Control & Monitoring System General Description

PLC System

The control and monitoring system shall be built of standard elements, and the whole plant
shall be divided into processing zones, each functional zone shall be controlled and
monitored by its own PLC-Based Local Control Panel (LCP).

Each LCP shall provide the following operating modes as selected from the key operated
selector switches mounted at the LCP:

Manual Mode of Operation

Each element (Pump motors, blowers, mixers, motorized valves, etc) can be operated
manually from the LCP push buttons

Automatic Mode of Operation

In this mode the operation sequence shall be according to the programmed automatic
sequence of operation under the control of the LCP built in PLC.

Raw Water Local Control Panel and Treated Water Local Control Panel Consists of the
following components:

 IP 65 Illuminated Push Buttons


 IP 65 Indicating Lamps
 IP 65 Selector Switches
 IP 65 Emergency Stop
 Terminal Blocks
 10” TFT LCD with Touch Screen Operator Terminal

The total plant safe operation and interlock scheme is implemented via a fast industrial
Ethernet network that shall enable PLC-based LCP to communicate with each other hence
the data is moved from where it originates to where it affects the operation in accordance
with the process design requirements.

Programming of all Siemens PLC’s will be using STEP7 software an IEC 61131-3 compliant
software.
