Dear Dr. Quiñon:
This has reference to your letter dated April 4, 2019 requesting a copy of the MOA/MOU
between the Iloilo Provincial Government with regards to the use of the canteen building by
the RTMDH Multi-Purpose Cooperative (RTMDH MPC) for its operations within the hospital
premises.
Please be informed that RTMDH MPC was organized by RTMDH employees and operated the
canteen since this hospital was in operation in order to cater the human needs of hospital
employees particularly the coop members. At present, RTMDH MPC has no existing MOA/MOU
with the Iloilo Provincial Government because pursuant to Article 62 (2) of RA 9520 known as
Philippine Cooperative Code of 2008 which amended RA 6938, states that: “Cooperatives
organized among employees, notwithstanding any law or regulation to the contrary, shall enjoy
the free use of any available space in their agency, whether owned or rented by the
Government.“ However, if RTMDH MPC is required to have a Memorandum of Agreement with
the Iloilo Provincial Government, we are gladly willing to comply it for the betterment of public
service through cooperativism.
Rest assure that RTMDH MPC is always a partner in nation building by operating in the premises
of Ramon Tabiana Memorial District Hospital.

Greetings!
This has reference with the electric bill of our cooperative which was noted to be inconsistent per
attached copy of ledger account.
We had requested twice through phone call with your office to identify where our electric meter is
located so that we could monitor the usage because it is really unfair for us to pay when there might be
error in meter reading. You informed us to wait for the lineman but no response until now.
We are just wondering why there was inconsistency in reading when in fact the same facilities and
appliances are being used. We were just paying before without complaint but now is the time to
validate this because of the noted inconsistency.
We would like to request also the transfer of the meter reader at the post near the RTMDH MPC Coop
Pharmacy for easy access and identification.
We hope that this matter be given utmost attention and consideration.
