 BUILDING PENALIZATION SCHEME (BPS - 2019)
1. INTRODUCTION:

1.1 About Building Penalization Scheme (BPS):

The Building Penalization Scheme (BPS) means large number of unauthorized layouts and
unauthorized buildings are cropping up in all urban areas. Government with a view to
regulate the unauthorized constructions came up with a Penalization of unauthorized
constructions and constructions in deviations of the sanctioned plan. This was done
allegedly to help bring unauthorized constructions into planning fold and also to remove
the threat or fear of demolition. According to government, it is a one-time opportunity to
get unauthorized constructions regulated. Andhra Pradesh government notified the
building penalization scheme (PBS). The scheme allows the owners of buildings to legalize
irregularities by paying prescribed fees. The scheme is applicable in all 98 municipalities
and 13 corporations in the 13 districts of the state, which have seen a huge number of
illegal constructions. Owners can avail themselves of this facility for the buildings
constructed from 1-1985 to 31-12-2014. Government has fixed different rates for
commercial and non-commercial buildings. Buildings below 100 square feet are exempted
from the scheme.

1.2 Advantages of Building Penalization Scheme (BPS):

 The advantages of penalization of unorganized Construction is the constructed building
will get formal orders of regulation which will remove the uncertainty and threat of
demolition and will get the occupancy certificate which is mandatory as per Municipal
Laws.
 To penalize each and every building constructed unauthorized or in deviation of the
sanctioned plan so as to create deterrence against any such practice.
 To bring all the unauthorized constructions into planning fold and to regulate the
development in urban areas.
 To provide an opportunity to the owners of the buildings to regulate their
unauthorized constructions and deviations made to the sanctioned plan.
 To provide relief to several persons who have purchased buildings without any
knowledge about the building regulations.

1.3 Scope of Building Penalization Scheme (BPS):

The scope of this document is to explain the Building Penalization Scheme (BPS)
Registration Process flow for end user usage. This document has been prepared based on
the discussions held with the Officials of State Government of Andhra Pradesh and
Internal Team.

 4. PROCEDURE FOR REGISTRATION IN BPS:

4.1 BPS URL:

Citizen visit Building Penalization Scheme (BPS) website for Registration.
URL as follows; “https://bps.ap.gov.in/BPS/Views/Login.aspx”

4.2 BPS HOME PAGE:

 4.3 PROCESS OF NEW REGISTRATION:
Citizen should register in Building Penalization Scheme (BPS) with his/her Personal
information.

4.3.1 New Registration: (Selection)

Citizen select “New Registration” Link for Creation of his/her Account as shown in the
below figure:

 Once ‘New Registration’ link is selected, a New tab will be populated where citizen to
capture/select Registration details, as shown in the below Figure.

4.3.2 Citizen Registration Form:

Citizen Online Registration Form will be fetched from Server where Citizen to Capture the
field as shown in below figure:

 Citizen Online Registration details to be captured with User ID, password, Confirm
Password.
 Contact Information details to be captured with Email ID, Mobile Number, land Line
Number.
 If ‘USER ID’ is available, a message will be fetched with ‘User ID Available’.
 If User ID is not available, a message will be fetched with ‘User ID already exists’.

2. Personal Information:
1. Citizen Capture the personal information details as shown in below figure:

  Personal Information Details to be captured with Document Type, Document Number, Full
Name, Gender (Male/Female), Country, State, District, Mandal, Village, City, Pin Code,
Capture Code.

2. Once details are captured, Citizen click on Submit as shown in below figure:

4.3.3 Account Verification:

A Verification Code will be sent to the Citizen registered mobile Number as shown in
below figure:

 A verification code will be sent to the registered mobile number of citizen, where
he/she to enter the code in the specified box for confirmation.
 Once the code is entered, Citizen clicks on ‘SUBMIT’ for registration.
 If verification code is not received to citizen register mobile number, a provision is
provided to resend code by click on ‘RESEND CODE’.

 4.3.4 Registration Successful:
Registration successful message will be fetched from server as shown in below figure:

 Citizen can login to BPS portal with ‘User ID & Password’ which was selected by Citizen for
registering Building Penalization Scheme.

5. CHANGE MANAGEMENT PROCEDURES:

This document is meant for usage by the BPS team and shall be the basis for preparing the
test Case, incident, log and the final report. Any changes made to the requirements in future
shall have to go through a formal change approval process. Wherever necessary and shall not
make any alterations without the permission of the client and the development team.
