5 BACKGROUND
During the period from 1992 to 1995, 2.2 million persons or more than half of the pre-war population domiciled
Number of housing units concerned in the country fled their homes in Bosnia and Herzegovina. Among them 1.2 million left the country to seek
refugee protection abroad in more than 100 countries world-wide whilst approximately one million persons
2 490 were displaced within the country. Aside from the devastating human impact of the war, nearly 500 000 homes,
or almost half of all housing units in the country, were either partially or completely destroyed. Some 29 000
Grants approved applications for housing assistance in the RHP framework have been received from those wishing to return and
€ 48.6 million those wishing to integrate in the local communities.

Grants disbursed RHP OBJECTIVES IN BiH


€ 21.8 million The Regional Housing Programme (RHP) in Bosnia and Herzegovina is expected to provide durable and
sustainable housing solutions to several categories of vulnerable refugees, internally displaced persons
Total national contribution (IDPs) and returnees either in their places of origin (3 820 families), places of displacement (1 500 families) or

€ 7.6 million*
within institutions of the social welfare system (80 families). In all, as per the original scope, 5 400 households
(or 14 000 individuals) should be assisted.

BENEFICIARY FAMILY
Gordana Vukobat (29) is one of the many internally displaced persons in
Bosnia and Herzegovina who had to move out of her home during the
conflicts in the 1990s. She came to Banja Luka in 1992, together with her
parents and an older sister. She was seven years old at the time, and has a
very vivid memory of their family house, which was built out of the money
her father had earned after working for many years in Slovenia. They stayed
for a while in a collective accommodation in Banja Luka, and then in Gornja
Ljubovia, in army barracks adapted for a temporarily lodging of people who
had lost their homes.
Gordana’s father found a job and they managed to rent an apartment; after
a while, her parents bought a land plot in Prijedor and built a small house.
At that time, Gordana met her husband, also an internally displaced person
from the same town, Sanski Most. They moved into a 130-year-old state-
owned house, one in a row of many, with the railway passing right behind
the house. This old and humid two-room accommodation has been the
home of the four-member family for the past seven years.
The Vukobrat family has been applying for a new apartment for years,
without result. Last year, they heard about the Regional Housing Programme
and the possibility to get an apartment in the new building in Prijedor. They
are getting ready to move into the new apartment in early spring of 2018.

The Regional Housing Programme is financed and supported by the international community.

The Regional Housing Programme (RHP) was set up to provide durable housing solutions to vulnerable refugees and displaced persons
following the 1991-1995 conflicts on the territory of former Yugoslavia. The RHP is implemented by Bosnia and Herzegovina, Croatia,
Montenegro and Serbia and mostly financed by the international donor community. The main donor is the European Union.
The other donors are the United States of America, Germany, Norway, Italy, Switzerland, Denmark, Turkey, Luxembourg, Cyprus,
the Czech Republic, Hungary, Romania and the Slovak Republic.
