1. Introduction
The construction work of 49.272 km of Haliyapur-Kudebhar (Package-P04A) and 46.356 km of Haliyapur-
Kudebhar (Package-P04B) has been taken up by Uttar Pradesh Major District Roads Improvement Project
(UPMDRIP). M/s. SMEC INTERNATIONAL PTY. LTD has been appointed as Project Management Consultant.
The road improvement work of Haliyapur-Kudebhar Road is under progress and the road safety audit has
been undertaken by Mr. Ashif Hussain, Road Safety Expert accompanied by Mr. Virendra Kumar (Sr. CAD
Expert) of SMEC, Mr. Ajay Prasad (Sr. Material Engineer) of SMEC and Mr. Dinesh Patel (Highway Engineer)
of APCO INFRATECH PVT.LTD. in February 2019. This road safety audit identifies the safety deficiencies and
proposes recommendations to enhance the safety level of improved Major District Road (MDR).

1.1 Brief Description of Project Highway


First stretch of the project road (MDR-66E) starts in Km 0.000 at NH-65 (Km 19.800). After that it intersects
with NH-104 (Km 19.300) near Kudebhar and ends at NH-232 (Km 23.700) in Km 49.272.

Second stretch of the project road (MDR-66E) starts at NH-232/135 (Km 29.400) in Km 56.000 and ends in Km
102.356 of MDR-66E.The total length of project is 95.628 km.

The project road connects the several major towns and villages passing through important villages/towns like
Akori, Bilwal, Birampur, Churma, Dostpur etc. The scope of work of this project is to improve the highway to
2-lane with earthen shoulder. The entire project road passes through mostly plain terrain.

2. RSE Observations
The road construction work is in progress and the safety audit is undertaken to identify the deficiencies and
recommendations and traffic management during construction. Thus, this is an audit of,
• Stage-4 (During Construction Stage) as defined in IRC: SP: 88-2010
After improvement of the project road, the vehicle speeds are likely to increase which may make the road
more hazardous for its road users. Some of the important aspects of road design have also been reviewed.
The Audit has been commenced with discussion with the Team Leader and the field staff accompanied and
supported the audit exercise.

3. Site Visit
The Road Safety Expert Mr. Ashif Hussain accompanied by Mr. Virendra Kumar (Sr. CAD Expert) had visited
the site on 26-27th February 2019. The Sr. Material Engineer of Supervision Consultant and Mr. Dinesh Patel
(Highway Engineer) from APCO also accompanied during the site visit. The weather was pleasant and the
traffic flow was normal.

4. Conclusion & Recommendations


Some of the general and specific deficiencies in ensuring traffic safety in the construction zones along the
project highway (MDR-66E), as observed during the audit, are listed below.

(a) As the contractor is in effect even from the construction period, both constructions related signs and
those required for normal operation of traffic are the responsibility of the contractor. These
requirements are to be fulfilled immediately to ensure safety of traffic operating on MDR-66E.

(b) Barricading and shielding of construction sites from normal traffic is very poor. Construction activities
with sites are dangerously exposed to the moving traffic on MDR-66E. For example, there are deep
cuts at the edge of operating traffic lanes with only a row of sand bags kept without any barricade
with tape. Bar bending and cutting activities of steel reinforcements are also found to have been
taken up close to the traffic lanes (on the road itself) without shielding of the area with barricades.
The contractor be advised to refer to IRC: SP-55-2014 for Type I, II and III barricades which are to be
implemented immediately.

(c) Traffic safety engineers and safety officers of the contractor have not been deployed. Road traffic
safety management in general, and the construction zone safety management requires continuous
involvement of these officers for attending to the safety needs on day to day basis. It is recommended
that such officers be deployed for enhancing the of safety features all along the project highway
during the construction.
(d) Construction areas are found to be very dusty, and requires regular spraying of water. These dusty
environments have also covered most of the signs/barricades and delineators, making them
ineffective (often not visible in day time, and night time visibility is very poor). Thus, the signs and
delineators are to be regularly cleaned using water jet or by blower, whichever may be found more
effective.
(e) The diversions are not organized as per standard. The signs are non-standard in terms of warning for
diversion, as well as the sign and symbol at the point of diversion are grossly inadequate. Most of
these diversion sites are serious night time hazards as the signs are extremely poor and missing, and

even delineators for the diversion path are completely missing. Retro-reflective signs, markings and
delineators are required to be used as per IRC standards to ensure that traffic does not miss the
diversion path in any case. The diversion roadway is found in most cases to be in very poor condition
in terms of road surface and the diversion roadway width. Illumination or flasher lights in the
diversion spot may also be able to reduce the hazards.
(f) Lot of construction materials or waste materials (soil, GSB material and scrap from old road surface
or pipes of old culvert, etc) are dumped/kept (for several days before taking them away) along the
highway (in some cases, very close to the traffic lanes) without appropriate barricades. This can be
serious hazard for the traffic both in day as well as in night.

5. Observations of Traffic Management during Construction

5.1 Traffic Management during Construction


The construction activities are progressing in some places where safety measures for worksite are necessary
to be implemented. These measures and layouts given in the section below shall be applied by the contractor
without any fail. As work advances, there will be situations involving altering of vehicular pathway frequently
and will be highly hazardous especially at night times. The layout given for such situations also shall be
implemented meticulously. Since significant number of trucks are plying on Haliyapur-Kudebhar road (as
observed during site visit) and most of them are long haul, the worksite shall be well defined and streamlined
so that drivers will not find any difficulty in the temporary traffic management arrangement. Considering the
night time traffic, invariably all traffic control devices shall be conspicuous enough and reflective sheeting
shall be retroreflective in nature. The signs and traffic control devices shall be kept tidy and clean, and shall
be maintained while shifting them as the worksite advances. The recommendation made in the report shall
be applied for the entire construction phase of project highway. The contractor shall refer to IRC: SP:55-2014
for Workzone Traffic Management Plan (WTMP) to be adopted for widening/rehabilitation of the project
highway.

5.1.1 Basic Layouts for Traffic Control Zones


Safety Concerns:
For an approaching traffic, there is no clue about the work site, and there is no segregation between worksite
and vehicular traffic movement. Refer to the photographs of construction work under progress on Package-
(P04A & P04B) road is given below:

Recommendations:
The Figure 3 given below depicts the various traffic control zones in a worksite and the recommended length
of each zone. It is recommended to rearrange various traffic control zones and associated safety devices for
an approach speed of 60 kmph. However, the operating speed at the construction zone shall be 30 to 40
kmph depending on the nature of the construction zone. All necessary signs, markings, barricading, etc. shall
be as per the IRC: SP 55 – 2014.

5.1.2 Lateral Widening


Reasons for concern:
Adequate advance warning signs and proper segregating measures should be adopted where lateral widening
is being taken up. An approaching vehicle will be confused at night and might lead to accident. There will be
situations as shown in the picture given below where additional trafficable width shall have to be made with
barricading before actual construction activities can start.

Recommendations:
An approaching vehicle should be warned in advance regarding the work site to help him to take action and
the measures given in Figure 6 should be installed at all times.

5.1.3 Temporary Diversion


Reasons for Concerns:
At various locations on the project road the reconstruction of culverts is in progress where the traffic has
been diverted temporarily, as shown in Figure 7, Figure 8 and Figure 9. For all such CD works construction
sites, the measures shown in Figure 10 are to be adopted for diversion and safe management of traffic
operations. All the required signs are shown in the Figure 10.

5.1.4 Traffic Control Devices


Reasons for concern:
If the channelizing devices are not retro-reflective, it will not serve the very purpose.
Recommendations:
Since the project road carries night traffic (particularly the trucks), all traffic control devices should be retro-
reflective, i.e. to reflect back to the source. Mere reflectivity will not serve the purpose to guide the driver.
The retro reflective sheering of Type-III (minimum) conforming to ASTM standard

can be used for better night performance. It should be placed in such way that an approaching driver could
see clearly and can take appropriate action. Ensure that all traffic control devices and their positioning are
proper for an approaching traffic in night at the operating speed permitted through the construction zone.
Desired qualities of traffic control devices are:
i) Capable of being easily understood;
ii) Should be visible and Stable;
iii) Should be Installable and removable; and
iv) Should be maintainable.

Channelizing Devices for Shallow Depth: When the depth of trench is less than 300mm, it is
recommended to use following channelizing devices

Channelizing Devices for Deep Trenches: New Jersey type concrete barriers shall be used for protecting
traffic from deep trenches.

5.1.5 Personal Safety Equipment (Personal Protective Equipment: PPE)


Recommendations:
The recommendations give here are general in nature and should be implemented uniformly throughout the
project construction duration.

All workers in the work site should be with reflective jackets and other personal safety equipment. In the
work zones and construction sites, all the workers, supervisors and inspecting officers shall wear high visibility
fluorescent clothing with retro-reflective material, so that their presence is conspicuous from a distance of
even 100m. The suggested colour to be used for the safety jackets shall be as given in the table and the figure
below:

Also the construction workers shall use the safety shoes and helmets as per the requirement of the
works being executed by them.

6. Salient Observations
1. Shielding of construction site is very poor. Follow IRC SP-55 for barricading & other requirements.
2. Traffic safety engineer and officers not yet deployed.
3. Construction sites are dusty; not enough sprinkling arrangements
4. Diversion are not organized with standards
5. Lot of construction waste material is dumped along the road; should be disposed to the approved
areas.
6. Approaching traffic should be properly merge with main traffic.

7. Conclusion
The during construction safety audit of Package-(P04A & P04B) Haliyapur-Kudebhar road (MDR-66E)
recommends engineering measures for improving the safety of this road and, also set priority levels indicating
the urgency with which the recommendations must be implemented.

Some recommendations evolved from the safety audit may not have been included in the on-going contract,
but from the safety point of view it is worth to implement. It must be noted that the riding quality of Package-
(P04A & P04B) road will be improved substantially and villagers will find it difficult to cope up with newly
created high-speed environment. Thus, the improved MDR will have serious safety issues without installing
these safety engineering measures. Hence, it is recommended to implement the safety measures mentioned
in this report.

a) The construction activities right at the edge of the existing carriageway with a drop of 30 cms or more
and/or embankment situation must be provided with positive barricading or at least with painted drums
with flags/reflectorized paint marks; and in special locations (like culverts/bridge approaches) even with
flashers/ blinking lights, for night operation, wherever justified. For deep cuts with depth of more than
1.5 m there shall be firm barricades with bright tapes or paint marks to prevent personnel and vehicles
falling.
b) All construction workers shall wear personal protective equipment (PPE) as per the requirements given
in IRC: SP-55-2014
c) Whenever the normal traffic on MDR-66E is required to be interrupted for short duration (e.g. for entry
and exit of the construction equipment and vehicles or for temporarily working close to traffic lane, etc),
the area shall be additionally barricaded by traffic cones and a flag-man wearing PPE should control and
guide the traffic on MDR-66E for that period, as specified in IRC: SP-55-2014
d) The signages deployed are grossly deficient in many ways as indicated in the audit observations and
requires immediate correction. Signs are to be made on retro-reflective sheeting so that they provide
visibility in night, and they have to be maintained in clean condition. All signs must be standard signs
with colour convention specified by IRC and also size and shape of the symbols must be uniform as
specified in IRC code.
