the building, who can talk about the climate, politics, morale, etc., etc ..... Some of the retired folks are not the fastest to

I've been going through Watergate memos trying to find when Charles
Bates and Iwere transferred out of FBI headquarters, and
when Robert Kunkel transferred out of the Washington field office, but _
I can't find exact dates. I believe that the Kunkel transfer happened
in October '72, Bates was transferred in late '72, and was
transferred by February '73. Do you have any records of when these two

I have been, by background,| I


about Watergate, the FBI, Deep Throat and Mark Feltl land Universal Studios. It is a proiect that has
a great deal of momentum, stability and commitment to accuracy behind it; I 135
|films that have sought to punctuate and shed light on particular moments of American
history (Saving Private Ryan; Band of Brothers, etc.) —— this one is no different. In fact, it might be argued that this film is
of even greater importance. Let me explain.

By no means are we looking to make a film that romantacizes or lionizes anyone. The Watergate years in general and
that time in the FBI in particular were complicated, dangerous, politicized. A number of very good, solid, honest
men (many of them in the FBI) were hurt or destroyed professionally, politically, and in some cases personally. We are
researching this film rigorously; I believe I have uncovered much that is not yet publicly or widely known, angles that
have not yet been told, especially about the FBI. It is clear to me that there were terrific men in the Bureau who
got caught in the political vise between two immoveable institutions. No doubt some were used and politically thrown
under the bus. In some ways, people involved in the Watergate investigation were set up for failure , or were short-
circuited . The story that is not told is how and why. I aim to tell that story.

We intend this film to be the real story of Watergate; that is, what was happening mostly in the FBI building (as opposed
to the Washington Post, which is not of interest to us) . The Bureau was put in an impossible position. What I am trying to
do is to portray the Bureau and its work accurately, sympathetically, as men struggling to do their jobs rather than as
politicized pieces of a timeline. To humanize them, if you will; but also to correct the record. The Woodwardian version of
history has not treated the FBI fairly, I believe . And I think that Mr. Felt's revelation last year that he was Deep Throat
must have wounded many deeply. I'd like to know more about why that is so; and about the inner workings of the Bureau
before and during that investigation, and Mr. Felt's role.

I know this has been painful for many of you . Without trying to claim too much, I do think this film can and will redress
some wrongs, clarify what is murky, and rehabilitate certain reputations. Let me repeat that I am not simply trying to
canonize anyone . Many backs were up against a wall . Rightly or wrongly, Mr. Felt clearly believed that was the case. I
would very much like to meet with any of you and discuss all of the above, as much as you are able. I need your help to
make sure that this film doesn't become just another piece of speculatio n, orjust another myth.

Here is my proposed answer to the question Iposed re this matter. For a refresher, they were
interested in when Bates and Kunkel were transferred and the reasons for it. My answer is based on their personnel files,
both are deceased. The basic information, though, is also in newsclippings in their files.

“In a letter from Acting Director Gray dated 9/29/1972, Charles W. Bates, Assistant Director General Investigative
Division, was censured for a failure to report an assault on an agent during an anti-war demonstration earlier that year. A b5
second letter, dated that same day, ordered Bates transferred to San Francisco as SAC. Stemming from criticism over
handling of same incident, Robert Kunkel, SAC WFO, was transferred to St. Louis as SAC that same day. Bates
assumed the position of SAC SFFO on 11/17/1972. The investigation of the failure to report was made during July and
part of August and reported to Mark Felt on 8/15/1972.”

letter serves as FBl’s authorisation to use its official Seal in the production.

The FBI Seal is a federal insignia protected from unauthorized reproduction


by Title 18, United States Code, Section 701. The Director of the FBI has delegated
authority to approve use ofthe FBI Seal as set decoration in television and motion picture
productions to my office via internal FBI policy.

This authorization to use the FBI Seal is valid only for the motion picture
FELT. It permits use of the Seal in sets and preps, and extends to domestic and foreign
distribution of the motion picture pursuant to this authorization in all media, known and
unknown, in perpetuity. '

Nothing in this authorization permits the use ofthe FBl's name or Seal to
indicate FBI approval or endorsement ofany production, publication, or private entity. We
do not authorize use of the FBI Sea! in advertising or promotion ofFELT except to the
extent that the Seal may happen to appear incidentally as set decoration in excerpts from

The screenplay (although quite interesting) makes use of historical data, but does not present an
historical narrative. Time and causality are manipulated for dramatic effect (as is usual and to be
expected in movies). This one does it better than many — and while I would still not call it a history — it is
clearly based on history and provides an interesting reading of the evidence about Felt and his motives. I
do not agree with the interpretation, but I would look forward to the movie and, as much, to: 196
later revelation of the evidence and interviews on which he based his interpretation. I remain open to
elements of his perspective, though I still think a good bit of venality (along the lines of
interpretation of Felt) was a key part of Felt’s leaking, not saving the FBl.

In commenting on historical accuracy below, please remember that that I expect and do not
fault the screenwriter for compression of time, rearrangement of chronology and other changes to
create dramatic tension. A movie is not a history, but a dramatic story. I don’t think the two need to be
mutually exclusive in all cases, but generally expect it in historical fiction like this. Below, my comments
are meant to highlight the divergence between historical narrative and|:|excellent, dramatic b6

presentation. I find the narrative heavily influenced by the history it depicts, even if I would not consider
it a historical account of the actions and motives of Mark Felt.

Without getting into a debate on Felt’s motives, my concerns about the flow of history here
mostly concern William Sullivan and Joan Felt. His insertion and positioning as a minor protagonist work
very well dramatically, but their history is a bit more suspect. The facts are much more barren here. On
Joan’s account, I suppose it possible that they pictured/treated her as much younger than she was, but
the screenplay seems to suggest she had been living with them up until her disappearance. This was not
the case as I note below. Further, she was well into her twenties when she cut off contact with Audrey
and Mark. And although Mark’s approach to finding her is generally active, I don’t think the use of FBI
personnel, intelligence methods to evaluate her at that point agrees with the historical record.

As for the relations of Felt with Woodward (and Bernstein), | find the screenplay’s approach to
these tracks more with the available evidence than other elements of the drama. Woodward may
criticize the chronology here or there, and the screenplay’s demotion of his role in relation to the
Watergate exposition, but I think it is in good service to history to move beyond the lionization ofAlI the
President’s Men, and clearly defensible.

Mitchell, and Haldeman.

p.9 ”Plan C —-'Fo-p-5etret” makes no sense given FBI conventions. Weather Underground was
not classified TS. 50 bombings is too high; by 1972, they were responsible for a dozen or
two.

p.10 There is no evidence of a plan to destroy "Hoover’s-SeeFe-t-Files” upon his death.


”Personal and confidential files” were moved from Gandy’s office after Hoover’s
funeral; “Official and 60W” were moved to Felt’s office. Whole sequence re files
is mix of truth and fiction. Gandy went through the 12-14 file cabinets in her office
between 5/2 and 5/12. Then the boxes of files considered P&C were sent to Hoover’s
house where Gandy went through them, eventually having them carted off and
destroyed I:|treatment conforms with general description of this event in several 135
books, but they are wrong (e.g. Gentry’s bio of Hoover), at least in light of available
evidence.

p.11 Timing of death announcement, file destruction is fiction. LPG was not "smal , he was
5’11 to 6’, i.e. about as tall as Mark Felt. William Sullivan was shorter.

p.12 Gray’s people would not have known distinction between files and were clearly
confused by it, not knowing what the right questions to ask were. Nor did the White
House -- it is clear Nixon and his people bought into a mythical view of FBI files, how
they worked, and Hoover’s use/abuse of them. Anyone who came demanded iSeeFe-t—
Files” and FBI, taking them literally, denied such existed apart from central records
system. Description of Hoover’s public office mixes offiCe with corridor, which had
display cabinets.

p.13 Sullivan attending Hoover’s funeral is fictional. Conversation with Felt is fictional. WH
would not have seen felt as the FBI or center of FBI problems at that point Sullivan
suggests. '

p.15 Traditional order is Fidelity, bravery, integrity — inversion is odd. It is highly unlikely Felt
would have told Audrey of WH meeting such that she could relate it at a social event.

p.16 Fictional family life.

p.17 As far as I can tell Hoover desk platform is a myth. Pictures of office do not suggest such.

p.18 One cannot see White House from DOJ. Gray was appointed acting director at 2:15pm.,
the day after Hoover’s death, i.e. before Hoover’s funeral, whole sequence is off time
due to this. Sulliva n/Felt conversation doesn’t make sense because of it.

p.19 Manufactured dialog doesn’t match Felt’s or Gray’s remembrance of it. Gray met with
senior execs in Hoover’s conference room that afternoon.

pp.20-21 Fictional dialogue.


p.22 Rumor that DNC ran prostitution ring came |ater(G. Gordon Liddy, 2001) as explanation
for bugging. Not from FBI. Knowledge of burglar’s backgrounds were not known
morning of arrests, but within a day or two. I don’t know if Baldwin worked for Sullivan.
I thought he was a field agent. 2 of 6 had FBI links, 4 of 6 CIA.

p.23—27 Not sure about details regarding Hunt’s background. FBI did several background checks
on him for WH between 1948 and 1971, not just one, for a ”White House staff position”
and not as a “Consultant on highly classified matters”. The issue of who gets info about
the Watergate investigation doesn’t immediately come up. It is when Felt learns Gray is
telling WH of progress that he clamps down. I don’t think Felt learned of this as outlined
nor do I know of Gray asking Felt not to sweep for bugs. Gray-WH delays came in
reference to following checks to Mexico; interview of Oga rrio, and related matters.
Direction to Gray came from Dean, not Mitchell at CREEP; I don’t know that Mitchell
tried to intercede with Gray at all.

p.29 Felt/Woodward leak relationship wasn’t that developed — the first was a 5/72 leak re
the George Wallace assassination attempt that Woodward poorly disguised, pissing Felt
off. Felt knew him from WH and had counseled him over years. No significant source
relationship until Watergate.

p.31 Bluntness of speech by Felt doesn’t ring true. Too insubordinate.

p.33—34 WH didn’t give Sullivan position. AG did in July. 48 hours to wrap-up command is fiction.
Dialog is fiction.

pp.36-37 Details re Joan and family are odd. Joan graduated college in 1965. She was born in
1943 and left for the farm in CA at 28 (this is noted towards end). Mark did send letters
to every general post office with expectation that one not returned would lead him to
her; she did respond to the one that reached her and agreed to meet with her parents.
The commune was non-political, no-Weather Underground vibe, though very
hippy/counter-culture. Felt went alone, at first, and did not then get a reconciliation.
Joan didn’t live with them even after, though Mark eventually moved in with/near her in
the early 19905.

pp.38- Fictional dialogue. Nothing regarding Watergate wasTo-p—Seeret; at most some of the
material touching on CIA was Seereta TS is dramatic license.

p.42 Not clear on this one as the President does have authority over the FBI and can order
the director to act. One could say Dean didn’t have such authority and that v'vould
certainly be true; and a President’s direct power is limited by checks and balances, but
Felt’s statement about Bureau independence is partially wrong and much overblown.

p.43 Issue re CIA came up within first week and was soon dismissed by both agencies due to
lack of connection. The WH appears to have hoped it could be used as a wedge to slow
the investigation for some time after FBI and CIA both realized this was political
obfuscation from 900 PA Ave.

p.44 Gray suggesting the investigation be limited to burglars without WH connection is


fiction. Doesn’t express his role fairly, his efforts were more indirect and not clearly a
witting part of the cover-up. The scene with the diagram happened after the grand jury
indicted the burglars, not early in case.

pp.45-47 Fictional dialog.

p.48 Gray asked Dean if the papers were Watergate related. He said no.

p.49 I never have seen any evidence that Bureau agents followed Gray. He did have some
security with him who may have reported to Felt.

pp.50-52 Felt and Miller didn’t confront Kunkel regarding info to Gray, issue of "box” around FBI.
Evidence against WH hadn’t led there at that point. Very premature.

p.53 Never heard the horse story.

p.54-55 Pentagon bombing happened in May, not August/September. Nixon was well ahead in
polls, Gray’s worry about Weather Underground violence affecting his run is misplaced.
Nixon was seen as pro-enforcement/anti-radical, and so the threat was an argument for
Nixon, not McGovern who was perceived as someone who would not deal sharply with
such threats.

p.p58—59 No such thing as ”the radical youth list” and it wouldn’t have been on a computer. They
types of datum listed by the young agent would not have been the reason why someone
would have been listed on such a list; membership in an organization like WUG or SLA
would have been the criterion. The operation described sounds more like CIA’s _
Operation CHAOS than any historical programs run by the FBI (and the Agency did use a
computer to maintain it). Description of pages and pages and pages of such names
seems a bit much. There would have been several few dozen toa few hundred such
names. Shredding the list makes no sense. The Bureau could always rerun list, printing
another. The FBI was not significantly worried about the PLO at the time (except in
connection with threats against US persons overseas), domestic groups were much
more ofan issue.

pp.60 - 62 “Bad old days” — as the Bureau had continued such operations continuously, though
greatly reduced rate since 1966, the separation between FBI in Hoover years, and FBI in
Gray year is strained. The association of such practices with Sullivan, while true, is
superfluous. Felt et al would have done it anyway. Sullivan was in DOJ, not WH. By
9/1972 it had been more than a year since Mark and Audrey had heard from Joan. And
she hadn’t lived with them for several years before that.
pp.63-65 Family matters. I don’t have anything on this.

p.67 FBI not concerned re indictments and closing of initial investigation. Everyone knew it
was continuing and that eventually they would ask US Attorney if they should continue
Segretti and dirty tricks angle..

p.69 Would Gray have been that dense about Felt’s family? He didn’t tell them to shut the
investigation down, but his limited obstruction over summer was clear. Felt suggests
that Gray’s picture with the diamonds was a trial balloon, but adds that "No one could
have stopped the driving force of the investigation without an explosion in the Bureau.”

p.70 Meeting is fiction.

p.71 Private life? “classified” stamp makes no sense.

pp.74~76 Shipley/Segretti leak is fictional to some extent; Felt knew of him but Woodstein turned
up his significance later that year, not the FBI, and then they began to pursue the dirty
tricks angle. This was ancillary to Watergate, though it became the key to the wider
issue of Nixon dirty tricks. Woodward meeting with Bates/Felt is fiction?? Gray talks
about looking into reopening the investigation of Segretti in December. At time of leak,
FBI did not know enough to continue matter, not that the Bureau was being blatantly
ordered to shut things down as noted before. Criminal Division head Petersen
authorized reopening in February 1973 after convictions.

pp.80-81 This was not the first garage meeting after the phone-in Segretti leak of 9/29. I don’t
know of any evidence that Felt made the phone call re Segretti.

pp.82-83 Fictional confrontation?

pp.87—-88 Fictional recreation.

pp.92-93 Felt concern re bugs is odd and it is even more odd that he would request Bates to do
the sweep, it would have been lab that he called.

p.94-96 Massive, Felt led investigation of leaks. WH wanted extensive use of polygraphs around
government, including Felt, to deal with leaks in general, but I don’t think it ever
happened. Nixon later ordered Gray to polygraph everyone invblved in the Kissinger
wiretapsabout charge that Bureau tapped his plane for Johnson. That discussion
happened in February, 1973. He thought order had gone out, but Gray said no.

pp. 97—98 Family matters?

pp.99—100 I know of no evidence that Felt had Gray tailed.


pp.101-102 Family life... Given age ofJoan, is this really how Audrey took it? I could understand the
concern ifJoan was a runaway teen, but, she’s well into adulthood at this point and
hadn’t lived at home for some time.

p.103 Hunt wasn’t a “burglar”. McCord was (so I assume only 4 people are at podium?), unless
all five appeared in order to support the claim that there was no one higher than Hunt
and Liddy involved? The plea bargains of Hunt and 4 Cubans were 1 week apart, not
back to back.

p.104 Fictional meeting. No evidence that Sullivan was to be brought into FBI as number 2.
Nixon raised the issue of using Sullivan as hatchet man to get rid of Hooverites left in
Bureau; Gray said not a good idea and suggested Felt. Nixon wanted Felt polygraphed
before he’d be allowed to take number 2 slot. Sullivan’s arguments with Dean over
talking about Kissinger wiretaps suggest that he would not have been a likely candidate
at that point.

p. 106 Chronologically the revenge quote is off. It happened in summer of 1972, if the rumors
heard by Gray were correct.

pp.107-108 Leaks to Smith came in March and later in 1973. Some of it was false.

pp.109-113 Hearing colloquy made up.

p.114 Gray did not destroy the transcripts of wiretaps of newsmen. They were eventually
returned to FBI and available to congressional investigators. Gray testified about it to
grand jury in April, not to the Senate committee in March. The matter had nothing to do
with his withdrawal as candidate for FBI Director.

p.115-116 Fictional meeting.

p.116 FBI did not surveil compound where Joan was.

p.117 Ruckelshaus was acting director, not director. Don’t think Felt would have called him
such. He was a clear place holder while Nixon looked for a permanent one.

p.118 No informant was run against Joan’s group as far as I can tell.

pp.120-124 I Commune interaction is fictional. Joan had agreed to meeting her parents upon

Generally, execs (ADS) had a car assigned to their division. Many times they'd drive themselves, but
they might have either an Agent or clerk assigned to their office or division drive them if parking were
a problem. The cars were regular Gov't issue. During Felt's time we had a lot of Rambler

I don’t buy the idea of a platform in the formal office. All of the pics I have show nothing like:
suggests — certainly not a 10’ x 6’ platform. As for the smaller office, I suppose it’s possible, but from
what I have been told, Hoover didn’t receive people there. He did his reading, dictating, writing, etc. 10’ b6
x 6’ still seems large, especially since it would take up 1/3 or more of the office. The pic I attached of the
private desk doesn’t show a platform, but Hoover does seem to be sitting fairly high up so there may be
something to it.

Otherwise, Ithinmas basing things on urban legend at that point. Having been on a few tours
of Hoover’s old office and the AG’s office, there are at least several myths that are still being told at DOJ
about Hoover; of course they get a lot right too|:|is right about the private bathroom and there
was a smallkitchenette next to that too, both off of the private office.

This is a transcript of an interview 1 did withl Iwhe heard Felt


“admit” to being Deep Throat. I’m going to speak with him again, but look at his very detailed
description of Hoover’s office, including that platform:

When I was moved into the Justice Department, this is irony, I was moved into Hoover’s office. My office was Hoover’s office
so as my, Civil Rights Division is down the street. says, “Put me back in the main b6
building.” So they move us into the main building. I said, “Where I’m I going?” He said, “you are going to be right here
on the fifth floor, down the hall from me and you are taking over Hoover’s office because not because... it is an empty
office, fantastic. My balcony was the little balcony that Hoover always waved to every president for 25 years. And the
lore/lure is that every president that drove by waved to everyone right left right left but when he came to the corner to the
9th and Independence he saluted the... that was the lore/lure. That was the only time he came out for. He knew... his men
said, “okay, he it comes the precession” and he’d came out, waved to the president and he’d came back. I had this room.
And an FBI agent took me through it. I said, show me... this is a historic room. I have seen pictures of this room. There
was a light blue wall to wall carpet and there was an indentation in the carpet. Thin, ten feet wide, 6 ft this way. I said,
“What is this indentation.” He said, “Oh, that was the platform.” What platform, I said, “His desk was on a platform,
arising, he was so short his desk sat above everybody. He always wanted to be above everybody; That was... I said,
“Okay.” There was a private bathroom. You go in the bathroom. And there was one of those old fashioned high enamel

jars. Real high. He said, “Yeah, they don’t make them like that anymore. We used to always say that I bet his feet, he sat
over his feet.”

You know what is interesting, right behind a long narrowed closet. Tall ceilings on the fifth floor. Beautiful office, like
this and there is a closet. And he said, “Yeah, but this was not used as a closet, this is where all 0&C files were kept” I
have never even heard of it. I said, “What does that mean?” He said, “The Official and Confident.” The 0&C, you know,
this is where Hoover had everything on. He didn’t let them out of his physical control, they were right here. I said, “what
happened to them?” He said, “Well, they were taken by his secretary and she took them and no one knows for sure
exactly what happened to them.” If you look it up on the web what you will find is that the people who got a hold of them,
what was left of them, there was some questions about... it turns out that his transcript of a guy in the FBI who, a #2, I
don’t know if it was Sullivan, it might have been. He got rid of the guy quietly but he didn’t want this guy coming back
on him so he kept that.

Hi

I am currently downloading an avalanche of files from the Watergate Investigations and have run into FBI
forms that I can not identify as to their intended uses. I am familiar with FD-302 and Wikipedia has a list of
about 10 forms, but I am coming across other forms such as FD-407 and FD-263 that are useful to me, but I’d
like to know the reasons for their uses. I have found a list online in the FBI MAOPP archives, but there are no
descriptions. The MAOPP also mentions the FBI Form Book, but I’m pretty sure that’s not available to me. Is
there a cheat sheet that has all of the forms and a brief description of each? Maybe I’m looking in the wrong
place. '

Attached are a couple of pages from a long out of print book called “Are you now or have you ever been
in an FBI file,” by Mary Buitrago and Leon Immerman that has a number of common form numbers

I have some questions regarding Hoover’s funeral.
I am hoping to get some clarification about the men in uniform surrounding the coffin. We will be dressing
extras to represent these men and want to be sure we have it right.
There seems to be a variety of uniforms: any information about them is much appreciated. I am including
pictures for reference.
What branches of the military do they represent?
In the bottom picture I count 14 : 4 on either side of the coffin, 4 in front and 2 behind. is there a significance to
their placement? number? _
What is the religious denomination of the funeral? .
We will also have supreme court justices represented at the funeral. would they be in their robes?
In the third picture the pall bearers are in uniform. I assume those are the same people we see in uniform
standing by the coffin in the first picture.
In front of the coffin in the third picture, there is a man in what looks like a judge robe/collar. Who is he?

I have cc’d both the Costume Designerl land her Assistantl Iwho may have 106

Services and the Marines and Coast Guard; they wore full dress uniforms with coats. See

and who was where in the Rotunda. The funeral was Presbyterian. The man in Supreme Court Justices would have been

give him a shoulder holster and have him go to work at HQ wearing it. Would this be OK? I’m sure field
agents are alway armed, but would Felt or Gray be?

We often hang FBI badges on chains around agents necks in contemporary shows. I do not see badges on
agents in any reference photos. I know they carry them in wallets with ID. Did they ever wear?

When we do FBI vehicles on contemporary shows, we often just use the state license plate that the show is set
in. I’ve been told it’s better not to call attention. Would official limos and sedans from FBI HQ have special
plates?

Gray would not have been armed. Felt may have carried, but it would have been unlikely that it was
prominent on him. Perhaps in a brief case or ankle holster depending on size of gun.

Where did agents wear badges back then? Did they ever wear on chains around neck? Only Wallet? On Hip?
Felt would not have worn his badge. They did not wear them on chains at the time, sometimes on hip,
usually in wallet. I’ll double check.

and out?

2) Camera on sidewalk at 10th and Pen is no problem. We’ll want to discuss of course the parking for trucks, and
power needs, etc.

3) The 10th street gate and the west side of the courtyard are under renovation, they will have to make do with the
9"h street gate and east courtyard. Shooting the entrance from outside on a crane is no problem. Will want to
know what the options are for cars going "into” the gate or ”driving near”

4) In terms of the inside the courtyard, will want to discuss how much access is desired here for the shot (what the
shot would look like ideally), because the more shooting needs on the inside of the gate, or down into the
parking garage, will dramatically increase security manpower needs and costs of our supporting it. We can’t

hard time finding information on him before Watergate. I know that he was an accountant. Though the FBI he
worked in California, Hawaii, the US embassy in London and in Texas. Please correct me if I am wrong. I
would love to know anything else you have to offer.
Where did he grow up?
Where did he graduate from?
How many children did he have? | 136

Did he have any particular hobbies or interests?


Anything about his personal life or what kind of agent he was would be very helpful.
I could also use any information on the FBI Field Office in Washington DC pre 1972. If you happen to have
any pictures of the Field Office or Robert Kunkel’s office during that period that would help.

Robert G. Kunkel, 66, an executive with First American Metro Corp., and a

former special agent with the FBI, died of cancer March 31 at his home in Fairfax.

Mr. Kunkel, a native of Jasper, had, joined the FBI after high school as an administrative aide in the office of Director J. Edgar
Hoover.

During World War II, he served in the Army Air Forces. After the war, he served with the Air Force in England.

Returning to Washington, Mr. Kunkel rejoined the FBI as an aide in the Fraud and Accounting Section of the Criminal
Investigative Division.

He attended George Washington University and Benjamin Franklin University, where he received a degree in accounting.

After becoming an agent, Mr. Kunkel had assignments in San Francisco, Honolulu and Washington. He was later assistant legal
attache in the American Embassy in Japan. In 1960, he returned to the United States in the Dallas office.

A supervisory special agent of the inspection staff, Mr. Kunkel was on loan to the surveys and investigative staff of the House
Appropriations Committee for three years. Before his retirement in 1979, he had assignments as special agent in charge of offices
in Washington, Memphis, St. Louis and Alexandria.

During his career, Mr. Kunkel investigated an attempt to kidnap the late hotel—restaurant magnate, J. Willard Marriott, and helped
crack a Patent Office bribery case.

In retirement, he joined the First American Bank of Virginia as a security officer. At his death, he was group vice president and
director of security of the First American Metro Corp.

He was a member of the Association of Former Intelligence Officers and the Society of Former Special Agents of the FBI and on
the board of the Fairfax County Crime Solvers.

Dorothy Kunkel, his wife of 39 years, died in 1988.

Mr. Kunkel is survived by a daughter, Carol K. Woolsey of Columbia; a son, Robert A. Kunkel of Centreville; a brother, Father
Raymond J. Kunkel of Chicago; a sister, Catherine Dieterle of Owensboro, Ky; and two grandsons.

A funeral Mass will be said at 10 am. Friday at Holy Spirit Catholic Church in Annandale, with burial in Fairfax Memorial Park.
The family suggests that expressions of sympathy be in the form of contributions to the American Cancer Society.

I think 10th Street will work much better for us:


- easier to control therefore easier to get permission from the police
- we can make 2 way traffic on the road.
- There is a great view of the Natural History building at the end. _ ,
- I think it would work to have the hero car turn onto the ramp leading to the entrance
and not go inside. I think.

It looked to me like the courtyard is almost finished. The gates were'open and it looked
good inside with some—equipment off to the sides...but of course there may be reasons
beyond this that preclude our using that entrance.

Also, I liked the Constitution Avenue pedestrian entrance. There is a little more room
inside the plater barriers so perhaps they would not have to be moved.

We might change our date to July 10th due to production details and the large street
festival happening on June 19th on Pennsylvania Avenue between 12th & 14th Streets!

I will let you know as soon as they tell me about their choices for locations and the
date!!

1) We are working on providing a concrete schedule of our filming on July 10th to DOJ
by this Thursday, June 30th.
However, we might actually be asking for a change of date instead. We will know this by
June 30th.

2) Please excuse my mistake of asking if we could drive into the 9th Street courtyard -
that has already been cleared by your security department. I meant to ask if we could
drive into the 10th Street courtyard entrance — the one that is under construction.
When I took photos of the area it looked like we might be able to have one of our
period cars drive through the gate — even though it might have to stop immediately after
passing through the gate because that would be the only area not under construction. In
other words, the cobblestone area under the archways looked like it could be driven
on.

If you would like to wait to pursue this new question until after we confirm on June 30th,
I totally understand.

Hi:
Per Security, you may drive the vehicle into the 9th St Gate only as far as needed. I interpret that to mean you can pull in
and then back out or at least pull in and turn around at the top of the entrance to garage. Since there will be no
cameras inside the courtyard, I do not believe there will be a reason for the car to be driven down the ramp to the
garage — unless that was in your filming plans. Just let us know.

That all being said, the issue with the 9th St Gate is that gate is currently the 24/7 access for DOJ employees — pedestrian
and vehicle. Any employee who needs to walk or drive in will have priority over filming. If we go with 9th St, please be
prepared to stop filming if necessary. (This would not normally be an issue but because the courtyard is closed on the
10th St side, vehicles cannOt drive down the ramp on that side.)

I have asked about driving in through the 10th St Gate as an alternative for you and am awaiting an answer. I suspect
you would need a permit to film on 10th St so if we are too close to the filming date to make that happen, please let me
know, and I will rescind the Q to Security. If you need to see/scout the 10th St Gate, just let us know and we can make
arrangements for you.

SCENES TO BE FILMED;
1) As previously requested, Felt's car will drive into the DOJ courtyard from 10th Street.
- We would alSo like to film the hero car driving out of the courtyard onto 10th
Street.
This scene will require obtaining permission from the Metropolitan Police to hold all the
traffic on 10th Street which I will seek over the coming weeks.
All crew and all personnel will stay on 10th Street at all times for this scene.

2) Added scene:
We would like to ask permission 'to film a plate shot of the view from a particular corner
office looking East over Pennsylvania Avenue and the Archives Building.
I believe this was originally Hoover's office but we are playing it as Felt's office.
A photo of the view is attached.
We will not film anything in the office. It helps us a great deal if the window will open so
we can film without glass.
This crew can be kept to a minimum — perhaps 9 people - or smaller if needed.

I know this additional scene adds many layers of work for you - so I thank you in
advance if we are indeed able to do it.
We also know the entering crew members will have to go through a security check and

We are OK with the filming date. We had not discussed before filming inside the building, which requires a lot of
preparation and security. I am not sure we’ll be able to accommodate that request. You had mentioned of crew of nine.
If we can do it, can you reduce that footprint to say 4 people? -
