 Message from the President
Bob Patrick, P.Eng.
I COLD 2019 in our nation’s capital is less than a year
away! I am not saying that to frighten the Organizing
Committee, but to get the attention of the Canadian dam
community. For most of us, this is a “once-or-twice-in-a-
career” opportunity to experience the best that the world
has to offer without a passport and exchange rates, and
with minimal jet lag.
The last time that Canada hosted the dam international
community was in 2003 in Montreal. If, like me, you did
not attend that event and have limited knowledge of ICOLD,
I hope that some of the information below will help you
understand the advantages of attendance at and support
for ICOLD 2019.
The International Commission on Large Dams (ICOLD)
was founded in 1928 and now has 100 member countries
representing nearly 10,000 individuals.
Canada joined ICOLD as CANCOLD (Canadian
Commission on Large Dams) in the 1950s. CANCOLD and
the Canadian Dam Safety Association merged to form CDA
in 1998; thus CDA represents Canada internationally.
Some quotes from the ICOLD website will help explain
what ICOLD is and does.
• “ICOLD is a non-governmental organization providing a
forum for the exchange of knowledge and experience in
dam engineering.”
• “ICOLD leads the profession in setting standards and
guidelines to ensure that dams are built and operated
safely, efficiently, economically, and are environmentally
sustainable and socially equitable.”
• “ICOLD wishes to be the world’s leading professional
organization dedicated to advancing the art and science
of dam engineering and promoting the wise and sustain-
able development and management of the world’s water
and hydro power resources.”
• ICOLD boasts having the largest library in the world
relating to the field of dams.

Because Canada is a member of ICOLD, all CDA mem-
bers have access to its 170-plus Technical Bulletins at
no charge.
Each ICOLD annual event contains a Symposium, where
technical presentations on important themes present the
latest knowledge and ideas; and an Exhibit Hall, where
leading suppliers showcase their expertise.
But what sets an ICOLD meeting apart is the opportunity
to sit in on and participate in meetings of the technical
committees. As a practitioner, you will have the opportunity
to listen as the state-of-practice is developed by your peers
from all parts of the world. As well, you will socialize and
network with other practitioners, owners, and others in
the international community:
• As an Owner or Regulator, you will be able to discuss
common concerns and solutions with owners/regulators
of dams in many geographic areas;
• As an exhibitor, you can “show the world” the benefits
of your product or service and;
• As a sponsor, you will be able to establish or enhance
brand recognition with the international community.
This year’s ICOLD meeting was held in Vienna, Austria
in early July. There was a contingent of over 40 Canadians
in attendance including the ICOLD 2019 Steering
Committee – consisting of Johanne Bibeau, Tony Bennett,
Jean-Pierre Tournier, Gilles Bourgeois, Harvey McLeod,
Leila Ouahit and Don Butcher – to learn lessons for and
actively promote ICOLD 2019.

2018 is included in this issue and I invite you to read it.
All Canadians are urged to give consideration to attending
ICOLD 2019. In particular, employers with young profes-
sionals might consider the long-term value that they will
receive by sending their younger colleagues.

L a 87e réunion annuelle et le symposium de la CIGB
auront lieu dans notre capitale nationale d’ici moins
d’un an! Je ne mentionne pas cela pour effrayer le comité
organisateur, mais pour attirer l’attention de la communauté
canadienne des barrages. Pour la plupart d’entre nous, il
s’agit d’une occasion unique de faire l’expérience de ce que le
monde a de mieux à offrir sans passeport ni taux de change,
en bénéficiant d’un décalage horaire minimal.
La dernière fois que le Canada a accueilli la communauté
internationale des barrages, c’était en 2003 à Montréal. Si,
comme moi, vous n’avez pas assisté à cet événement et que vous
avez une connaissance limitée de la CIGB, j’espère que les infor-
mations suivantes vous aideront à comprendre les avantages
de la participation et du soutien à la réunion 2019 de la CIGB.
La Commission internationale des grands barrages (CIGB)
a été fondée en 1928 et compte aujourd’hui 100 pays membres
représentant près de 10 000 personnes.
Le Canada s’est joint à la CIGB sous le nom de CANCOLD
(Commission canadienne des grands barrages) dans les
années 1950. CANCOLD et l’Association canadienne pour
la sécurité des barrages (CDSA) ont fusionné pour former
l’ACB en 1998.
Quelques citations du site Web de la CIGB aideront à expli-
quer la définition et les objectifs de cette Commission.
• La CIGB est une organisation non gouvernementale qui offre
un forum pour l’échange de connaissances et d’expériences
dans le domaine de l’ingénierie des barrages.
• La CIGB mène la profession en établissant des normes et
des lignes directrices pour s’assurer que les barrages sont
construits et exploités de façon sécuritaire, efficace, écono-
mique, durable sur le plan environnemental et socialement
équitable.
• La CIGB souhaite être la première organisation profes-
sionnelle mondiale dédiée à l’avancement de l’art et de
la science de l’ingénierie des barrages et à la promotion
d’un développement et d’une gestion sages et durables des
ressources mondiales en eau et en énergie hydroélectrique.
• La CIGB s’enorgueillit d’avoir la plus grande bibliothèque
au monde dans le domaine des barrages.
Étant donné que le Canada est membre de la CIGB, tous
les membres de l’ACB ont accès gratuitement à plus de 170
bulletins techniques.

Chaque événement annuel de la CIGB comprend un
symposium, où sont faites des présentations techniques
sur les idées les plus récentes, et un hall d’exposition, où
les principaux fournisseurs démontrent leur expertise.
Mais, ce qui distingue une réunion de la CIGB est
la possibilité de participer aux débats des comités
techniques. En tant que professionnel, vous aurez l’oc-
casion de découvrir l’état actuel de la pratique exposé
par vos pairs de toutes les parties du monde. De plus,
vous socialiserez et ferez du réseautage avec d’autres
praticiens, propriétaires et divers membres de la com-
munauté internationale :
• En tant que propriétaire ou membre d’un organisme
de réglementation, vous serez en mesure de discuter
de préoccupations et de solutions communes avec les
propriétaires et régulateurs de barrages de nombreuses
régions;
• En tant qu’exposant, vous pourrez montrer au monde
entier les avantages de votre produit ou service et;
• En tant que commanditaire, vous serez en mesure
d’établir ou d’améliorer la reconnaissance de votre
marque auprès de la communauté internationale.
Cette année, la réunion de la CIGB s’est tenue à
Vienne, en Autriche, au début du mois de juillet. Il
y avait un contingent de plus de 40 Canadiens pré-
sents, y compris le Comité directeur du congrès CIGB
2019 – composé de Johanne Bibeau, Tony Bennett,
Jean-Pierre Tournier, Gilles Bourgeois, Harvey McLeod,
Leila Ouahit et Don Butcher. Ils ont tiré des leçons de
l’activité de Vienne et ils ont fait la promotion de la
réunion d’Ottawa de juin 2019.

au congrès 2018 de la CIGB est inclus dans ce numéro et
je vous invite à le lire.
Tous les Canadiens sont conviés à participer à la réu-
nion 2019 de la CIGB. En particulier, les employeurs
embauchant de jeunes professionnels pourraient réfléchir
à l’investissement à long terme qu’ils feront en y envoyant
leurs jeunes collègues.

T he Canadian Dam Association depends on volunteers
to lead the Association by serving on the Board of
Directors. The nominations and elections process is
held over the summer months.
The following positions are being filled this year:
• Vice President (three-year commitment)
• Director-at-Large ICOLD (two-year term)
• Provincial directors for British Columbia, Saskatchewan,
Manitoba, Nova Scotia and Newfoundland & Labrador
(two-year term).

cess are presented to the Annual General Meeting,
which this year will be held Oct. 15, 2018 in Quebec

 Dam Safety Review Workshops
in Lima and Vancouver

LIMA, PERU, MAY 14-15, 2018

The Mining Dams version of the DSR Workshop was delivered in Lima, Peru on May 14 and 15. This event was organ-
ized by Anddes Associados. Invitation and registration were managed by Cámara De Comercio and the Canada-Peru
Chamber of Commerce. The workshop registration quickly filled up with 60 registrants from Peru, Chile, Colombia,
and Argentina.
Andy Small, Chad LePoudre, and Terry Oswell were the instructors for this workshop. Participants found the work-
shop to be effective and a common theme was a desire for a longer intensive course (they must have been having fun!).

VANCOUVER, JUNE 13, 2018

A DSR Workshop was held in the SNC-Lavalin building in Vancouver on June 13, 2018, organized by BC Young
Professionals Cori Crebi, Katherine Miller and Ouge Wang.
This was the thirteenth time the workshop has been delivered since the Technical Bulletin was issued in 2016. Clare
Raska, Catrin Bryan, and Terry Oswell were the instructors for a captive audience of 41 consultants and 9 owners.
The majority of the participants were from BC, but there were also attendees from Calgary, Whitehorse, and Guatemala.
Good feedback was received from the participants, and the DSR Working Group is planning to meet in the fall to incor-
porate feedback from this and other workshops into future events.

 Ateliers d’évaluation de la sécurité des
barrages à Lima et à Vancouver

Un atelier sur les études d’évaluation de la sécurité des barrages miniers a été donné à Lima, au Pérou, les 14 et 15 mai.
Cet événement a été organisé par Anddes Associados. L’invitation et l’inscription ont été gérées par Cámara De Comercio
et la Chambre de commerce Canada-Pérou. Le nombre d’inscriptions à l’activité a rapidement atteint 60 personnes du
Pérou, du Chili, de la Colombie et de l’Argentine.
Andy Small, Chad LePoudre et Terry Oswell étaient les instructeurs de cet atelier. Les participants ont trouvé l’atelier
fructueux. Nombre d’entre eux ont manifesté le désir d’un cours intensif plus long (ils devaient avoir du plaisir!).

VANCOUVER, LE 13 JUIN 2018

Un atelier sur l’évaluation de la sécurité des barrages a eu lieu dans l’immeuble SNC-Lavalin à Vancouver le 13 juin

public très attentif de 41 consultants et de 9 propriétaires.
La majorité des participants venaient de la Colombie-Britannique, mais il y avait aussi des professionnels de Calgary,
de Whitehorse et du Guatemala. Les participants ont exprimé de bons commentaires. Le Groupe de travail sur les évalua-
tions de la sécurité des barrages prévoit de se réunir à l’automne pour intégrer les commentaires de cet atelier et d’autres
dans les événements à venir.

TECHNICAL PROGRAM selection, foundation treatment and CDA INTERNATIONAL BUSINESS

In Vienna, the 3-day Congress tech-
nical program provided the unique
opportunity to present and discuss
dam engineering questions with a
worldwide perspective. The follow-
ing technical topics were addressed:
• Q100 – Reservoir Sedimentation
and Sustainable Development: Best
practice of storage design, sediment
replenishment downstream, turbid-
ity current and sediment bypass
tunnels, and climate change effects.
• Q101 – Safety and Risk Analysis:
Risk based on natural hazards,
e.g. earthquake, floods, for fill and
concrete dams, and legal as well as
organizational aspects.
• Q102 – Geology and Dams: Geology
as a decision factor for dam type
sealing, instrumentation and mon-
itoring for long term behaviour, for
abutment and reservoir.
• Q103 – Small Dams and Levees:
Design, construction, safety assess-
ment and rehabilitation of a tre-
mendous number of small dams
worldwide requires engineering
attention.
Each question started with an intro-
duction by the General Reporter that
highlighted and drew conclusions
from the contributions and made
a state-of-the-art summary of the
question. Each General Report was
accompanied by four sessions of two
hours on subtopics and related further
aspects. Enough time was allocated for
discussions and experience exchange.

Depuis 2012 à Kyoto, au Japon, le
« déjeuner canadien » annuel est devenu
un événement familier et bienvenu lors
des réunions de la CIGB. Cette année, le
déjeuner s’est tenu le 1er juillet, ce qui
rimait bien avec le thème canadien. Il y
a eu environ 60 participants provenant
d’une liste d’invités qui comprenait :

COMMERCE INTERNATIONAL
DE L’ACB ET LES PARTENARIATS
INTERNATIONAUX
La stratégie de développement du
commerce international (DCI) de
l’ACB consiste à prendre les produits
et les ateliers de transfert de connais-
sances qui ont été préparés et offerts
au Canada et à les proposer aux mar-
chés du monde en développement, là
où cette information est nécessaire.
Des entreprises canadiennes bénéfi-
cient directement de la participation
à ces événements en rencontrant des
clients potentiels. Toutes les entre-
prises canadiennes bénéficient aussi
indirectement de la promotion des
bonnes pratiques canadiennes pour
lesquelles leurs employés sont pleine-
ment formés et qualifiés. Sur chaque
marché étranger, l’ACB cherche à
collaborer avec la Commission com-
merciale canadienne pour organiser
un événement de réseautage.
Le programme de DCI de cette année
porte sur les marchés d’Amérique cen-
trale et d’Amérique du Sud, d’Afrique
et du sous-continent indien, tant pour
les retenues d’eau que pour les bar-
rages de résidus miniers. Avec l’ex-
périence réussie jusqu’à présent, nous
avons l’intention d’atteindre d’autres
marchés à l’avenir.
Les Comités nationaux des
Amériques pour la CIGB (INCA) se
sont réunis à Vienne, avec 13 pays
participants! De très bons contacts
ont été établis et améliorés. L’ACB a
décrit nos activités, nos documents
d’orientation, la traduction de cer-
taines publications en espagnol et en
portugais, notre disponibilité à offrir
des ateliers à l’échelle internationale
et nos prévisions pour le Symposium
2019 de la CIGB ainsi que l’exposition
qui se tiendra à Ottawa.
Brésil – L’ACB participera à
DamWorld 2018 à Foz do Iguassu, au
Bulletin
 Brésil, du 17 au 21 septembre 2018. En
plus d’un kiosque dans la salle d’ex-
position, l’ACB prévoit présenter un
atelier sur les études d’évaluation de la
sécurité des barrages. Il serait possible
d’organiser une deuxième occasion de
réseautage au Brésil. La communauté
des barrages miniers a manifesté un
grand intérêt lorsque l’ACB a annoncé
que deux de ses bulletins techniques,
sur les barrages miniers et les examens
de sécurité des barrages, sont actuelle-
ment traduits en portugais. Le Comité
national brésilien s’est entretenu avec
l’ACB au sujet de sa participation au
Séminaire national SNGB XXXII sur
les grands barrages, organisé les 20 et
23 mai 2019 à Salvador, au Brésil. Les
organisateurs prévoient que plus de
600 délégués seront présents. L’ACB
envisagera d’inclure cette conférence

au programme OMA 2019-2020.
Paraguay – Le Paraguay envisage
d’accueillir une conférence INCA
en février 2019. L’ACB a été invitée à
participer à une réunion de planifica-
tion et a offert de présenter un atelier.
Deux hauts responsables de la Banque
mondiale ont également participé à la
réunion, exprimant leur volonté d’en-
visager des mécanismes de soutien qui
aideraient les délégués des pays en
développement d’Amérique centrale
et du Sud à participer au Paraguay.
Les représentants de la Banque mon-
diale avaient auparavant présenté un
atelier à Vienne sur la sécurité des
barrages et ils ont l’intention d’en
fournir un résumé à l’occasion de
l’événement au Paraguay. Les syner-
gies entre l’initiative sur la sécurité

connu une forte croissance et une
économie stable selon le rapport du
FMI 2017, ce qui en fait une bonne
opportunité pour le développement
de l’hydroélectricité. L’ACB fera un

envisagera d’inclure la participation
à cette conférence avec la demande
pour le financement au programme

 Scholarship winners demonstrate
diversity of engineering projects

T wo vastly different research

areas are the subjects of work by
the recipients of the Canadian
Dam Association’s 2018 Scholarships.
Haley Schafer of the University of
Alberta is the winner of the CDA –
Gary Salmon Memorial Scholarship,
worth $5,000; and Fatoumata Maiga of
the University of Ottawa will receive
the CDA Research Scholarship, with
a value of $2,500.
HALEY SCHAFER
Haley Schafer is a PhD student in
Geoenvironmental Engineering at
the U. of A. Her research focuses on
determining how tailings dams age
following mine closure.
In the past, tailings dams were
designed to be safe for the mine’s active
life, which is significantly shorter than
the life of the tailings structure. This
discrepancy is problematic as failure
of the tailings structures can occur
long after a mine site’s closure, causing
fatalities and extensive contamination.
While industry is now starting to con-
sider closure in tailings dam design,
there is still limited information on
how tailings dams age in perpetuity.
Ms. Schafer’s research aims to close
this gap to aid in the development of
risk management tools and suitable
monitoring techniques.
Ms. Schafer earned a Bachelor of
Science degree in Civil Engineering at
University of Alberta. She worked as
a Geotechnical Engineer-in-Training,
and then returned to school to com-
plete her Master of Science degree in
Geoenvironmental Engineering, also
from the U. of A.
Ms. Schafer is passionate about
building strong engineering commun-
ities whose goals are to share informa-
tion on improved standards of practice
and emerging technologies. Out of
this passion, she has organized the
last two annual University of Alberta
Reinforced Wall Design Competitions
to promote interaction between gradu-
ate students and industry. She cur-
rently serves on the executive board for
the Geotechnical Society of Edmonton.
Ms. Schafer is also active within her
community, serving as the Community
Connection Leader at C3 Church
Edmonton. This position allows her
to create opportunities for individuals
to get plugged into a community.

The specific case being evaluated is
the Inner Niger Delta, a site of regional
importance in her native country of
Mali. She will evaluate the impacts
of various water management strat-
egies and their effect on the economy
and environment. Her objective is to
identify negative practices and to sug-
gest adaptation measures to minimize
consequences, thus determining better
water management practices for the
dams in the system.
Lessons learned from the research
will hopefully be incorporated into
the management practices for multiple
dams in the basin.
Being one of the founding mem-
bers and current Vice President
of REMCNC (Réseau des Étudiants
Maliens de la Capitale Nationale du
Canada, a Malian student network
organization), Ms. Maiga works to
help integrate African students into
Canada. In addition to her campus
life, she is an active volunteer in
the community. ■

FATOUMATA MAIGA
The winner of the 2018 CDA
Research Award is Fatoumata Maiga.
Ms. Maiga was born and raised in
Mali, West Africa and came to Canada
to study Civil Engineering followed by
a Master’s degree in Water Resources
from the University of Ottawa.
Since childhood she has had a
fascination with civil engineering
structures and their designs. That
fascination of engineering structures
combined with a love of water and a
concern about climate change have
led to her present research area: the
assessment of the socio-economic and

Haley Schafer est une étudiante
au doctorat en génie géoenvironne-
mental à l’Université de l’Alberta. Ses

stériles après la fermeture des mines.
Dans le passé, les digues à stériles
étaient conçues pour être sûres durant
la vie active de la mine, ce qui est net-
tement plus court que la durée de vie
de la digue elle-même. Cet écart est
problématique, car une défaillance
peut se produire longtemps après la
fermeture du site, causant des décès
et une contamination importante. Bien
que l’industrie commence maintenant
à envisager la fermeture des digues
à stériles au moment même de leur

conception, il existe encore peu d’in-
formations sur leur vieillissement à
très long terme. Les recherches de
M me Schafer visent à combler cette
lacune pour faciliter le développement
d’outils de gestion des risques et de
techniques de surveillance adaptées.
M me Schafer est titulaire d’un bac-
calauréat ès sciences en génie civil
de l’Université de l’Alberta. Elle a
travaillé comme ingénieure junior en
géotechnique, puis est retournée aux
études pour terminer sa maîtrise en
génie géoenvironnemental, également
à l’Université de l’Alberta.
M me Schafer se passionne pour la
création de communautés d’ingénieurs
unis afin de partager des informations
sur les normes de pratique améliorées
et les technologies émergentes. Forte
de cette passion, elle a organisé les
deux derniers concours annuels de
conception de murs de soutènement
renforcés de l’Université de l’Alberta
afin de promouvoir l’interaction entre
les étudiants des cycles supérieurs et
l’industrie. Elle siège actuellement au
conseil d’administration de la Société
géotechnique d’Edmonton.
M me Schafer est également active au
sein de sa communauté en tant que

FATOUMATA MAIGA
Fatoumata Maiga est la lauréate de
la Bourse de recherche 2018 de l’ACB.

en Afrique de l’Ouest. Elle est venue au
Canada pour étudier le génie civil et
elle a ensuite poursuivi ses études avec
une maîtrise en ressources hydriques
de l’Université d’Ottawa.
Depuis son enfance, M me Maiga est
fascinée par les ouvrages de génie
civil et leur conception. Associé à
l’amour de l’eau et au souci quant aux
changements climatiques, l’intérêt
exercé par les ouvrages de génie l’a
conduite à son domaine de recherche
actuel : l’évaluation des impacts
socioéconomiques et écologiques de
la construction et de l’exploitation
des barrages.
Le cas spécifique en cours d’éva-
luation est le Delta intérieur du Niger,
un site d’importance régionale dans
son pays natal, le Mali. Elle évaluera
les impacts de diverses stratégies de
gestion de l’eau et leurs effets sur l’éco-
nomie et l’environnement. Son objectif
est d’identifier les pratiques nocives
et de proposer des mesures d’adapta-
tion, déterminant ainsi de meilleures
pratiques de gestion de l’eau pour les
barrages du système.
Il est à espérer que les leçons tirées
de cette recherche seront intégrées
aux pratiques de gestion de plusieurs
barrages dans le bassin.
Membre fondatrice et vice-prési-
dente actuelle du Réseau des étudiants
maliens de la Capitale nationale du
Canada (REMCNC), une organisation
d’étudiants maliens, M me Maiga tra-
vaille à aider les étudiants africains à
intégrer le Canada. En plus de sa vie
sur le campus, elle est une bénévole
active dans la communauté. ■

continues Canada’s long tradition of collaboration with

Participation in ICOLD encourages the Canadian
community to continue to learn and advance the state-
of-practice related to dams, establish relationships, and
expand international markets for Canadian consulting

TECHNICAL PROGRAM
International delegates from around the world will share
their expertise in dams and related equipment for hydro-
power, water resources and the mining industry.

ACCOMPANYING PERSONS
ICOLD 2019 participants will be able to select from full day

half day tours will allow participants to attend a morning of
technical papers during Day 2 of the Symposium.
 Optional post-meeting study tours will include trips
within Ontario, Québec and British Columbia in order
to visit some of Canada’s most interesting dams, hydro-
power projects and mining sites over the course of 4 to
6 days.
All registered delegates and accompanying persons will
enjoy an outstanding program of evening social and net-
working events, as well as a city tour of Ottawa.
The Shaw Centre is located in Ottawa’s safe and conven-

 CDA Conference coming
in fall 2019

T he Canadian Dam Association has a busy year planned

for 2019. In addition to hosting the International
Commission on Large Dams (ICOLD) annual meeting
in June, CDA will be holding a professional development
event with workshops, technical papers and annual general
meeting on Oct. 6 to 10, 2019 in Calgary, Alberta.
In recognition of ICOLD 2019, this CDA conference will
be done in a different format compared to the regular
annual CDA conferences.
Rather than have technical workshops before the con-
ference, workshops will be held within the conference
with no additional registration fee. Participants will still
be invited to submit papers and attend one day of paper
presentations on their areas of interest. In both cases,
the emphasis will be on drawing on the experiences of
Western Canada.
The third day of the conference will be allocated for case
studies, tied to the tours of regional dams on the fourth day.
The theme of the conference is The Changing Influences
on Dams to focus on challenges in dam design, construction
and rehabilitation practices due to changes in the environ-
mental, technological, social, economic and regulatory
requirements.
The CDA 2019 team will be issuing a call for papers
within the next few months after authors have had the
chance to propose papers for ICOLD 2019. ■

 Un Congrès allégé sera présenté à
l’automne 2019
L ’Association canadienne des barrages prévoit une
année fort bien remplie pour 2019. En plus d’accueillir
la réunion annuelle de la Commission internationale
des grands barrages (CIGB) en juin, l’ACB tiendra un événe-
ment de perfectionnement professionnel avec des ateliers,
des articles techniques et une assemblée générale annuelle
du 6 au10 octobre 2019, à Calgary, en Alberta.
En conséquence de la Réunion annuelle 2019 de la CIGB,
ce congrès de l’ACB se déroulera sous un format différent
de celui des congrès annuels habituels de l’ACB.
Plutôt que de tenir des ateliers techniques avant le
congrès, ceux-ci auront lieu durant le congrès, sans frais
d’inscription supplémentaires. Les participants seront
toujours invités à soumettre des articles et à assister à une
première journée de présentations dans leurs domaines

les barrages. Il mettra l’accent sur les défis de conception,
de construction et de réfection des barrages en raison de
l’évolution des exigences environnementales, technolo-
giques, sociales, économiques ainsi que réglementaires.
L’équipe 2019 de l’ACB lancera une annonce officielle
pour la soumission des articles dans les prochains mois,
après que les auteurs auront eu la possibilité de proposer
des articles pour ICOLD 2019. ■

Nova Scotia specific to dams, unlike
in some provinces.”

The summer of 2018 has set record
highs in many places in the Northern
Hemisphere, among others, in Sweden,
England, Algeria, and Japan. It has
been very hot in Eastern Canada
(Ontario, Quebec, Maritimes), British
Columbia and North-West Territories.
High temperatures, lack of rain, and
high winds have contributed to exten-
sive forest fires, including some very
deadly ones like those in Greece.
It is quite possible that 2018 will go
down as one of the warmest years on
record, if not the warmest. According
to NOAA, there is a 70% chance that
El Niño will return next winter, but
not as strong as in 2015-2016.
