Immigration changes - how will it impact the students
There has been a lot of speculation from
the time the new rule changes have been
announced. Here are some of the points
that will impact students and their
families including the partners. We spoke
to Joga Singh – Immigration Advisor to
understand some of these new policy
changes which will be implemented from
26 November 2018.
Joga Singh explained the following –
According to the media release by New
Zealand Immigration, what you are
eligible for will depend on what type of
qualification you gain and your location of
study.
If you are planning to study towards Level
7 Bachelor’s Degree qualification or higher
( following at least 30 weeks study in New
Zealand), then on successful completion of
your qualification you may be eligible for a
three year open post study work visa.
But if you are planning to study Level 7
Graduate Diploma ( following at least 30

Disabilities Commissioner Mortgage broker sent to prison for
concerned about End of Life Choice bill evading income tax over 10-year period
The Disabilities Commissioner
says the End of Life Choice Bill
is too broad to protect disabled
New Zealanders.

3500 verbal and 35,000 written
submissions.
Disabilities Commissioner
Paula Tesoriero said the
Victorian legislation is only
for those who have a terminal
condition, which is likely to
cause your death between six
months and in some cases 12
months.
"In New Zealand that's not the case,
there's no timeframe for a grievous and
irremediable medical condition," she said.
Ms Tesoriero said added safeguards in the
legislation were woefully deficient.
"A person under the bill could easily meet
the threshold, but could be profoundly
affected by things like depression or other
factors, there's no requirement for the
physician to consider conditions that
might affect the person's judgement or
decision making," she said.

Convicted fraudster David Simon Barton
is heading back to jail for evading income
tax over 10 years.
The Auckland mortgage broker was
sentenced to three years and two months
jail in the Waitakere District Court on 10
charges of failing to submit an income tax
return with the intention of tax evasion
for each of the tax years between 2008
and 2017.
Barton served a jail sentence in the early
2000s on several fraud offences.
Inland Revenue spokesperson Tony
Morris says every self-employed person
knows of the requirement to file an
income tax return, but Barton knowingly
avoided this obligation.
“Barton registered for income tax and
proceeded to not pay it for all the years
that he was in business. “Our audit

open for 2018 funding round
Minister for Ethnic Communities
Jenny Salesa has today announced the
opening of the 2018 funding round for
the Ethnic Communities Development
Fund (ECDF). ECDF provides $520,000
annually to support the development
of strong, inclusive and resilient ethnic
communities throughout New Zealand.
“This fund contributes to improving
social cohesion by supporting the
development of established and emerging
ethnic communities, now numbering
more than 200 throughout the country,”
Jenny Salesa said.

ethnic groups to apply for a share of the
fund, which allocates grants under three
separate funding priorities:

obligations. We made several attempts
to try to help him get back on track, but
he simply wasn’t interested in doing the
right thing.
“His offending amounts to straight out
theft of taxpayers’ money and shows
a blatant disregard for one of the key
responsibilities of running a business –
filing an income tax return.”

‘Foreign buyers’ ban passes Indian Independence Day

The Bill to put in place the Government’s
policy of banning overseas buyers of
existing homes has passed its third and
final reading in the House.
“This is a significant milestone and
demonstrates this Government’s
commitment to making the dream of
home ownership a reality for more New
Zealanders,” Associate Finance Minister
David Parker said.
“This Government believes that New
Zealanders should not be outbid by
wealthier foreign buyers. Whether
it’s a beautiful lakeside or oceanfront
estate, or a modest suburban house,
this law ensures that the market for our
homes is set in New Zealand not on the
international market,” Associate Finance
Minister David Parker said.
“The National Party opposed this
change at every turn, while arguing the
wealthiest buyers from overseas who
don’t live here and don’t pay tax here
should be exempt. That is not a view
shared by the overwhelming majority of
New Zealanders.
“The Opposition also told New Zealanders
they had to choose between trade deals
like CPTPP and control over ownership
of our land and homes. We have proved
them wrong again. “We needed to pass
this law before the CPTPP takes effect, to
preserve the right of future governments
to loosen or tighten the rules. But
they will have to do it openly, through
Parliament.”
This critical reform will work alongside
the Government’s extensive programme
to remedy New Zealand’s housing
shortage and address the declining rate of
home ownership.
That programme includes KiwiBuild,
more social housing and the Urban
Growth Agenda,.
“This law will support investment in
new homes, particularly apartments
and homes available to purchase under
innovative new models, which will help
more New Zealanders achieve the Kiwi
dream of home ownership,” David Parker
said.The Bill also supports business
investment. It includes a streamlined
approval process for the purchase of
residential land for commercial purposes,
whether they be supermarkets, hotels, or
family-run dairies.
The Bill also encourages foreign direct
investment in forestry, where it is
crucially needed, and puts in place
a light-handed and more consistent
screening test for forestry rights alongside
that for freehold and leasehold forests.
Some provisions critical to the operation
of the new regime will start immediately
following Royal assent, with the new
screening requirements commencing
within two months of Royal assent.

ACC boosts investment in Plastic ban just first step towards

enable a full wrap-around service around
the perpetrator, victim and family.
“Gandhi Nivas provides counselling to
help people examine the consequences
of their actions. It challenges people to

chocolate in a plastic or foil wrapper," he

University of Auckland senior lecturer in
marketing Mike Lee said New Zealand
retailers could learn from practices taking
place overseas.
"Like if you buy a toaster, instead of
bringing the whole box back home to
unpack, in countries like Germany you
can leave the whole box there as well as
all the styrofoam," he said.

put more pressure on the retailer
and manufacturer, rather than the
responsibility lying solely with the

Education Ministry special needs staff to strike
The education sector is facing another
strike, this time by specialists who work
with special needs children.
Ministry of Education psychologists,
speech therapists and occupational
therapists have voted to strike on
Tuesday.
Psychologist Michael Fox said he had more than 40
children on his caseload, which was too many.
The 574 staff are among about 1000
specialists employed by the Ministry
of Education to undertake field work,
which involves visiting primary,
secondary and pre-school children,
assessing them and developing a
learning plan.
It follows the strike by primary and
intermediate school teachers on
Wednesday over their pay talks.
The Ministry of Education specialists
have turned down a pay offer of a two
percent rise this year and a further two
percent in March next year.
NZEI union lead negotiator Byron
Sanders said the union members were
angry at the offer.
"Quite frankly we don't see that as good
enough. We don't see that two percent
will go anywhere near far enough to
ensuring we can recruit staff."
The union is asking the ministry to
organise an independent audit, to assess
how much workers were worth and
where the pressure points were in the
system.
Mr Sanders said until this was done the
scope of the problem was unknown, but

On Wednesday, about 29,000 primary
and intermediate teachers went on
strike for the first time in 24 years,
closing hundreds of schools and
affected 400,000 pupils.
They had rejected the government's
offer of a 14 percent pay increase over
three years for new teachers and a six
percent rise for experienced teachers.
They have indicated backing for further
action, cheering loudly at a Wellington
rally over the possibility of a two-day
strike if there is no improved offer from
the Ministry of Education.
Education Minister Chris Hipkins said
the teachers' demand for a 16 percent
pay rise over two years outstripped what
others in the workforce were receiving.

support for hearing aids
Google has made its Android OS a little
more accessible to those with hearing
disabilities. The company has finally
added support for streaming via hearing
aids.
Google has released an open specification
for hearing aid streaming support on
future versions of Android. This basically
means, if you are using a hearing aid, you
will be able to connect, pair, and monitor
your device to hear a phone call clearly
and loudly. It will also support listening to
music or other audio.
Called Audio Streaming for Hearing Aids
(ASHA), the protocol specification uses
Bluetooth and has been designed to
have minimal impact on battery life. Any
hearing aid manufacturer will be able to
build the support for Android using the
specification.
So for instance, you will be able to control
the sound for your hearing aid using
your supported Android device, control
the battery life and listen to any audio
content.

Legendary actor Jim Carrey is all geared
up for his return into the limelight with a
new Showtime show, but not in the same
way.
The 56-year-old actor, who took some
time away from the acting world in recent
years, is all set to make his way back to
the spotlight with his new HBO show
'Kidding', which will premiere at the end
of August.
In a recent interview with The Hollywood
Reporter, Carrey revealed as to why he
had earlier opted to leave Hollywood,
saying, "I just didn't want to be in the
business anymore."
"I didn't like what was happening, the
corporations taking over and all that. And
maybe it's because I felt pulled toward
a different type of creative outlet and I
really liked the control of painting, of not
having a committee in the way telling me
what the idea must be to appeal to a four-
quadrant whatever," he added.
Though Carrey is now all set for his
Hollywood return, he explained that he
would not be back in the same way.
"I'm not back in the same way. I don't feel
I'm little Jim trying to hang on to a place
in the stratosphere anymore - I don't feel
like I'm trying to hold on to anything," he

Ex-Indian captain Ajit Nottingham Test: Pandya helps

skipper Ajit Wadekar,
who led the national
team to their first-
ever series victories in
England and the West
Indies, breathed his last
at the age of 77 after a
prolonged illness at the
Jaslok Hospital here on
Wednesday.
In a statement, the
hospital said, "Ajit
Wadekar was declared dead on arrival
at Jaslok Hospital and Research Centre.
He had been critically unwell for some
time and was seeking treatment for the
same."
Wadekar, who was considered as India's
finest slip fielders and an aggressive
left-hander, appeared in a total of 37
Tests and amassed 2,113 runs at an
average of 31.07. He scored his sole
century against New Zealand in 1968.
He also played two One-Day
Internationals (ODIs) for India, with
the highest score of 67 runs against
England in 1974. Wadekar was also
instrumental in leading the Indian side
