the risk of spreading aquatic invasive species. It
also minimizes the time required for inspection at a
station.
Montana’s watercraft inspection stations are
opening across the state for the 2019 boating season.
Persons transporting motorized and non-motorized
watercraft are required to stop for inspection as directed
by signage. Anyone bringing a boat into Montana must
seek out a watercraft inspection before launching.
To better serve the boating public and improve
efficiency, Montana Fish, Wildlife & Parks has made
several changes to the program. Station operation
hours have been extended, and some stations have been
relocated or closed to better address AIS movement on
watercraft.
FWP is expanding partnerships with local groups
to assist with inspection station operation this season,
including the Blackfeet Nation, Confederated Salish
and Kootenai Tribes, Missoula County, Garfield
Conservation District and McCone Conservation
District. Inspection stations will continue opening
through May at strategic locations throughout the state.

American cowboy: the greatest icon in the world
The Professional Bull Riders event gets underway in
Billings on Friday night and continues through Sunday.
Now in its 25th year, this marks the TWENTY-FIFTH
time the PBR will be in Billings.
Sean Gleason, Chief Executive Officer of the PBR
since June 2015, was pondering the idea of cancelling
the show for 2020. And we have our Montana Legislature
to thank for it.
Here it is, straight from his Facebook page:
This morning I decided to cancel our event in
Billings, MT in 2020.
It is unfortunate. We’ve held a marquee bull riding
in Billings for 24 straight years, starting in 1996,
making it the sport’s longest-running event. Montana
is one of the most spectacular, beautiful and historic
places in America that we visit. The cowboys turn out
in droves, and the fans are gracious, knowledgeable and
passionate.
But why should PBR continue to bring one of the 26
special, prestigious events that celebrate the best cowboy
athletes in the world to Montana, a place where cowboys
aren’t welcome?
The State’s legislators, who probably only get
close to a cow when driving through a fast-food
restaurant, decided to vote down a measure to
recognize the National Day of the Cowboy because
the term “cowboy” wasn’t inclusive enough.
We have enough problems keeping the western
lifestyle and cowboy heritage alive in urban markets
across this country…but Montana? It’s like Nebraska
disavowing corn, Michigan turning against cars, or
New York City banning the advertising awards.
And the hypocrisy! The State Capitol building
in which they made this ill-informed decision was
undoubtedly built by cowboys in 1896. The Rotunda
features four paintings deemed at the time to depict
the most important citizens of the State: a trapper, a
gold miner, a Native American, and, you guessed it, a
cowboy.
You can imagine Lady Liberty, who sits atop the historic
dome, shaking her head and wanting to scream out,
“I’m a cowboy, too.”
And if Charles M. Russel, the most famous cowboy
painter of all-time were still alive, he’d demand the
return of the building’s most prized painting, “Lewis
“We’re going to start fighting for the cowboy,” Sean
Gleason said this morning on the statewide radio
station Montana Talks. “I don’t know what the politicians
in Helena are thinking, but they got it wrong.”

hanging in the U. S. House of Representatives.
Every State in this nation should celebrate the
National Day of the Cowboy as a simple nod to the
men and women — of all races, creeds and color —
who built this nation and represent a way of life. It’s not
where you live or what you wear, the color of your skin
or even your gender. It’s HOW you live your life.
Cowboys are honest and brave. They sacrifice, work
hard, love the land and their country, treat animals
with respect, and always help their neighbors. Yet
Montana politicians have found nothing to celebrate
or acknowledge about those values associated with the
American Cowboy.
If the strong and unanimous (to put it mildly)
reaction from the supportive women who commented
on my first post isn’t enough to dispel the fabricated
myth that the term “cowboy” isn’t inclusive enough,
then why not just acknowledge the cowboy for those
values? If we can have an International Day of the
Woman, why can’t we have a day that acknowledges
the most iconic symbol of American history, in a State
that’s uniquely associated with the lifestyle?
I guess the PC culture we have devolved into,
waging war on all forms of masculinity and even the
Founding Fathers, has now turned its attention to Glasgow’s First United
attacking cowboys.
Well, if the goal of the Montana State Legislature Methodist Church

was to avoid offending anyone, I am pretty sure that
everyone who associates with the western lifestyle
is as offended as I am. I woke up this morning with
an “enough’s-enough” attitude and decided that the Saturday, April 13th
decision of Montana politicians has to be met with
some consequence.

April Is Spring

’Tis spring, the time when a young male’s fancy
turns to, well, not football.
Humans are such an odd lot. Animals – under
water, on the ground or in air – simply are driven by
the survival of their species.
We fret about home loans, school choice or
health insurance. Wild creatures do not.
Of course, those critters don’t rush to the
hospital when sick, play music when sad or have
barbeques on the Fourth of July.
Animal behavior is largely driven by daylight
length. And right now, we are gaining daylight by
leaps and bounds, at least a minute a day and often
several minutes daily.
Life rushes by like a southbound freight for most
animal species: Hurry up and mate, raise young,
prepare for next winter.
The month of April at our latitude can start
with temperatures more like winter but end with
bull elk growing a new set of antlers, rainbow trout
depositing eggs in the gravel of rivers and streams,
and reports of grizzlies out of their dens on the
Rocky Mountain Front.
The mammoth headgear on a mature bull elk
can weigh as much as 40 pounds and take a long
time to grow, about five months. That means within
a week or two of dropping the old antlers in March
those two bumps (pedicles) on top of a bull elk’s
head will start to bulge, then grow into antlers.
Wild rainbow trout breed in the spring, often
peaking from mid-April to mid-May, in rivers and
streams with gravel bottoms. Those requirements
are important for a couple of reasons.
First, the flowing water in a river or stream
provides oxygen, which keeps the eggs alive.
Second, gravel helps protect eggs from predators.
And a silt bottom could smother and kill the eggs.
When it’s time to spawn based on daylight
length and warming water temperature (at least in
the mid-40’s), a female rainbow will clear a slight
depression, called a redd, in gravel with her tail,
then deposit 2,000 to 3,000 eggs.
As she releases her eggs, a male rainbow will

move alongside her and release his milt over the
eggs, fertilizing them.
And that’s it. The pair swim away and let nature
take its course. In a month or two the eggs will
hatch. Pretty simple, really.
It’s unclear what causes a bear to emerge from
its winter den, especially when the den lies under
several feet of snow.
Warming temperatures, increasing day length,
snow melting around a den entrance, and the smells
of spring probably all play a role. Eventually bears
will move from their high elevation dens to lower,
warmer habitats, looking for early green plants.
In a lush, wet spring, plants like angelica and
cow parsnip dominate nature’s menu and life is
good.
But if the prairie is too dry and there’s not much
to eat conflicts between bears and humans may
happen. So far this year, it would appear that a dry
spring may be the least of our worries.
This spring should be a good one for fish, frogs
and boat salesmen.
In the meantime, enjoy April as it unfolds
and soak it all in because all too soon, we will be
complaining about the heat of summer.
