seem, is FACT, supported by and well documented in these articles. Please follow these links and

Everything in BOLD are keywords that I’d encourage everyone to Google. It will take you to
more factual evidence, supported by and well documented in many more articles and websites.

Some of the information about TOPOFF 4 is classified by the Federal Government, information I
have been privy to through my position on the Emergency Preparedness committee that has been
tasked with planning the healthcare organization’s participation in this drill, among a few other
sources (legitimate and clandestine alike). Everything in white text highlighted in black is supposed
to be classified information.

Question

Hypothetically now, let’s imagine for a moment that you lived in New York City back in 2001.
Perhaps you really did, but the vast majority of people reading this likely did not. All that aside, just
imagine that you did. Now, if someone came up to you in June or July of 2001, whether stranger or
close friend, and said to you “On September 11th something bad is going to happen and I highly
recommend you get the HELL out of this city! Please take my word for it … don’t go near
Manhattan, stay as far away from the World Trade Center complex as you possibly can. Just take
your loved ones and leave town the weekend before. don’t go South to Washington, either.” Would
you have listened?

Fast forward to 2005. Now let’s imagine for a moment that you lived in London. If someone came
up to you in April or May, whether stranger or close friend, and said to you “On July 7th, something
bad is going to happen and I highly recommend you stay away from buses and stay out of the
Tubes, just get the HELL out of this city!” Again, would you have listened?

Perhaps most people would not follow such advice, particularly coming from a stranger. But
knowing then what everyone knows now, one might feel compelled to warn as many people as
possible.

TOPOFF 4 – Full Scale Exercise

I strongly believe that Tuesday, October 16th, 2007 (or shortly thereafter) will be a very bad day in
Portland, Oregon. That will be the second day of TOPOFF 4, a massive Full Scale Exercise (T4
FSE) involving the participation of multiple government and emergency management agencies
(FEMA, the FBI, CIA, National Guard, the United States Military, NORAD, the National
Reconnaissance Office (NRO), Department of Defense (DoD), etc…)
The master scenario for this drill involves several Radiological Dispersal Devices (RDDs) or
“Dirty Bombs” being detonated in Portland – one located at the East end of the Steele Bridge near
the Rose Quarter affecting I-5, another to be detonated “somewhere along the US Highway 26 West
Corridor”. My best guess is the Sunset Transit Center. There may possibly be more. Another
element to this drill scheduled to take place after the primary attacks will involve a “highly
sophisticated network of suicide bombers” blowing themselves up in places like Shopping Malls,
Hospitals, the Airport, etc… Similar attacks are supposed to take place in Phoenix AZ, Guam,
somewhere near the East coast of Canada, London, Australia, and I think New Zealand. In
Portland alone, this exercise will officially include the participation of more than 15,000 emergency
services personnel, 500 mock victims and countless military and Government “Top Officials”
(hence the name TOPOFF).

But there’s a problem here…

I’ve been hearing about and planning for this drill for the past two and a half years, but what has me
worried is the fact that TWICE in the past, these types of drills have had a strange habit of
mysteriously and spontaneously “going live”. When a drill “goes live”, it means that the fake
scenario that everyone is playing out actually really happens – “real world”.

Let’s look back in history and see what I’m talking about…

September 11, 2001

Most everyone on the planet knows of the events of 9/11. What most people don’t know is the fact
that on that day, multiple Government agencies including FEMA, the FBI, CIA, National Guard,
The United States Air Force, NORAD, the National Reconnaissance Office (NRO), Department of
Defense (DoD), Civilian Air Traffic Controllers and multiple other agencies were all participating in
fifteen simultaneous emergency exercises – drills, some of which the master scenario involved
hijacked airliners crashing into the World Trade Center towers in New York City, the Pentagon in
Washington DC, and several other coincidentally strange targets, like Dulles International Airport.
Strange, because George W. Bush’s younger brother Marvin P. Bush was principal in a company
called SecuraCom (now Stratesec) that had an ongoing contract to handle security for the World
Trade Center, United Airlines, and Dulles International Airport. Flight 77 (the plane that
supposedly hit the Pentagon) left from Dulles International Airport at 8:20am.

The Project for a New American Century (PNAC)

Long before president Bush was elected, a small group of influential politicians sat down and
formed a Right-Wing Neo-conservative think-tank called The Project for a New American Century.
Members of this group include Vice president Dick Cheney, Secretary of Defense Donald Rumsfeld,
Paul Wolfawitz, Jeb Bush (the presidents younger brother), Lewis Libby, Richard Pearle,
Undersecretary for arms control John Bolton, Eli Cohan of the Defense policy board, and others.
In September of 2000, the PNAC group drafted a manifesto, titled ‘Rebuilding America’s Defenses’.
In this document, it states an express desire to “transform America into tomorrow’s dominant
force.” It also states (near the top of page 51) that “ ... the process of transformation, even if it
brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event
– like a new Pearl Harbor.”

One year later, 9/11 happened.

July 7, 2005

It happened again on 7/7/2005 in London, where Government officials and emergency responders
were in the middle of a large scale exercise where in the scenario involved bombs going off in buses
and subway tunnels. Remarkably, mysteriously, coincidentally, again at 8:51am the drill “goes live”
and it really happened. Shocking!

Back to present day

What bothers me is this: Here we have the Bush Administration that is aching to go to war with
Iran. Two years ago, Iran was big in the news when Bush was trying to convince the American
public that Iran was building nuclear weapons. That put the idea in everyone’s heads and people got
concerned for a little while, but suddenly all that news totally vanished and no one was talking about
it anymore. All they need is some sort of pretext for a war, and what better way than to stage an
attack, blame it on “terrorists from Iran”, and since this drill is supposed to involve multiple
Radiological Dispersal Devices (RDDs) or “Dirty Bombs”, they could use the “attack” to justify the
use of nuclear weapons against Iran. I’ve been saying for years that Bush and Cheney want to nuke
someone.

Then there's the issue of a number of odd occurrences in the news lately that could all be looked
back upon after the fact as “Warning Signs”.
1) This established pattern of Table-top drills and Command Post exercises has again preceded this
Full Scale Exercise slated for October 15 – 24, 2007. Operation Noble Resolve was a National
Guard Table-top drill that was designed as a means to finalize their role in the big TOPOFF Full
Scale Exercise.

2) You may have heard about the “accidental” transport of nuclear warheads from Minot Air Force
Base (AFB) in North Dakota over the entire mid-section of the country to Barksdale AFB in
Louisiana back on August 30th, 2007. What you probably didn't hear about was the fact that the
Associated Press initially reported that 5 warheads landed at Barksdale AFB in LA, but officers on
Minot AFB in ND anonymously reported to that there were actually 6 warheads that left their
facility. Later on, the AP changed their story to state that there were 6 warheads in Louisiana, but
the officers on Barksdale AFB insisted that “no, there were only 5 warheads that arrived.” WTF?!?

To thicken the plot a bit more, it seems that several of the Airmen involved with this impossible
mistake have been systematically eliminated, or as the press has reported it, they’ve all died in tragic
“accidents”, all within two weeks of the incident, one of them right here in SW Washington. Weird!

NSPD-51 states that in the time of a National emergency, the president can declare himself a
Dictator, at which point his term as president becomes endless, and anything he or his
administration decrees necessary or essential to National Security will automatically become law,
without Congressional approval. This directive also refers to a provision previously created under
the Authorization for Use of Military Force (AUMF) enacted September 18, 2001. AUMF
establishes the classification of an individual as an “Enemy Combatant”. What this directive does
not do is set forth specific requirements or conditions that would define the term “Enemy
Combatant” or how it would be applied to an individual.

Part of establishing the groundwork for this law required systematically dismantling the United
States Constitution. Under the Constitution, you have (or had) certain rights as a U.S. citizen
protecting you from “unconstitutional” government action. Unfortunately, these Constitutional
rights conflicted with the goals and ideas driving the legislation being imposed upon the citizens of
this country, so Bush decided to quietly remove these rights from the Constitution altogether. You
see, if those rights aren’t written into the Constitution anymore, then their actions aren’t
unconstitutional, now are they?

Elimination of Habeas Corpus: Under Habeas Corpus, you as a United States Citizen had the
right to a trial before a court before being convicted of a crime of any nature and placed in prison.
Now, with Habeas Corpus out of the way, you don’t necessarily get to go to trial. If the government
labels you an Enemy Combatant, you can be arrested and taken away without Due Process, never
to be seen or heard from again. Kind-of like when the Soviet Union would round up dissenters and
exile them to Siberia, or when the Nazis rounded up the Jews and sent them to the concentration
camps?

Elimination of Posse Comitatus: The Posse Comitatus Act was amended to the U.S.
Constitution on June 16, 1878. This law prohibits Federal military personnel (and other military
contracted personnel acting under Federal authority – e.g. Blackwater) from engaging in a Law
Enforcement capacity within the United States or against citizens of the Unites States. This law,
too, is now gone.

4) The military’s role in this big TOPOFF drill – Operation Vigilant Shield – involves a “5-Day
military exercise in which the National Guard and Blackwater (working together) will simulate the
imposition of Martial Law throughout Portland.”

This scenario is probably the most frightening part of this whole story in some ways. If the National
Guard were to actually impose Martial Law in this country (and all it would take is an attack on one
coast and a threat of similar nature to Washington DC), this country would protest, not unlike the
protests and riots in New Orleans after Hurricane Katrina. The National Guard (in conjunction
with Blackwater) went through town, busting in people doors and demanding that they hand over
their firearms.

That’s why people were shooting at the Guardsmen down there. It’s not that people were just going
insane and shooting at random (as the government would have the media report), these people were
fighting to uphold their Constitutional Right to Bear Arms. In a sense, it was like a small scale Civil
War, and I guarantee that if the government tries to impose Martial Law across the whole country,
that’s exactly what will happen – Civil War. How is the government going to handle 100 million
armed civilians?

5) Then there is the fact (coincidence?) that the military element to this big TOPOFF exercise has
the same Pre-name “Vigilant Shield” as the main military exercise running on 9/11 “Vigilant
Guardian”. Now, I have been informed by good authority that the military DOES NOT recycle or
reuse these Pre-names, which means that there must be a connection between these two exercises.
Any operation with the Post-name Guardian is a DEFENSIVE operation. An operation with the
Post-name Shield is a PRECURSOR to a larger more involved operation, usually an OFFENSIVE
strike - for example Desert Shield was a precursor to Desert Storm, a larger more involved operation
that was an offensive strike against Iraq during the first Gulf War in the early 1990s.

6) This is really strange... So as I mentioned before, I've been sitting on the planning committee for
the Healthcare system’s response during this exercise for the past two and a half years. The
Emergency Manager for the NW District for the VA System (VISN20 - OR, WA, AK, and ID) –
Ed James, the man in charge of planning and coordinating the Healthcare system’s response aspect
to this exercise, a guy who has worked his way up in the Military and the CIA, he's packing up his
ENTIRE family - his wife and kids, his brother, brother's wife and kids, etc... the whole fam damnly!
and going on “vacation” to Canada right in the middle of this drill. Come to find out, he hasn’t told
anyone either – Not on the planning committee, not his superiors or his subordinates, no one. I
learned it from his brother, whom I happen to work with. Now, wouldn't you think that the man in
charge of planning this thing for the past two and a half years would want to stick around to watch
and make sure things went smoothly???

Kind of reminiscent of the phone call National Security Advisor Condoleezza Rice made to San
Francisco City mayor Willie Brown the night before 9/11 warning him not to fly???

My point is that it may not be the government necessarily that is doing it, but perhaps terrorists that
know about the drills and take advantage of the situation? I don't know, but it's pretty odd that it
has happened twice before, and things are ripe for a "New 9/11" (in the words of Dick Cheney).

7) Another fact is a news story that came out several weeks ago. Local news stations in Central
Florida reported that “Members of the 1st Battalion 265 Air Defense Artillery (based in Florida) ...
mobilized ... headed first to Ft. Bliss, (for 2 months of training) then for federal active duty in the
Capital region.”

The fact that a US Military detachment was deployed to run an operation inside the borders of the
United States - anywhere - is UNPRECEDENTED!!! This NEVER happens. That's what makes
this so odd. This story came out on August 22nd, two months puts them at October 22nd, and this
drill is slated to end on October 24th. Additionally, there has been a significant increase of military
activity in and around Portland over the past 6 weeks or so. C-130 Cargo Transport aircraft flying
into PANG Base, trains with flatbed cars loaded with military vehicles - trucks, hummers, tanks,
etc... all heading into Portland, Military helicopters performing touch-and-go maneuvers on the
OHSU Trauma helipad - unannounced, I might add.

Why Portland? Why not? You may not want to believe that the federal government would put
anyone into any type of immediate or direct danger on purpose, but when you look at the great
scheme of things, who really knows anything or even cares about Portland? To the rest of the
country, we're just a bunch of stoned, depressed, tree hugging backwoods hicks. To the
Government, the Northwest is a liberal canker sore. Big Daddy Bush Sr. gave Portland the
nickname “Little Beirut” after protests during one of his visits here in the early 1990s. In their eyes,

Plus, they're still pissed about Seattle bringing the World Trade Organization to light in 1995.
Before Seattle went nuts and rioted, no one even knew anything about WTO. Sure, it would be a
tragic event in American history, but who (outside of the Northwest and associated family) would
really care? It would be as much a retaliatory thing as it would be a pretext for nuclear war with
Iran.

8) One last fact: Remember when the Secretary of Homeland Security Michael Chertoff made the
statement that he had a “gut feeling” about an increased terrorist risk this summer??? I think he said
something about “Al-Qaida growing stronger, intelligence report suggests ‘Dirty bomb’ danger...”

Maybe I’m just getting all paranoid over nothing, but when things like this start popping up all over
the place, most people don't see it, but I've been paying attention. When a major drill coincidentally
“goes live” not just once, but TWICE in 5 years, and then the Associated Press releases something
like “The nation is preparing for its biggest terrorism exercise ever next week...” wherein my city is
the primary target, pardon me for getting a little worried for my safety and the safety of most
everyone I care about.
I desperately hope that nothing happens, but I'd much rather tell everyone my concerns and look
like a complete idiot when nothing happens, than not say anything and watch people I care about
die from radiation poisoning, wishing I would have said something!

I'm just pointing out the facts that I see as Red Flags - or False Flags?

This is the way I look at it. I'm standing at the end of a tunnel in the middle of the railroad tracks.
Deep inside the tunnel there's this light. It keeps getting brighter, and the noise down inside the
tunnel sounds like a train coming. I can hear the screeching wheels on the rails, I can hear a horn
blowing, even the wind is blowing out of the tunnel toward me. As the light gets brighter, the
sounds get louder. To my right, there’s a nasty scruffy hobo hunched over, pointing and yelling “get
off the tracks you moron, there’s a train coming!” Standing to my left, there’s a man in a business
suit calmly telling me it's just a guy with a flashlight, a big fan and a tape recorder with screeching
sounds and horn noises blaring from the speakers. “Just because you’ve seen trains come flying out
of this tunnel in the past doesn't mean that THIS is another train. That old guy is just a crazy
conspiracy theorist!” And maybe he’s correct, because if someone were walking through this tunnel
toward me with a flashlight, a big fan and a tape recorder with screeching sounds and horn noises
blaring from the speakers, this is perhaps what it would look like. But, just in case, wouldn't you
step off the track until you knew for absolute certainty that there isn’t actually a train coming? I
would.

I don't trust the Federal Government, and I do believe that they are certainly capable of putting its
own people in immediate or direct danger on purpose. It's all about a means to an end. The end
game is bigger than Iran. As outlined in this 70 Page document

The government just needs to convince the people. The best way to convince the people is to scare
them and create the illusion that they're in danger. The best way to scare people is to stage a
terrorist attack in a somewhat trivial place, and use the outcome to funnel the people wherever you
want them to go. It's really unfortunate, but people are just like sheep.

Like I said, October may come to a close and nothing will happen. If so, then I'll look like a crazy
conspiracy theorist like all the others, and everyone can point and laugh, but I'm okay with that. I'd
rather that, than point and laugh back at everyone who's dying of radioactive cancer, saying "I told
you so!"

My suggestion: GET THE HELL OUT OF PORTLAND, ASAP!!!

Get at least 200 miles from Portland, but don’t go near Phoenix, AZ either.

I guess we'll find out how it all goes down at 8:51am on October 16th, 2007.

Don't worry, come the end of October, this will all be over - one way or another.
