FOREWORD
By and large achievement of National Coir Training &Design Centre and other training
centres of the Coir Board are praiseworthy and it needs lot of refinement and updation in the
training programmes with special reference to the method of conducting the training courses in
the coir field. It is essential that the training manual need to be modified suiting to the
requirements of coir industry. Training is an important industrial tool which should be given
continuous attention for achieving the goal of producing quality coir products suiting the
consumer taste.
With this in view, Coir Board formulated new syllabus for different training courses
covering the modernization adopted in coir sector.I take this opportunity to congratulate the
officers who are behind this effort and dedicate this Training Manual of the Coir Board to the
workforce of coir industry to achieve greater heights.

PREFACE
The National Coir Training & Design Centre (NCT&DC), the prime
training centre of Coir Board was established in 1965 at Alappuzha in the
space provided by Kerala Coir Mats & Matting Co-operative Society with the
aim of developing trained and skilled man power and to evolve and
popularize new designs and patterns for coir products, The NCT&DC was
moved into its own building at Kalavoor on 12th April 1986 with well
equipped wooden hand looms, charkas, automatic spinning machines, wood
working lathe and drilling machine, circular and band saw, dobby loom, vembly, bobbin winding
and willowing machines, defibering machine, semi automatic loom, multihead spinning machine,
motorized ratt, motorized traditional ratt and Anugraha loom which are essential for imparting
training in coir processing into products.
The NCT&DC is headed by the Assistant Director (Trg.) who discharge his duties under
the guidance and overall control of the Director, RDTE of Central Coir Research Institute,
Kalavoor. The administrative control including the release of fund and approval of the schemes
are being coordinated by the Industrial Development Section of the Coir Board, Kochi. The
NCT&DC, Kalavoor, conducts two regular courses viz. Advanced Training Course and Artisans
Training Course besides the Incubation Training Courses, Trainers‟ Training Courses and other
training courses. A number of training courses are being conducted through the field training
centres .

EDITORIAL
Indeed it is a good attempt to document all the training programmes of Coir Board for the
benefit of field level offices and those who actively participating in coir activities. I must place
on record the sincere thanks to the valuable suggestions of the all and overall guidance of
Shri.Rajendra Babu, Director, RDTE(i/c), Central Coir Research Institute in the preparation of
the Training Manual of the Coir Board. The modifications put forth by Shri. M. Kumaraswamy
Pillai, OSD, Coir Board to the syllabus is valuable and acknowledged. The fruitful suggestions
and meaningful contributions from Shri.P.R.Ajithkumar, Director (Mkg) is worthy to mention
and acknowledge. The efforts and continuous support and keen interest shown by

1. INTRODUCTION
One of the important functions of the Coir Board is to impart training in coir processing
as part of its developmental activities
Under the Scheme “Skill Upgradation and Quality improvement” consists of three distinct
components viz.

Providing those with a better work environment and elimination of drudgery involved in
the traditional methods of spinning.
Encourage new entrepreneurs both in traditional and nontraditional areas under
Entrepreneurship Development Programme to venture into coir industry and trade and
thereby accelerate the development of the industry in the existing and new areas.
Aim at including quality consciousness among the workers at grass root level and to
educate them on proper methods of producing standard quality fibre, yarn and products.
Create awareness among the coconut growers, entrepreneurs etc. to set up coir based unit
and to modernize the existing units for better productivity, quality and also enhance
earnings.
Contribute to generate employment in rural areas of the coconut producing states.
Coir Industry is a traditional industry engaging more than 6.5 lakhs workers, out of which
80% are women. Since the increased production of coconut husk can be utilized for income
generation and economic advancement of rural work force, the promotion of coir industry in the
nontraditional areas assumes significance. To train new generation of skilled workers required
by the industry both in the traditional non-traditional areas of coconut cultivation, the programme
“Skill Upgradation” has been formulated.
Skilled manpower development through “Training” is one of the major activities of the
Board.The Board is having the following training institutions to
impart training in coir processing and manufacture of value added
products.
1. National Coir Training & Design Centre, Kalavoor,
Alleppey
2. Research cum Extension Centre, Tenkasi, Tamil Nadu.
3. Research cum Extension Centre, Thanjavur
4. Training is imparted through the Field Training Centers of Regional Offices of Coir
Board at Rajamundry in Andhra Pradesh, Benglaluru in Karnataka, Bhubaneswar in Orissa,
Pollachi in Tamil Nadu and Attingal in Kerala and the Sub_Regional Offices of Coir Board at
Guwahati in Assam, Kolkata in West Bengal, Kannur in Kerala and Singampuneri in Tamil
Nadu.

3) Organise entrepreneurship, orientation training to Govt. officials, Craft teachers, Business
managers and Secretaries of coir co-operative societies, Technical officers of Public
Sector Undertakings etc.
4) Conduct training programmes in collaboration with organizations like Co-operative
Training College, IIE, NCRMI, Research Institutions, Universities, Training Institutes,
and Validated NGO‟s of the state Govt. etc.
5) A field for technical consultancy and extension service facility to the coir trade.
6) To carry out advanced studies in regard to product development and development of new
designs, pattern and processes.
7) Supply of sample product album, designs and patterns to the parties on request.
8) Popularize new patterns, designs and coir products and handicraft products.
11) To carry out any other duties which may vested to the Training Centres by the Coir
Board.
The Board is conducting activities through a number of Field Training Centers as per the
convenience of coir workers. The Field Training Centers run with the help of NGOs/Co-
Operative societies engaged in coir activities. As per the revised guidelines issued by the
Ministry the stipend to trainees has been increased to Rs. 750/- per month. An amount of Rs.
250/- per head per month is being paid as institutional expenses to sponsoring agency to meet the
operational cost of the training including raw material, power charges and other incidental
expenses. An amount of Rs. 5000/- per month will be reimbursed to the trainers as honorarium.
2.2. Regular Training Courses of the Coir Board at National Coir Training and Design
Centre (NCT&DC), Kalavoor
The Coir Board conducts the following regular training courses at NCT&DC, Kalavoor to the
benefit of the coir industry.
a) Advanced Training Course - One year duration
b) Artisans Training Course - Six month duration
Hostel facilities are available for women trainees in the National Coir Training & Design Centre,
Kalavoor, Alleppey.
2.2.1. Eligibility for Admission to Training to Advanced Training Course and Artisans
Training Course:
Any candidates who wish to acquire proficiency in the processing coir can apply for the
training programmes. Minimum qualification for admission for Advanced Training Course is a

pass in higher secondary (Plus Two) and up to SSLC for Artisans Training Course respectively .
The Application forms, free of cost, can be had from the Officer in-charge of the respective
Training Centres. Filled up application forms shall be sent to the training centres with in the
stipulated time. Specimen copies of application forms are shown in the appendices.
Candidates selected shall report for training along with certificates in original to prove
age, qualification, caste etc. No candidates shall be admitted for training after 15 days from the
date of commencement of the training.
2.2.4. Reservation
20% seat of each course is reserved for SC/ST candidates. In case of sufficient number
of candidates from SC/ST is not available, the vacancy shall be filled from general quota. For
the Advanced Training Course, 50% of seats are reserved for trainees from outside Kerala State.
Candidates shall be within the age limit, preferably of 15 to 55 years. The Chairman
may, at his discretion, relax the upper age limit and educational qualification in the case of
departmental / sponsored candidates. The candidates outside of India may also be considered for
training subject to the rules and procedures of Govt. of India. The fees structure and other details
of such candidates may be decided by the Coir Board based on case to case.
2.2.6. Stipend
2.2.7. Leave
Trainees are not eligible for any type of leave during the training period. In case a trainee
absents himself from training class proportionate amount will be deducted from the stipend. No
trainee can absent himself from training for more than 10 days including holidays in one spell.
The faculty member detailed for this purpose shall mark attendance of the trainees in the
register in the morning and afternoon sessions. Strict punctuality is expected of all trainees of
the Training Centre. Latecomers shall get the permission of the Officer in-charge before entering
into the classroom.
The attendance register will be reviewed every week by the Officer in-charge and a report
sent to Head Office every month regarding those who have absented themselves indicating the
action to be taken.
The working hours for Advanced Training Course and Artisans Training Course is from
10.00AM to 05.00 PM with half an hour lunch break from 01.00PM to 01.30PM and timing of
the training sessions is as follows
Time table showing details of daily classes shall be notified to the trainees and classes
shall be conducted accordingly. The faculty member authorized to do it shall record the practical
classes allotted to the trainees in the daily allotment register. Daily verification of the
performance of the trainees in the practical shall be conducted by the instructor/demonstrator and
the production shall be noted in the register. Each trainee shall separately maintain a book to
note the daily production in practical. This record shall be verified by the coordinator daily and
sent to the officer in-charge with his observations for review.
The study materials as per the syllabus and reference book shall be provided to the
trainees/trainers as far as possible. Each trainee undergoing different training courses of two
months duration and above shall be provided a working dress allowance @ Rs.250 per trainee/
trainers to wear blue overcoat during the course of training. The trainees / trainers/ agencies who

are provided with the working dress allowance shall be required to submit group photograph
wearing the working dress as proof along with bills for purchase of working dress and the cost of
photograph and working dress shall be reimbursed to the trainees / trainers / agencies on
production of the above.
All trainees are expected to be neat and tidy. Offensive and unsanitary habits, loitering
in the corridor, work shop etc. are not permitted. Smoking and chewing in the campus are
strictly prohibited. Trainees are not permitted to entertain visitors. All trainees should be well
behaved at all times. They should maintain perfect discipline in the classroom and workshop and
should not indulge in unnecessary talk or gossip. They should keep the dignity and decorum of
the Training Centre.
The furniture and building should be kept neat and in an orderly manner. Damages
caused to the valuables are liable for compensation or fine or both.The Officer in charge and
other officers should go around the workshop and sections to monitor how things are going on.
Each trainee admitted to the regular courses viz. Advanced / Artisans Training Courses
shall be provided Identity Card with photo affixed on it. The trainees / trainers of other courses
shall be provided with identity card as far as possible.
2.2.14. Examinations
Every student shall take the examination at the end of the course. Failed candidates shall
be given another chance to write the examination along with the trainees of the succeeding batch
or in the supplementary examination.
For conducting the examination of each semester of the Advanced Training Course and at
the end of Artisans Training Course and other training courses, a committee consisting of the
officer in charge of the training centers and a panel of external examiners from other
centers/research institutes having working knowledge in the training programmes/processing of
coir may be formed. The external examiner should monitor all the examinations for issue of
certificate with the assistance of the training staff in the respective centers. The practical and
theory papers should be evaluated by the external examiner for which the external examiner may
be rewarded with a honorarium @ Rs.25/- per trainee for training course and Rs.15/- for
evaluation of theory paper per trainee in each subject as it is not his regular work and duty. If
any training course is conducted containing practical, the external examiner may be given a
honorarium @ Rs.10/- per practical per trainee in each subject. It shall increase the efficiency of
the external examiner and improve the level of training programmes.
Unsuccessful candidate shall be required to appear and pass the examination only in the
failed subjects (both theory and practical).

2.2.16. Requirement for Examination
a) Each candidate must secure not less than 85 % attendance in each subject.
b) His conduct and character must be satisfactory.
c) If a candidate does not satisfy the above requirement, he/she will not be permitted to appear
for the examination in the subject.
No candidate shall be eligible for certificate unless he/she has passed the prescribed
examinations.
i) A candidate who qualifies for certificate with passing all subjects of examination in the first
appearance and secures an aggregate of not less than 70% marks at the final examination shall be
declared to have passed the training course in the First Class with Distinction.
ii) A candidate who qualifies for certificate with passing all subjects of examination in first
appearance and secures an aggregate of not less than 60% of total marks at the final examination
of the course shall be declared to have passed the training course in the First Class.
iii) A candidate who qualifies for certificate with passing all subjects of examination in first
appearance and secures an aggregate of not less than 50% of total marks at the final examination
shall be declared to have passed the training course in Second Class.
iv) A candidate who secures an aggregate of not less than 40% of the total marks at the final
examination in first appearance and candidates who do not complete the examination in the first
appearance, but complete it in more than one chance shall be placed in Pass.
Minimum marks for a pass in theory subject shall be 35% marks and practical and
sessional 40%.
Mark list shall be issued to the trainees against the attendance and pass in examination.
Mark list must be prepared in the Performa prescribed for each course of training. Specimen
copies of proforma for the preparation of mark list are given in the appendices.
NCT & DC, Kalavoor shall be the apex institute to issue the Certificates to all who
successfully complete / pass the training courses. The commencement and details of trainees of
each training programme shall be intimated to the NCT & DC, Kalavoor by the officer in charge
of the centers of training. Three photographs of the trainee shall be submitted to NCT & DC to
affix on the certificate, register of trainees and for office purpose. Each training course shall be
given a separate code for distinguishing the training course and the trainee with an individual roll
number for easy identification.

2.2.22. Creation of Database
The officer in charge of the training centres shall create a database of the trainees
undergoing various training courses with complete details such as year of passing, category wise
viz. SC/ST/OBC, placement / self employment etc. after the training courses for the benefit of
entrepreneurs.
The NCT&DC was established in 1965 to impart training in coir industry to personnel of
different levels. Apart from regular training progrmmes, short term training course to the
Secretaries, Business managers of coir co-operative societies, Officers of coconut growing state
government department, Technical officers of the PSUs, Craft teachers of U.P. School, Trainees
of the coir process centres, candidates from foreign countries are also organized in the institute
by Coir Board.
The details of regular training course conducted at the National Coir Training and Design Centre,
Kalavoor are follows
The Advanced Training Course conducted at NCT & DC with a duration of one year,
comprises two semesters of 6 months shall cover the following subjects:
a. Spinning and Rope making
b. Dyeing and Rope making
c. Weaving Mats
d. Weaving Matting
e. Coir Products, Brushes and Garden Articles
Semester – I shall ordinarily begin on the first working day of February and the Semester – II
on the first working day of July.Medium of instruction of this course is English. Minimum
qualification for admission is a pass in higher secondary (Plus Two). Total number of seat per
batch is 40 candidates.
The course of study in each subject shall comprise both theory and practical and shall be
in accordance with the scheme and syllabus prescribed. There shall be internal assessment for
each subject.

Each of the five subjects carries 200 marks viz 100 marks for theory and 50 marks each
for practical and sessional. Thus total marks for each semester shall be 1000.

A nominal service charge of Rs 1000/- plus service tax (12.36%) per trainee per course
shall be charged from those who intend to undergo training in the manufacture of coir and coir
products. The training coir courses will be coordinated by Assistant Director, NCT&DC in
consultation with Joint Director (Res)/ Director, RDTE, CCRI. A certificate for attendance may
be issued to the trainees by the Assistant Director, NCT& DC with the approval of Director,
RDTE.
The working hours of the incubation and other training courses shall be 10:00 AM to
4:30 PM. The time of all the training courses shall be changed subject to the local conditions and
approval from the competent authority / office concerned. The facilities and type of Incubation

Objectives
Help women empowerment through MCY and provision of coir yarn spinning equipment
at subsidized rate after imparting appropriate skill development training.
Provide self employment to rural woman artisans in regions producing coir fibre and
enabling them to get better return through improvement of productivity and quality.
Providing those with a better work environment and elimination of drudgery involved in
the traditional methods of spinning.
Mahila Coir Yojana is the first women oriented, self employment scheme of Coir Board
for rural women artisans in coir producing regions which envisages distribution of motorized
rats/motorized traditional rats for spinning coir yarn to trained women artisans. Coir Board
provide 75% of the cost of the of motorized rats/motorized traditional rats as one time subsidy
subject to a maximum Rs. 7500/- for motorsied ratt and Rs. 3200/- for motorized traditional rat
provided the other 25% is to be raised by the beneficiary through voluntary
organizations/financial institutions/own sources. Not more than one artisan per household would
be eligible to receive assistance under the scheme
The Board is conducting different training courses under MCY through the field
Training Centers run with the help of NGOs/Co-Operative societies engaged in coir activities as
per the convenience of coir workers. The trainees are eligible with a stipend of Rs. 750/- per
month. An amount of Rs. 250/- per head per month is being paid as institutional expenses to
sponsoring agency to meet the operational cost of the training including raw material, power

charges and other incidental expenses. An amount of Rs. 5000/- per month will be reimbursed to
the trainers as honorarium and the trainers should be well versant skill in communicating in
English/Hindi/Local language to the trainees in the area at which they are posted and sufficient

The Coir Board is continuously striving for improving the quality of coir products and increasing
the value of coir by adopting to further processing through value added products training
courses.
Government of India has approved a new credit linked subsidy scheme called
Rejuvenation, Modernization and Technology Upgradation of the Coir Industry to facilitate
sustainable development of the Coir Industry in the country which in turn generates more
employment opportunities especially for women and the weaker sections of people in rural areas.
REMOT Scheme will be a Central Sector Scheme to be administered by the Ministry of Micro,
Small and Medium Enterprises. The Scheme will be implemented by Coir Board a statutory
organization under the Ministry of MSME as the Nodal Agency at the national level. At State
level the scheme will be implemented through Board‟s Regional Offices, Sub Regional Offices,
Coir mark Scheme Office and District Industries Centres, Coir Project Offices, Banks and such
other offices from time to time. The Government subsidy under the scheme released to Coir
Board will be routed through the identified banks for the eventual distribution to the

beneficiaries/entrepreneurs in their bank accounts. The Implementing Agencies viz. Coir Board
Offices, DIC, Coir Project Offices etc will associate with reputed Non Governmental
Organizations (NGOs)/reputed Autonomous Institutions/National Small Industries
Corporation/Panchayathi Raj Institutions and other relevant bodies in the implementation of the
Scheme especially in the area of identification of beneficiaries, area of specific viable projects
and providing training in Entrepreneurship Development, verification of units established under
the Scheme.
(ii) Upgradation of the production and processing technology for improving the
productivity, quality and product diversification;
(iii) To increase the efficiency and productivity for enhancing the earnings of the workers
engaged in the sector;
(iv) To enhance the utilization of coconut husk and for increasing the production of coir
fibre and coir products;
(v) To generate employment in the rural areas of the coconut producing States/Union
Territories;
(vi) To provide more employment opportunities for women in the rural sector for gender
empowerment;
(ix) To give sufficient training to the rural youth of the coconut producing States with an
eye on attracting them to the fold of coir sector.
(x) To provide backward/forward linkages to the unit holders to whom assistance is given
under the Scheme.
The pattern of assistance is 40% of the project cost as grant by subsidy by Govt. of India,
55% as term loan and 5% as beneficiary contribution .Maximum admissible cost of the project is
Rs.10 lakhs plus working capital, which shall not exceed 25% of the project cost. The banks
shall consider composite loan instead of term loan to cater to the working capital requirements

also. This should be exclusive of Rs.10 lakhs limit proposed. However, subsidy will be computed
excluding working capital component.
Only one person from one family is eligible for obtaining financial assistance for setting up of
projects under REMOT Scheme. The „family‟ includes self and spouse.
The Officer-in-charge of the following Field Offices are authorized for receiving the applications
from the DICs coming under their jurisdiction.
iii. The Officer-in-charge of the Field Office of the Coir Board will scrutinize the
applications and the applications which are complete in all respects will be placed
before the Regional Level Selection Committee.
iv. The Regional Level Selection Committee will scrutinize the application based on
experience, skill and viability of the projects and also interview the applicants to assess
their knowledge about the proposed project, aptitude, interest, skill and
entrepreneurship abilities, market available, sincerity to repay and make the proposed
project success.
v. Thereafter the selected applications will be forwarded to the Banks.
vi. The banks will take their own decision on the basis of the viability of each project. No
collateral securities will be insisted by the banks in line with the guidelines of RBI for
projects covered under CGTF Scheme.
vii. If the applications are rejected by the Bank, the reasons for rejection shall be furnished
by the banks in writing to the Coir Board Field Office and the applicants concerned.

8. QUALITY IMPROVEMENT PROGRAMME
Quality improvement programme were undertaken by the Board for improving the
quality of the products produced by the Coir Industry. The sustainability of the demand for the
products produced by the coir industry depends largely on the quality of the products both in the
domestic and international market. The Quality improvement programmes were organized by
Coir Board on a regular basis in the traditional export oriented sector and other areas viz.
automatic coir yarn spinning sector, coir pith processing sector, product manufacturing sector
and other coir processing sector in all the producing centers of the country.
(i) QIP will be organized by the Regional/sub-regional Officers of Coir Board at places
where industry has already taken root.
(ii) The programme will include technical sessions, practical demonstrations, workshop,
seminar etc., The duration of the programme will be three days.
(iii) The workers will be paid a honorarium at the uniforms rate of Rs. 50/- per day against
loss of their wages for the days.
(iv) Expenditure for conducting each QIP will be limited to Rs. 20000/-
In order to achieve the above objectives the Board organizes National Level Seminars,
Regional Workshops, Awareness Programmes, Entrepreneur Development Programmes and
Quality Improvement Programmes (QIP) etc. The Board conducts quality camps through its
regional offices as part of creating awareness among workers and manufacturers engaged in the
production of coir for maintaining quality. The expert spinners and other technical officers of the
Board conduct the Quality Camps.
The Board is also conducting implant inspection for rendering assistance to the
weavers/spinners for rectifying the manufacturing defects of the products for avoiding rejection
of products during pre shipment inspection.
The EDPs are conducting for the benefits of entrepreneurs in the coir sector. This is
being done by the Professional agency, which has expertise in the field of coir activity. For
fulfilling this activity Board will enter into an agreement with the agency for organizing the
EDPs.The agency shall invite prospective entrepreneurs through regional level press
advertisement. The agency will outsource faculty for conducting technical session as per the
norms prescribed by Coir Board. A field visit to a nearby coir processing centre will be
organized at the end of the EDP funded with 50% assistance on travelling expenses. During the
EDP of 3 days, the following sessions will be covered.

Appendix – III
The changing consumer taste and the demand for finer and more artistic goods in India
and abroad compelled the Coir Industry to change some of its concepts and try to break away
from its traditional methods of designs and manufacture. To achieve this, it is necessary that
persons who control the technical side of the industry should know all the techniques of the
manufacture. The National Coir Training and Design Centre, Kalavoor, Alappuzha, impart such
training to those who are responsible to guide the production of coir.

Persons engaged in the Coir Industry in Managerial/ Executive level and also persons
who are responsible to guide the formulation and execution of schemes for the development of
coir industry in the states.
