    This study aimed to develop an optimization strategy for pavement maintenance of local roads in Cebu, Philippines. It analyzed the current conditions of 50 km of roads and identified necessary repairs. A mathematical model was created to determine the optimal budget allocation that maximizes the overall quality of the road network over a 5-year period, taking into account construction costs and effects of deterioration. The model's solutions were validated using data from previous road projects.
