Step 1. Identify the System of Concern.

- Be specific.

Step 2. Indicate the Rationale.

- Cite the urgency. This may include what you have read and observed.
- Back up with literature, statistics, and studies.

Step 3: Needs Assessment

- Through the specified system of concern and rationale, assess if the approach of the
program will be REMEDIAL or DEVELOPMENTAL.
- Come up with a Needs Assessment Table
- Needs – Gap
- Remedial: Gap between what is and what should be
- Developmental : Gap between what should be and what is
- Identify the gap or what is lacking, you may indicate as many gaps as possible
Step 4: Tabulate the Gap according to KSA

Step 5: Identify the Resources

Please specify the human resources, budget, time, and location


Step 6: Set Priority based on the needs analysis and the resources available. Then, come up
with a Solution.

Step 7: Come up with a Goal.

A goal consists of a Terminal Performance Objective containing A (audience) B


(behavior) C (condition) D (duration, degree of proficiency), and Enabling Objectives (EO).
EOs are chunked TPO, these are little steps that will help you attain the desired behavior.

EOs are still presented as KSA, and in SMART format. For the purpose of our output, the KSA
will be converted and presented as, Doctrine (Knowledge), Morals (Attitude) and Worship
(Skills). Regardless of what has been prioritized, the KSA still has to be reflected in the EOs.

Step 8: Design a Program. For every EO, design an activity. Attempt to be as creative as
possible.
Step 9. Come up with the Activity Plan

Considering the possible resources available, please take note not to depend so much on
Powerpoint Presentations as medium of instructions. If so, kindly provide with an alternative.

Step 10. Draft an Evaluation tool. This is the easiest part, you only need to reword the EOs ;)
