The National Economic and Development


Authority (Pambansang Pangasiwaan sa Kabuhayan at
Pagpapaunlad), is an independent cabinet-level agency of
the Philippine government responsible for economic
development and planning

( HUDCC )

Abbreviated as HUDCC, is the umbrella agency of


various housing and development offices of the
Government of the Republic of the Philippines.

It was established by President Corazon


Aquino through Executive Order No. 90, Series of
1986.

Serves as the oversight, the over-all coordinator, initiator and


facilitator of all government policies, plans and programs for the
housing sector; sets the overall direction and targets for the sector;
and determines strategies, formulates appropriate policies, monitors,
and evaluates the programs, projects and performance of the
implementing shelter agencies.

• The HUDCC has four major key result areas which include the:

• formulation of plans and policies on housing and urban


development,
• development and supervision of innovative strategies and
programs for tenure security, urban renewal and other
support services,

• provision of overall administration and supervision to Key


Shelter Agencies (KSAs),

• and provision of technical assistance to the Local


Government Units (LGUs) on the delivery of housing services
to their constituents.

Home Development Mutual Fund (HDMF)

More popularly known as the Pag-IBIG Fund

• Responsible for the administration of the


national savings program ;

• and affordable shelter financing for Filipinos


employed by local and foreign-based employers as
well as voluntary and self-employed members.

• It offers its members short-term loans and access to housing programs.


(HGC) HOME GUARANTEE CORPORATION

• Government-owned and controlled corporation (GOCC)


under the administrative supervision of the Housing
and Urban Development Coordinating Council (HUDCC).

• Created in 1950 as the Home Financing Commission,


HGC has institutionalized a viable system of credit
guaranties that has become an integral component of the government’s
shelter program.

• HGC takes the risk out of private investment in housing by providing


risk covers and fiscal incentives to housing credits extended by
developers, banks and other financing institutions.

• The more HGC guarantees—the more private funds flow for housing and
urban development.

(HLURB) HOUSING AND LAND USE REGULATORY BOARD

• The HLURB, as the lead agency in the provision of


technical assistance to local government units in the
preparation of :

• comprehensive land use plans;

• regulation of housing,

• land development and homeowners association;

• and adjudications of disputes related thereto, is committed to


deliver its services with competence and integrity in order to
satisfy its stakeholder.

1. PLANNING :

• Formulate guidelines for Comprehensive Land Use Plans (CLUPs)

• Render technical assistance to LGU’s in CLUP preparation and to


members of Provincial Land Use Committee (PLUC) and Regional Land Use
Committee (RLUC) in CLUP Review.

• Review and ratify CLUPs of highly urbanized cities (HUCs) and


independent component cities (ICCs) and review CLUPs of Metro Manila

• Update and revise the National Urban Development and Housing Framework
under the direction of HUDCC
• Train LGUs in subdivision plan approval and zoning enforcement

2. REGULATION:

• Register and license subdivision and condominium projects, farm lots,


memorial parks and columbaria.

• Monitor development and construction of registered/licensed projects.

• Update and revise rules, guidelines and standards on housing and real
estate.

• Approve Master Deed and Declaration of Restrictions of condominium


project, and any amendment or revocation thereof decided upon by a
simple majority of all registered owners (concurrently with City or
Municipal Engineer).

• Issue Locational Clearances for projects considered to be of vital and


National or Regional Economic or Environmental significance.

• Register and supervise HOAs.

• Register real estate brokers, dealers and salesmen engaged in selling


projects under HLURB jurisdiction.

(NHA) NATIONAL HOUSING AUTHORITY

• NHAs' Mandate

Under PD 757 dated 31 July 1975. NHA was tasked to


develop and implement a comprehensive and integrated
housing program which shall embrace, among others,
housing development and resettlement, sources and
schemes of financing, and delineation of government and
private sector participation.

• EO 90 identified the key housing agencies to implement the National


Shelter Program and defined their respective mandates.

• The NHA was mandated to be the sole government agency to engage in


housing production. Under the said Executive Order, NHA was placed
under the policy and program supervision of the Housing and Urban
Development Coordinating Council (HUDCC).
(NHMFC) NATIONAL HOME MORTGAGE FINANCE CORPORATION

• Created in 1977 by virtue of Presidential Decree 1267

• With the mandate of increasing the availability of


affordable housing loans to finance the Filipino
homebuyer's on their acquisition of housing units
through the development and operation of a secondary
market for home mortgages.

(SHFC) SOCIAL HOUSING FINANCE CORPORATION

• 20 January 2004 - Signing of Executive Order 272


authorizing the creation of SHFC

• Under E.O. 272, the SHFC shall be the lead


government agency to undertake social housing
programs that will cater to the formal and informal
sectors in the low- income bracket and shall take
charge of developing and administering social housing program schemes,
particularly the CMP and the AKPF Program (amortization support
program and development financing program).

The Department of Public Works and Highways ( Kagawaran ng


Pagawaing Bayan at Lansangan), is the executive department of
the Philippine government solely vested with the Mandate to
“be the State's engineering and construction arm” and, as
such, it is “tasked to carry out the policy” of the State to
“maintain an engineering and construction arm and continuously develop its
technology.

(DILG) Department of the Interior and Local Government

The Philippine Department of the Interior and Local

capability aimed towards the effective delivery of basic
services to the citizenry.

The Department of Agrarian Reform ( Kagawaran ng

the National Capital Region is constituted into a

• The Department of Transportation (DOTr; Kagawarán ng


Transportasyon) is the executive department of
the Philippine government responsible for the

is the executive department of the Philippine government

of the country's natural resources.

National Mapping and Resource Information Authority (NAMRIA)

The National Mapping and Resource Information


Authority ( Pambansang Pangasiwaan sa Pagmamapa at
Impormasyon sa Yaman), is an agency of the Philippine
government under the Department of Environment and Natural
Resources responsible for providing the public with
mapmaking services and acting as the central mapping agency,
depository, and distribution facility of natural resources
data in the form of maps, charts, texts, and statistics.

Bases Conversion and Development Authority (BCDA)

The Bases Conversion and Development


Authority (BCDA) is a government-owned and
controlled corporation under the Office of the
President of the Philippines. The BCDA Group is a
prime mover of national development. It transform former military bases and
properties into premier centers of economic growth in partnership with the
private sector with integrity, excellence and efficiency in the stewardship
of government resources.

The following sites are currently owned and maintained by the BCDA Group:

PHILIPPINE ECONOMIC ZONE AUTHORITY (PEZA)

• PEZA - attached to the Department of Trade and


Industry - is the Philippine government agency tasked
to promote investments, extend assistance, register,
grant incentives to and facilitate the business
operations of investors in export-oriented
manufacturing and service facilities inside selected
areas throughout the country proclaimed by the
President of the Philippines as PEZA Special Economic Zones.

• It oversees and administers incentives to developers/operators of and


locators in world-class, ready-to-occupy, environment-friendly,
secured and competitively priced Special Economic Zones.

• PEZA’s dynamic, responsive and client-oriented ethics have earned the


trust and confidence of investors in its Special Economic Zones, the
local business sector, and the foreign chambers of commerce in the
Philippines. All Industrial Economic Zones are manned by a PEZA
officer and staff to immediately attend to stakeholders' needs and
concerns. Information Technology companies are attended to by Head
Office.

Subic bay metropolitan authority (SBMA)

• The Subic Bay Metropolitan Authority (SBMA) is the


operating and implementing arm of the Government of
the Philippines for the development of the 262
square mile (670 square kilometer) area of Subic Bay
Freeport (SBF) into a self-sustaining tourism,
industrial, commercial, financial, and investment
center to generate employment opportunities. This
area was the former US Naval facility in Subic Bay.
PRESIDENTIAL COMMISSION FOR THE URBAN POOR (PCUP)

• AN ACT TO PROVIDE FOR A COMPREHENSIVE AND CONTINUING


URBAN DEVELOPMENT AND HOUSING PROGRAM, ESTABLISH THE
MECHANISM FOR ITS IMPLEMENTATION, AND FOR OTHER
PURPOSES

10-POINT SOCIOECONOMIC AGENDA OF THE DUTERTE ADMINISTRATION

1. Continue and maintain current macroeconomic policies, including fiscal,


monetary, and trade policies.

2. Institute progressive tax reform and more effective tax collection,


indexing taxes to inflation. A tax reform package will be submitted to
Congress by September 2016.

3. Increase competitiveness and the ease of doing business. This effort


will draw upon successful models used to attract business to local cities
(e.g., Davao) and pursue the relaxation of the Constitutional
restrictions on foreign ownership, except as regards land ownership, in
order to attract foreign direct investment.

4. Accelerate annual infrastructure spending to account for 5% of GDP,


with Public-Private Partnerships playing a key role.

5 Promote rural and value chain development toward increasing


agricultural and rural enterprise productivity and rural tourism.

6. Ensure security of land tenure to encourage investments, and


address bottlenecks in land management and titling agencies.

7. Invest in human capital development, including health and education


systems, and match skills and training to meet the demand of businesses
and the private sector.

8. Promote science, technology, and the creative arts to enhance


innovation and creative capacity towards self- sustaining, inclusive
development.

9. Improve social protection programs, including the government’s


Conditional Cash Transfer program, to protect the poor against
instability and economic shocks.

10. Strengthen implementation of the Responsible Parenthood and


Reproductive Health Law to enable especially poor couples to make
informed choices on financial and family planning.
