Citizenship & Expatriates


The Department of Citizenship and Expatriate Affairs receives and processes residence applications of non-
Maltese citizens who intend to reside legally in Malta for a period which is longer than three months.

One may wish to consult the Department’s Frequently Asked Questions for more information about the
application of residence permits.

General Information
Reception Desk and Customer Care Section are open from Monday to Friday between 7:30 and 14:00.

Front O ces

The Single-Permit Front O ce receiving work / residence applications is open from Monday to Thursday
between 7:30 and 12:30 . This section is also open on Fridays at the same time for employers who wish to
submit applications of Third-Country Nationals who are still abroad where employers are able to submit  a total
of fteen applications.  A total of three Still Abroad applications can also be submitted on a daily basis between
Monday to Thursday however employers cannot exceed twenty ve in the same week in total.

Application Process
Applications, with all the forms and supporting documentation, must be submitted in person. The relevant list of
supporting documentation is found on each form.

Previous residence documentation (with the exception of residence permit stickers a xed on passports) has to
be returned to the Department upon the submission of an application for a renewed residence permit.

In cases where residence documentation has been lost or stolen, the applicant needs to present a valid Police
report with the application for a new eResidence card.

Changes in the procedure applicable for non-EU students


Identity Malta would like to inform the public that as from the 1st of April 2017, changes will be introduced to the
application procedure used by students who are not citizens of the European Union, the European Economic
Area and Switzerland. Students who plan to follow a course accredited at Malta Quali cations Framework level 3
or lower will no longer be requested to extend their authorization to stay in Malta by applying for a residence
permit at the Expatriates Unit. Instead, they will be requested to extend their authorization to remain in Malta by
means of a national visa issued by the Central Visa Unit. Such students will only be requested to apply for a
residence permit after one year of residence in Malta. The changes are not applicable for students engaged in
higher education who are requested to apply for a residence permit in order to remain in Malta. Such obligation
stems from the conditions of application set out in Subsidiary Legislation 217.09.

Forms
Applicants may apply for a Maltese residence permit on the basis of only one of these categories:

ALL APPLICANTS

Electronic Identity Registration – Form ID 1A – Registration of applicant details and the type of application form

Image Capture Application Form – Form ID2 – Registration of details of applicants whose live biometric image
cannot be taken at the Department

Exempt Persons Status (Spouse of a Maltese National) – CEA Form E – Application for a residence permit
submitted by all nationals for the purpose of Exempt Person Status in accordance to Article 4 of the Immigration
Act – Chapter 217 Laws of Malta

Permanent Residence Scheme (Certi cate by the Commissioner for Inland Revenue) – CEA Form S –
Application for a residence permit submitted by applicants who are residing in Malta and are in possession of a
certi cate issued under the Residence Scheme Regulations (Legal Notice 428 of 2008)

EU NATIONALS

Electoral Form – Application Form to be registered in the European Union Electoral Register as a voter for the
Election of Members of the European Parliament [only applicable for rst-time applicants]

Economic Self Su ciency – CEA Form J – Application for a residence permit submitted by EU/EEA/Swiss
nationals who are residing in Malta on the bases of Economic Self-Su ciency in accordance to the Free Movement
of EU nationals and their Family Members Order (Legal Notice 191 of 2007) and/or Immigration Regulations (Legal
Notice 205 of 2004)

Employment/Self Employment – CEA Form A – Application for a residence permit submitted by an EU/EEA/Swiss
National on the basis Employment/ Self Employment as laid down by the provisions of Free Movement of EU

Members Order (Legal Notice 191 of 2007) and/or Immigration Regulations (Legal Notice 205 of 2004).

Permanent Residence – CEA Form P – Application for a residence permit submitted by EU/EEA nationals and
their family members on the bases of the provisions of Free movement of EU Nationals and their Family Members
Order (Legal Notice 191 of 2007) and/or Immigration Regulations (Legal Notice 205 of 2004).

Study – CEA Form M – Application for a residence permit submitted by an EU/EEA/Swiss National on the basis of
study as laid down by the provisions of Free Movement of EU nationals and their Family Members Order (Legal
Notice 191 of 2007) and/or Immigration Regulations (Legal Notice 205 of 2004)

NON-EU NATIONALS

Blue Card – CEA Form B – Application for a residence permit submitted by a non-EU National under the
conditions of entry and residence of Third country nationals for the purpose of Highly Quali ed Employment (Blue
Card)

Economic Self Su ciency – CEA Form K – Application for a residence permit submitted by a non-EU national on

Single-Work Permits
Identity Malta accepts applications for single-work permits, granting Third-Country Nationals the authorization to
reside and take up employment in Malta. Applications for a work/residence permit have to be endorsed by the
employer concerned and the permit would cease to apply if the applicant would no longer remain in
employment.

Single permit applications are assessed by a number of stakeholders, mainly by the Police Immigration O ce
and the Jobsplus. One may wish to refer to the Jobsplus guidelines so as to get a better understanding of the
procedure regarding the authorization issued to Third-Country Nationals to work in Malta.

Single-permit applications may be submitted by the employer on behalf of the applicant when the latter is still
abroad. The applicant would be instructed by the Department to proceed to Malta when the work/residence
application is approved. Applicants must note that the permit’s validity period is based on the nature of the
employment and the contract signed between the employer and the prospective employee.
