Re: Letter of Support for AIDS and Rights Alliance for Southern Africa (ARASA),
African Men for Sexual Health and Rights (AMSHeR) and Southern African AIDS Trust
(SAT) [“the Consortium”] in Application of PEPFAR's Key Populations Investment
Fund

Dear Sir/Madam

Tanzania Network For People who use Drugs (TaNPUD) is pleased to express its
support to the Consortium’s application. We are committed to working with the
Consortium on the referenced solicitation, should they be a successful bidder for this
Fund.

As a KP-led organization, our support of this Consortium comes through our working
relationship with some of the Consortium members, particularly through the ARASA
partnership. We have been a partner of ARASA for many years and have enjoyed a
beneficial working relationship on numerous projects, which promote the rights of key
populations within southern and east Africa.

ARASA remains the only regional organisation that is structured in the form of a
partnership of country-based civil society organisations, focusing on key populations
and people living with and at higher risk of HIV, TB to effectively advocate for a human
rights approach to HIV and TB in southern and east Africa.

We understand that the objectives of the PEPFAR's Key Populations Investment Fund
are to scale up quality, key population (KP)-led community approaches to HIV/AIDS
prevention, care, and treatment programs and address social and structural factors
(such as stigma, discrimination, violence, and human rights violations) that negatively
impact KP’s access to and retention in these programs.

ARASA has Consulted our organization during the proposal development process, and
we have provided our inputs on the focus areas which we hope the bid will focus on.

The following areas have been identified;

1. Expanding demand for and access to quality, effective HIV prevention, care, and
treatment services for key populations;
2. Systematic and rigorous action to respond to, mitigate, and monitor stigma,
discrimination, and violence at individual, community, and national levels
3. Promoting the human rights of and social justice for all persons, without
distinction;
4. Addressing structural barriers that inhibit access to and the effectiveness of HIV
services, including: legal, law enforcement, policy, economic, and educational
barriers.

Tanzania Network for People who Use Drugs (TaNPUD) looks forward to the possibility
of collaborating together with the Consortium, to implement this important
Programme. We understand that a role for us in this project is not guaranteed.
However, if invited to participate, we can offer a deep understanding of the country
context; experience in national level advocacy; and established relationships with key
national stakeholders in the HIV/TB response.
