Subject: ADJUSTMENT/COMPANESATION TO THE PBECL EMPLOYEES.


Dear Sir,

Kindly refer to the subject captioned above.

The Punjab Bio Energy Company Limited (PBECL) has been incorporated by Govt.
of Punjab under the Companies Ordinance 1984. The Chief Minister Punjab has
directed Agricultural Department to exploit biomass energy resources on a fast
track basis in Punjab Province. The primary function of the Company is to establish
biomass supply chain to set up bio energy projects for power generation for the
national grid.

The proposed site at Chak No. 165/RB Tehsil Jhumra Dist. Faisalabad is to be
developed for a possible bio mass power generation. PBECL has been given the
mandate to collect the biomass from the vicinity for onward supplies to the power
plant.

PBECL has to guarantee 140,000 ton biomass annually to the power plant. In order
to ensure the availability of biomass to the Company, the Board of Directors PBECL
has approved to purchase Crop Residue Balers which were provided to the
suppliers of biomass at subsidized rates i.e. 50% of the cost of machinery. The
suppliers have guaranteed to provide 1000 tons of biomass annually to the
Company against provision of machinery.PBECL has entered into contract
agreements with each supplier of biomass. The period of biomass agreement is 5
years initially.

It is pertinent to mention that this is first of its own kind venture in public sector
to produce electricity from biomass.

The Company has provided 37 Baler Machines to the farmers of 9 Tehsils in the
Punjab in three phases. The total worth of the machines is about PKR. 47 Million.
The Company collected about 200 Tones of wheat straw and sold out in the open
market through personal sources.
The Company has deployed about 25 Employees including CEO, CFO,Chief Internal
Auditor, Manager Procurement, Manager Operations and others in the Head office
and site office to perform all the actions necessary to collect the biomass from
fields to the PBECL collection centers.

The Company received a letter to winding up all activities as the Energy


Department has refused to install power plant due to non-provision of funds from
Govt of the Punjab.

In this context, the employees of pbecl are seeking for their Adjustment or
Compensation from your goodself in case of final decision of the closure of the
company.
It is therefore requested to look into the matter and give your opinion in the
best interest of the public.
