In order to ensure the systematic review and updating of the DPWH Standard Specifications
for Highways, Bridges and Airports (Volume II); and Public Works Structures - Buildings, Ports
and Harbors, Flood Control and Drainage Structures, and Water Supply Systems
(Volume III); and to fast track the approval of the Proposed New Items of Works, a Technical
Committee is hereby created for this purpose and shall be composed of the following:

Chairman : Director IV, BRS

Vice-Chair : Assistant Director, BRS
Members : The Chief, Standards Development Division, BRS
Materials Testing Division, BRS
Research and Development Division, BRS
Technical Services Division, BRS
Representatives, from (at least Division Chief Level):
Bureau of Design
Bureau of Construction
Bureau of Maintenance
Bureau of Quality and Safety
Bureau of Equipment
Buildings Management Cluster, UPMO
Flood Control Management Cluster, UPMO
Road Management Cluster I, UPMO
Road Management Cluster II, UPMO
Bridges Management Cluster, UPMO
Information Management Service
This Department

The Technical Committee shall have the following functions:

1. Review/evaluate the proposed standard specifications of new items of work and

amendments on existing pay items.

and Harbors, Flood Control and Drainage Structures, and Water Supply Systems), Volume III

2. Conduct deliberation meetings to discuss comments/suggestions on proposed

standard specifications of new items of work and amendments on existing pay items.
3. Recommend for approval of the Secretary the proposed standard specifications of new
items of work and non-standard pay items.
4. Formulate/Prepare Guidelines for the proper inclusion and/or deletion of proposed
standard specifications of new items of work and amendments of existing pay items in
the Project and Contract Management Application (PCMA).

In cases wherein new pay items are required to be utilized in DPWH infrastructure projects to
suit actual field conditions, the concerned Implementing Office shall present the proposed
standard specifications to the Technical Committee for review and evaluation thereof.

The Technical Committee shall be assisted by the Standards Development Division (SOD), BRS
and shall serve as the Secretariat.
