SITE PROFILE
HISTORY
Muar is a historical town and the capital of Muar District, Johor, Malaysia. It is one of the
most popular tourist attractions in Malaysia to be visited and explored for its variety of
food and historical buildings. The total area of Muar is 1,376 sqkm. Modern Muar town,
known as Bandar Maharani, which is the main city centre of Muar District, was founded
by Dato’ Bentara Luar, Muhamad Salleh bin Perang in 1885 and was only officially opened
by His Majesty Maharaja Abu Bakar 12 August 1887 and conferred the namesake Bandar
Maharani meaning the town of Empress, the title of Maharani Fatimah who had
accompanied to graced the inauguration ceremony of the new town at Tangga Batu a
place around Hentian Maharani bus station now where an auspicious “amulaet” or
“azimat” is said to be buried underground there then.

The district was formerly divided administratively into Bandar Maharani municipality
and Ledang township. Upon upgrade of Tangkak sub-district to full-fledged Ledang
District, Bandar Maharani is now administered by Muar Municipal Council (formerly
South Muar Town Council, later Muar Town Council) under the Muar District Office, while
Tangkak of Ledang is administered by Tangkak Town Council (formerly North Muar Town
Council) under the Ledang District Office.

Muar District is divided into 12 mukims, which are Ayer Hitam, Bukit Kepong, Jalan Bakri,
Jorak, Lenga, Muar Town, Parit Bakar, Parit Jawa, Seri Menanti, Sungai Balang, Sungai
Raya, Sungai Terap. It also has nine towns which are Muar, Pagoh, Parit Jawa, Sungai
Balang, Bukit Kepong, Bukit Pasir, Panchor, Lenga, Pekan Bakri, Jalan Bakri, Bukit Naning.

The population development of Muar in ten years from 2000-2010 are 247,957. There
are varies of type of people to achieve the population such as different gender, age and
ethnic group. The variables are shown below.

SPECIALITY
Muar has its historical places such as Balai Polis Bukit Kepong, Kubu Bentayan, Makam
Panglima Lidah Hitam, Makam Sultan Alauddin Riwayat Shah 1, Tapak Sejarah Kota
Buruk and others. Muar Town also has also win an award for Asean Cleanest Tourist City
Standard which can give attraction to tourist to come to Muar. There are certain
strategies to achieved the award which are through improving public infrastructure,

landscape and lighting, increase the number of mural arts design, provide guidelines of
clean city, public awareness, effective public cleansing programs and improve authorities
and community engagements.

There are many ways to achieve those strategies such as highlight Tanjung Emas Square
as the Urban Green Lung in Muar Town, invite international artist to draw mural in
attractive area, housing area cleaning and many more. These strategies help Muar district
to become a clean city as well attract tourist to come to Muar. Moreover, it can achieve the
development goals of Muar District.

Next, Muar District also have future project which involve in improvement of
infrastructure. The project is a High Speed Rail which connect Kuala Lumpur and
Singapore that include eight stations, one of the station is Muar. It also can improve the
economics of Muar District. The map below shows the route involved in HSR project and
one of the station is Muar.

VISION AND OBJECTIVES OF MUAR DISTRICT
Development Vision

Development vison for Muar And Ledang District Local Plan change study 2002-2015 is: “MUAR SERENITY
AND COMPETITIVE”

Development Goals

Development goals are still maintaining development goals according to the previous DLP.

For the Study of Changes in the Local Districts of Muar and Ledang 2002-2015, the goal is: “Making Muar
District a major tourist destination (river, mountains and legacy resources), the industrial and agricultural
sectors as drive to a more robust economy with planning integrated physically, economically and socially to
produce the impact positive to the population and sustainable development of the region ".

Development Objectives

Among the objectives outlined are:

i. Interpreting policies and general recommendations of the Johor State Structure Plan (RSNJ), Muar
District Local Plan 2002-2015, MDMU Structure Plan and MDMS to in the physical form by combining
social, economic and usage aspects source in detail;

ii. Developing appropriate development strategies for Muar District coincides with development
vision;

iii. Forming a land use development framework for advancement, using land and rebuilding of RTD
Muar and Ledang RHS 2002-2015 in line with the vision and development goals. Land use development

DURATION OF MUAR LOCAL PLAN


Local Plan planning period is 10-15 years. However, the review may be conducted according to the
requirements such as reconstruction with regional development corridors that is Iskandar Malaysia, NCER
and ECER, environmental development pressures etc.

Local Plan comes into effect after obtaining State Authority approval. *Subsection 15 (1C), Act 172

SECTORS COVERED IN DLP
Proposal plan shows the Land Use Local District Planning Review Plan Muar (including Ledang) 2010, in
detail from 2002 until 2015. The proposed development is based on the development objective of Muar
District to make Muar and Ledang a resource-based tourism area natural jungle, rivers and mountains as
well as furniture and furniture industries organized farming. It is also in line with concepts and strategies
framed development. Generally, the main land use backup zone proposed are:

i. Housing
ii. Industry
iii. Commerce and Retail
iv. Institution and facilities
v. Open spaces and recreation
vi. Transportation
vii. Infrastructures and utilities
viii. Agricultures
ix. Environment
x. Landscape

Our group will cover industrial sectors which are the main activities in Muar District. The industrial sector
is expected to continue to play an important role in economic growth for Muar and Ledang areas in the
future. Industry the thriving major is furniture and wood-based industries, where it is the largest
percentage contributor to industrial activity. Proposal area Industrial development in the study area
involves an area of 3,909.78 hectares (1.65%) in 2010. Compared to RTD Muar 2002, there are the
percentage increase between the two years was 0.9%. This is due to more industrial development
proposals for grouping and this will encourage the entry of investors into industrial areas. At In addition, it
can also improve the quality of infrastructures and utilities as well as be able to creating a perfect road
network.

LOCAL AUTHORITIES INVOLVED
As mentioned above, Muar District involve 2 local authorities which are Muar Municipal Council and
Tangkak Town Council. The district was formerly divided administratively into Bandar
Maharani municipality and Ledang township. Upon upgrade of Tangkak sub-district to full-fledged Ledang
District, Bandar Maharani is now administered by Muar Municipal Council (formerly South Muar Town
Council, later Muar Town Council) under the Muar District Office, while Tangkak of Ledang is administered
by Tangkak Town Council (formerly North Muar Town Council) under the Ledang District Office.

Muar Municipal Council and Tangkak Town Council have their own scope of development within the
borders. The total of these two developments involve 20 mukims which shown in the map below.
