ORDINANCE # 1-2018
“AN ORDINANCE PROVIDING FREE PRINTING OF DOCUMENTS FOR STUDENTS
AND THE YOUTH”

Section 1. Title. This Ordinance shall be known as “AN ORDINANCE PROVIDING

FREE PRINTING OF DOCUMENTS FOR STUDENTS AND THE YOUTH”

Section 2. Scope and Purpose. The main purpose of this ordinance is to help
Poocanon students in their studies through the provision of free printing
services in the Barangay for their projects, homework and other school
related printing needs. Moreover, the free printing services in the
Barangay extends to out-of-school youths and even graduate youths for
printing their resumes, curriculum vitas, and other documentary needs as
they seek for employment. Any other printing needs not related to school
or seeking employment shall not be entertained.

Section 3. Definition of Terms. For the purposes of this ordinance, the following
terms shall mean as follows:
a. Student – shall refer to any resident of Pooc studying either
in Pre-School, Kindergarten, Elementary, Secondary and
Tertiary School as well as Technical Vocational Schools
b. Out-of-School Youth – shall refer to any Poocanon resident
not attending school
c. Graduate youth – shall refer to any Poocanon resident who
graduated in any secondary or tertiary or technical
vocational schools.
d. Irrelevant document – shall refer to any document not
related to school work or seeking for employment.
Section 4. Printing Schedule. There shall be a daily schedule but shall not extend to
one hour a day for printing of documents to be determined by the
Sangguniang Kabataan through a Resolution in that effect.
Section 5. Printing Staff. The Sangguniang Kabataan shall assign a printing staff to
facilitate the printing of documents as per scheduled and verify the
documents.
Section 6. Document Verification. The assigned printing staff shall make sure that all
documents are school-related or seeking employment-related. Irrelevant
documents shall not be printed.
Section 7. Dissemination. The Sangguniang Kabataan shall inform all schools,
student organizations, youth and out-of-school youth organizations within
its territorial jurisdiction on this free printing services.
Section 8. Separability Clause. If any portion or provision of this ordinance is
declared unconstitutional or invalid, the other portion or provisions hereof,
which are not affected thereby shall continue in full force and effect.
Section 9. Effectivity. This ordinance shall take effect immediately after its publication
in two conspicuous places in the Barangay.

“AN ORDINANCE CREATING A COLLEGE SCHOLARSHIP PROGRAM IN
BARANGAY POOC”

Section 1. Title. This Ordinance shall be known as “AN ORDINANCE CREATING A

COLLEGE SCHOLARSHIP PROGRAM IN BARANGAY POOC”

Section 2. Creation. Barangay Pooc shall create a college scholarship program to

help young Poocanons in their pursuit for tertiary education.

Section 3. Scope of Program. Indigent residents of Barangay Pooc shall be

prioritized in this scholarship program. The scholarship will come in the
form of extending financial assistance for the payment of tuition fees and
other matriculation fees of the chosen scholars as they study in a tertiary
school offering the most affordable tuition fee within the island of
Bantayan.

Section 4. Definition of Terms. As used in this ordinance, the following terms shall be
construed as follows, to wit:

a. Indigent Residents – shall refer to residents in Barangay Pooc

whose parents or guardians have a combined annual income of
b. Scholarship – an endowment or allowance to be granted to
student scholars.
Section 5. Scholarship Committee. A Scholarship Committee shall be created to lead
the implementation of the scholarship program, with the following
membership:
a. Barangay Captain
b. Chairman of the Committee on Education of the Sangguniang
Barangay
c. SK Chairman
d. Principal of Pooc Elementary School
