11) Due Date for Proposals

Due date is the date on which something is planned or expected to happen (Macmillan

Dictionary, 2009). It is a due date by which the customer expects potential contractors to

submit the proposals. The contractor of Lebuhraya Rakyat was required to submit the

proposal within 22 days as the due date for the proposal is held on 27 May 2019 by 2.00

pm. Any late submission will not be taken into consideration. In addition, the contractor

also must provide electronic copy and hard copies of the proposal. These copies will be

used as a reference for the customer to know and understand about the content of the

proposal.
12) Evaluation criteria

Evaluation Criteria is the standards by which accomplishments of required technical and


operational effectiveness and suitability characteristics or resolution of operational issues may be
assessed (Manning, 2017). Evaluation criteria is a standard measures established to evaluate
the criteria that are needed to meet expectation of the customers. The customers will evaluate
the proposals from competing contractors and will select the one that able to perform the project.
This can be done by analysing and evaluating all the criteria required to accept the proposal.
Based on the case study of Lebuhraya Rakyat, there are some evaluation criteria that will be
evaluated in order to choose the best contractor that can carry out the project. The criteria might
include the following:

I. The experience of contractor manages a similar project and its past performance.
This will include all the information regarding the previous project conducted by the
contractor of Lebuhraya Rakyat such as, the customer satisfaction and the
accomplishment of the project within budget and on schedule.
II. The technical approach proposed by the contractor. These criteria will cover all the
information about the technology and equipment used by the contractor to
construct the highway.
III. The schedule is the criteria that disclose the information about the ability of the
contractor to complete the highway project by meeting or beating the required
schedule.
IV. The costs to carry out the highway project. This is the criteria that indicate the
estimated cost based on time and materials. The contractor must ensure the final
cost to carry out the highway project is consistent with the estimated cost.

During this evaluation criteria stage, the customers will evaluate the performance of the contractor
through the evaluation scores. This evaluation will be made by assigning points to each criteria
component according to the degree which the proposed solution meets stated requirements. The
5 points indicates that the proposal fully meet the criteria while 4 points shows that the proposal
meets the criteria, with minor gap. Meanwhile, the 3 points presents that the proposal meets the
criteria, with moderate gaps. So, for the 2 points shows that the criteria are partially meets while
the point 1 indicate that the proposal does not meet the criteria. The example of evaluations
scores for the Lebuhraya Rakyat project is illustrated below:
