.
• A budget is a means and budgetary control is the end-result.
According to Brown and Howard, “Budgetary control is a system of
controlling costs which includes preparation of budgets, co-ordinating the
departments and establishing responsibilities, comparing actual
performance with the budgeted and acting upon results to achieve maximum
profitability".
• To ensure planning for future by setting up various budgets, the
requirements and expected performance of the enterprise are anticipated.
• To operate various cost centers and departments with efficiency and
economy.
• Elimination of wastes and increase in profitability.

1. Organization for Budgetary Control:
The proper organization is essential for the successful preparation, maintenance and administration of
budgets. A Budgetary Committee is formed, which comprises the departmental heads of
various departments.
• Functional heads- Responsibility- proper implementation of their respective departmental budgets.
• Chief Executive -overall in-charge of budgetary system.
• Budget officer-co-ordinates the budgets of different departments.
• Managers- responsible for their respective departmental budgets.

2. Budget Centers:
• A budget center is that part of the organization for which the budget is prepared.
• A budget center may be a department, section of a department or any other part of the department.
• The establishment of budget centers is essential for covering all parts of the organization.
• The budget centers are also necessary for cost control purposes.

3. Budget Manual:
A budget manual is a document which spells out the duties and also the responsibilities of
various executives concerned with the budgets. It specifies the relations amongst various functionaries.
4. Budget Officer:
• The Chief Executive, who is at the top of the organization, appoints some person as Budget Officer.
• The budget officer is empowered to scrutinize the budgets prepared by different functional heads and
to make changes in them, if the situations so demand.
• The actual performance of different departments is communicated to the Budget Officer.
• He determines the deviations in the budgets and the actual performance and takes necessary steps to
rectify the deficiencies.
• He works as a coordinator among different departments and monitors the relevant information and
also informs the top Management.

5. Budget Committee:
The heads of all the important departments are made members of this committee. The Committee is
responsible for preparation and execution of budgets. The members of this committee put up the case of
their respective departments and help the committee to take collective decisionsThe Budget Officer acts as
convener of this committee.
6.Budget Period:
A budget period depends upon a number of factors. It may be different for different industries or even it
may be different in the same industry or business.
• The type of budget
• The nature of demand for the products.
• The timings for the availability of the finances.
• The economic situation of the country.
• The length of trade cycles.

7. Determination of Key Factor:


The budgets are prepared for all functional areas. These budgets are interdependent and inter-related. A
proper co-ordination among different budgets is necessary for making the budgetary control a success. A
factor which influences all other budgets is known as Key Factor or Principal Factor.
• Eg. There may be a limitation on the quantity of goods a concern may sell. In this case, sales will be a
key factor and all other budgets will be prepared by keeping in view the amount of goods the concern will
be able to sell.

• Zero-based budgeting (ZBB) is a method of budgeting in which all expenses must be justified for
each new period. Zero-based budgeting starts from a "zero base," and every function within an
organization is analyzed for its needs and costs. Budgets are then built around what is needed for
the upcoming period, regardless of whether the budget is higher or lower than the previous one.
• Zero-based budgeting allows top-level strategic goals to be implemented into the budgeting
process by tying them to specific functional areas of the organization, where costs can be first
grouped and then measured against previous results and current expectations.
• Because of its detail-oriented nature, zero-based budgeting may be a rolling process done
over several years, with only a few functional areas reviewed at a time by managers or group
leadership. Zero-based budgeting can lower costs by avoiding blanket increases or
decreases to a prior period's budget. It is, however, a time-consuming process that takes
much longer than traditional budgeting. The practice also favors areas that achieve
direct revenues or production, as their contributions are more easily justified than in
departments such as client service and research and development.
